"Jiading District on Continuously Promoting the Development of the Automobile "New Four Modernizations" Industry" and "Jiading District To Accelerate the Development of Hydrogen Energy and Fuel Cell Vehicle Industry (2021-2025)" were officially released yesterday (December 29), marking that Jiading will further build a world-class automobile industry cluster and strive to build a highland for the development of the domestic hydrogen energy and fuel cell vehicle industry.
"Facing the future, we will closely focus on the goal of achieving the core bearing area of the world-class automobile industry center, actively integrate into the innovation ecology of the hydrogen fuel cell vehicle industry, and continue to promote the higher quality development of the automobile industry." Li Feng, deputy mayor of Jiading District, said.
With the automobile industry increasingly advancing towards the integration and development of multiple fields, the empowerment of the "new four modernizations" has become the only way for the transformation and upgrading of the automobile industry. Jiading District closely follows the changing situation, seizes the strategic opportunity of the development of the automobile "new four modernizations" industry, and revises and supplements the original automobile "new four modernizations" industrial policy, and launches the 2.0 version.
The new policy focuses on improving the support measures in the two directions of intelligent networked vehicles and fuel cell vehicles. For example, in terms of supporting the demonstration application of intelligent networked vehicles, the commercial demonstration application support for customized minibuses, smart heavy trucks, intelligent transfer, autonomous driving sightseeing shuttles, unmanned retail vehicles and other scenarios has been increased, and the maximum subsidy amount for individual enterprises has been increased; the mutual recognition, complementarity and interoperability of road test standards for intelligent networked vehicles in the Yangtze River Delta region have been added; and the new vehicles in the fields of municipal sanitation, public transportation and official vehicles have been prioritized to apply the "new four modernization" vehicles, including intelligent networked vehicles.
In terms of promoting the demonstration application of fuel cell vehicles, it is proposed to provide financial support for the industrialization of key core components, large-scale demonstration applications in key areas, hydrogen refueling station construction, reduction of hydrogen refueling costs, and support for the coordinated development of the industrial chain in the region. At the same time, the relevant industrial supporting policies have also increased their efforts, the shortage of talents in industrial development can be given priority to settle down, and the costs incurred by enterprises to maintain intellectual property rights and establish industrial innovation consortiums can receive subsidies to varying degrees.
In addition to policy support, Jiading District also introduced a special action plan around the development of hydrogen energy and fuel cell vehicle industry. It is proposed that by 2025, the total output of the whole industrial chain of hydrogen energy and fuel cell vehicles in Jiading District will strive to exceed 100 billion yuan; the total number of fuel cell vehicle industry headquarters enterprises, high-tech enterprises, and enterprise technology centers will exceed 100; the total number of fuel cell demonstration application vehicles will not be less than 3,500; and strive to build 18 public hydrogen refueling stations to guide the retail price of hydrogen not exceeding 35 yuan / kg. At the same time, 20 specific measures have been formulated around six aspects: industrial agglomeration, technological innovation, demonstration application, hydrogen energy supply, industrial ecology, and safeguard measures.
At the press conference on the "new four modernizations" industrial policy and hydrogen energy and fuel cell industry development action plan held in Jiading District this morning, a new batch of automobile industry "new four modernization" projects were signed and landed, with a total investment of more than 3.7 billion yuan, covering hydrogen energy storage power generation, fuel cell stacks, new energy vehicle electronic control motors, vehicle specification chips, intelligent sensors, automotive automation production and other fields, which will add new momentum to the development of Jiading automobile industry.
As the core bearing area of Shanghai's efforts to build a world-class automobile industry center, Jiading District has accumulated a profound industrial foundation and formed a vibrant industrial chain in the process of automobile industry transformation. Up to now, Jiading District has gathered more than 340 enterprises related to the "new four modernizations" of automobiles such as Weilai Automobile, Ideal Automobile, Xiaoma Zhixing, Horizon, and Reshaping Technology, of which 88 are regulated enterprises, and from January to November 2021, the total output of the "new four modernizations" of automobiles will reach 111.7 billion yuan. The industrial facilities in the zone are complete and have domestic leading advantages, including the establishment of the only international demonstration zone for electric vehicles in China, the first demonstration area for intelligent and connected vehicles approved by the Ministry of Industry and Information Technology in China, the first stationary hydrogen refueling station with the longest continuous safe operation time in China, and the first characteristic industrial park "Jiading Hydrogen Energy Port" with hydrogen fuel cell vehicles as the theme in Shanghai.
