At the meeting, "Jiading District on Continuously Promoting the Development of the Automobile "New Four Modernizations" Industry" and "Jiading District To Accelerate the Development of Hydrogen Energy and Fuel Cell Vehicle Industry Action Plan (2021-2025)" were officially released, and Jiading will focus on intelligent networking and hydrogen energy industry in the future.
"Several Policies of Jiading District on Continuously Promoting the Development of the Automobile "New Four Modernizations" Industry" as a 2.0 upgrade of the original automobile "New Four Modernizations" Industrial Policy, focusing on improving the support measures for intelligent networked vehicles and fuel cell vehicles. For example, in terms of supporting the demonstration application of intelligent and connected vehicles, the commercial demonstration application support for customized minibuses and smart heavy trucks has been increased, and the maximum subsidy amount enjoyed by a single enterprise has been increased; and the mutual recognition, complementarity and interoperability of the road test standards of intelligent and connected vehicles in the Yangtze River Delta region have been added.
At present, Baidu Zhixing has obtained a number of driverless test licenses in Shanghai, and the company will carry out autonomous driving related demonstrations in Jiangsu, Anhui and Zhejiang. In terms of promoting the demonstration and application of fuel cell vehicles, it is proposed to give financial support to the industrialization of key core components, large-scale demonstration applications in key areas, the construction of hydrogen refueling stations, the reduction of hydrogen refueling costs, and the support for the coordinated development of the industrial chain in the region. At the same time, the relevant industrial supporting policies have also increased their efforts, such as the shortage of talents in industrial development can be prioritized to settle down, and the costs incurred by enterprises to maintain intellectual property rights and establish industrial innovation consortiums can receive subsidies to varying degrees.

In addition to policy support, Jiading District also introduced a special action plan around the development of hydrogen energy and fuel cell vehicle industry, proposing that by 2025, the total output of the whole industry chain of hydrogen energy and fuel cell vehicles in Jiading District will strive to exceed 100 billion yuan; the total number of fuel cell vehicle industry headquarters enterprises, high-tech enterprises, and enterprise technology centers will exceed 100; the total number of fuel cell demonstration application vehicles will not be less than 3500; and strive to build 18 public hydrogen refueling stations to guide the retail price of hydrogen to no more than 35 yuan / kg. At the press conference, a new batch of automotive industry "new four modernization" projects were signed and landed, with a total investment of more than 3.7 billion yuan, covering hydrogen energy storage power generation, fuel cell stacks, new energy vehicle electronic control motors, vehicle specification chips, intelligent sensors, automotive automation production and other fields. Among them, as one of the signed projects, Nachim Semiconductor plans to invest 800 million yuan in Anting to build a related memory packaging and testing line to provide vehicle-grade chip packaging and testing services, with an estimated annual output value of 2.5 billion yuan. Xie Zhifeng, chairman of Shanghai Naschip Semiconductor Technology Co., Ltd., said: "Automotive chips will focus on Anting, upstream and downstream supporting, customers and suppliers are also in Anting, and the government has given us a good policy support, and our hope for success here is very large." ”
It is understood that at present, Jiading District has gathered more than 340 enterprises related to the "new four modernizations" of automobiles such as Weilai Automobile, Ideal Automobile, Xiaoma Zhixing, Horizon, and Reshaping Technology, of which 88 are regulated enterprises. From January to November 2021, the total output of the "new four modernizations" of automobiles reached 111.7 billion yuan, and the industrial supporting facilities in the region were complete. At the same time, as one of the first 26 characteristic industrial parks in Shanghai, Jiading Hydrogen Energy Port has gathered more than 20 industry leaders such as Great Wall Motors, Jet Hydrogen Technology, Faurecia, Horiba Instruments, Chucuo Intelligence, and National Hydrogen Energy and Fuel Cell Testing Base since its inauguration in June 2019. At present, Jiading Hydrogen Energy Port has initially possessed relatively complete supporting elements of the whole ecological industry.
