If you open a social organization in this district of Shanghai, you can enjoy tens of thousands of yuan in subsidies, and can you also reduce or waive rent?

On January 7, Yangpu District held the 2021 Annual Summit of Social Organizations, and released in detail the five-year action plan for the cultivation and development of social organizations. By the end of 2022, Yangpu will complete the spatial layout of "one axis, two wings and multiple links" for the cultivation and development of social organizations, and the number of registered social organizations in Yangpu District will reach more than 1,000 by the end of 2025.

The Action Plan of Yangpu District on Further Promoting the Cultivation and Development of Social Organizations (2021-2025) makes further clear plans around the work of party building, registration and cultivation, project innovation, and talent training of social organizations, and gives corresponding policy guarantees.

In terms of spatial layout, with the Yangpu District Social Organization Development Headquarters Base as the central axis, the Wujiaochang Social Organization Public Welfare Entrepreneurship Apprenticeship Base in the north and the Binjiang Social Organization Public Welfare Innovation Practice Base in the south together constitute the "one axis and two wings" social organization cultivation territory, and form a linkage with the incubation parks and 60 community good-neighborly centers in the district, based on the needs of social organizations at different stages in the start-up, growth stage and maturity period, giving social organizations full-cycle attention and support.

In terms of innovative mechanisms, Yangpu District implements a rotating meeting mechanism for party building of social organizations. A social organization party building exchange meeting is held once a month, and the method and content of the meeting are independently planned by the federation of street community social organizations on duty, providing a platform for the 12 street community social organization federations to learn and help each other.

The release of a number of new policies has provided support for the establishment of social organizations. For example, the establishment of community social organizations in Yangpu can be reduced to 30,000 yuan; newly established social organizations registered in Yangpu (less than two years old) can apply for a one-time start-up subsidy of up to 10,000 yuan after the first annual inspection "qualified"; newly established social organizations that lease office space (established for less than two years) can also apply for rent subsidies of no more than 500 yuan / month, and the subsidy period is not more than 2 years.

Every year, Yangpu will carry out public welfare venture capital activities, encourage social organizations to try to design new projects around the bottlenecks and difficulties in the field of social governance and the hot topics of concern to the masses in the field of public welfare services, and give certain financial support to the "golden ideas" in them. For example, in 2020 and 2021, Yangpu carried out public welfare venture capital activities around the innovation of Binjiang governance, and gave 1.36 million yuan of financial support to 24 of them.

Yangpu has always regarded the government purchase of service projects as the source of living water to support the growth and expansion of social organizations, and has established a joint review mechanism for government procurement of social organization services led by the district civil affairs bureau and with the participation of multiple departments to check the feasibility and necessity of the implementation of the project; at the same time, an information platform for the government to purchase social organization service projects has been established to facilitate social organizations to obtain project information and participate in bidding in a timely manner.

By the end of 2021, there are 890 social organizations in Yangpu District, including 161 social groups, 729 private non-enterprise units, and 1864 community filing mass activity teams. A number of newly established social organizations, such as the Shanghai Yangpu District Riverside Governance Federation, the social organizations that install elevator services, and the social organizations for community construction, have played an active role in docking the new needs of economic and social development and conforming to the new trend of social governance.
