More than half a year after being investigated, Zhao Guojun, former deputy procurator general of the Jixi City People's Procuratorate, had new information.
According to the news of the Heilongjiang Provincial Discipline Inspection Commission on the evening of December 15, Zhao Guojun, former deputy secretary of the party leading group, deputy chief procurator, and second-level senior procurator of the Jixi City People's Procuratorate, was double-dismissed.
The circular revealed for the first time that Zhao Guojun had been using drugs for a long time and had illegally lent usurious loans; he was suspected of embezzlement, bribery, and illegal drug possession. Ironically, during his tenure as deputy prosecutor general, Zhao Guojun also appeared at the scene of the anti-drug conference.
Zhao Guojun, male, Han ethnicity, born in July 1964, 57 years old, Heilongjiang Jixi people, joined the Communist Party of China in May 1988, july 1988 to work.
According to public information, he graduated from Heilongjiang University with a major in Chinese language and literature in the department of Chinese, and after graduation, he became an assistant prosecutor of the People's Procuratorate of Chengzihe District of Jixi City, and from then on until his downfall, he worked in the procuratorial system for 33 years. During these 33 years, he successively served as deputy section-level procurator, deputy chief procurator and director of the Anti-Corruption and Bribery Bureau of the People's Procuratorate of Chengzihe District, Jixi City, deputy chief procurator of the Jiguan District People's Procuratorate of Jixi City, director of the Anti-Malfeasance and Infringement Investigation Bureau of the Jixi City Procuratorate, and member of the Party Group and Deputy Chief Procurator of the Jixi City People's Procuratorate.
During his tenure as deputy procurator general, Zhao Guojun also served as a press spokesman for the Jixi City Procuratorate.
In September 2015, the Jixi Municipal Procuratorate held its first press conference on two special operations, when Zhao Guojun briefed the "Municipal Procuratorate Spokesperson" on the situation.

According to the Heilongjiang Provincial Commission for Discipline Inspection and Supervision, Zhao Guojun has many problems, including "accepting banquets, tourism, entertainment, and other activity arrangements that may affect the fair execution of official duties, symbolically paying money to receive services," "interfering and interfering in the contracting of construction projects in violation of regulations, the transfer of land use rights, and interfering in judicial and disciplinary law enforcement activities in violation of regulations."
He has also rarely been accused of violating national laws and regulations, taking drugs for a long time, lending usury in violation of regulations, and being suspected of embezzlement, bribery and illegal drug possession.
Ironically, the longtime drug-addicted official was also present at a press conference to combat drug crimes.
On the morning of December 24, 2018, the Jixi Municipal Procuratorate held a press conference to report on the "work related to major drug crime cases". At that time, a background was that the Jixi Municipal Procuratorate signed the "Measures for Early Intervention in the Investigation of Major Drug Crime Cases and Guiding the Investigation and Collection of Evidence (Trial)" with the Federation of Municipal Public Security Bureaus in view of the increasing number of drug crime cases in Jixi region year by year and the frequent occurrence of major and extraordinarily large drug cases.
At the press conference, Zhao Guojun gave a detailed explanation of the background, guiding ideology, main contents, and main characteristics of the drafting of the "Measures" signed by the Jixi City Procuratorial Organs and the Jixi City Public Security Bureau Federation.
Before Zhao Guojun was investigated, Liu Li, a former member of the party group and deputy procurator general of the Jixi City People's Procuratorate who had worked with him for many years, had been sentenced.

Liu Li served as deputy chief procurator of the Jiguan District People's Procuratorate of Jixi City, chief procurator of the Hengshan District People's Procuratorate, and chief procurator of the Jiguan District People's Procuratorate.
In May 2008, Liu Li was appointed as a member of the Party Group of the Jixi Municipal People's Procuratorate and concurrently served as the chief procurator of the Jiguan District People's Procuratorate. In January 2010, he was appointed as a member of the Party Group and Deputy Procurator General of the Jixi Municipal People's Procuratorate. In July 2014, Liu Li, who was only 49 years old, retired early.
Zhao Guojun became a member of the party group of the Jixi Municipal People's Procuratorate in November 2006 and worked with Liu Li for more than 6 years.
In October 2018, Liu Li was investigated, and he was also accused of long-term drug use. Unlike Zhao Guojun, Liu Li also organized, participated in, and connived at the family's criminal and evil forces for a long time and acted as a "protective umbrella."
On July 22, 2020, the National Anti-Mafia Eradication Office held the third press conference on the listed supervision case, revealing for the first time 16 crimes such as Liu Li's criminal organization and leading a mafia-type organization, and was sentenced to 25 years in prison on July 20, 2020. His brother Liu Gang was sentenced to death on nine counts, including participating in a mafia-type organization and intentional homicide. The other 12 members were sentenced to corresponding sentences.
Wang Hongxiang, deputy secretary general of the Central Political and Legal Affairs Commission and deputy director of the National Anti-Organized Crime Office, said at the press conference that in September 2018, the Heilongjiang Provincial Party Committee discovered that Liu Li violated discipline and laws when inspecting Jixi City, and the Provincial Discipline Inspection Commission Supervision Commission filed a case for review, and the case involving organized crime was designated by the Provincial Public Security Department to investigate the Jiamusi City Public Security Bureau in a different place.

A total of 131 public officials involved in the case were investigated and punished, of which 17 were sentenced for acting as "protective umbrellas".
The Guanhai Liberation Bureau noted that Zhao Guojun and Liu Li had been identified as negative models by the Jixi City Procuratorate.
On July 22 this year, the Jixi Municipal People's Procuratorate held a meeting on warning education and rectification of discipline and work style, with the aim of continuing to deepen the education and rectification of the political and legal contingent, profoundly absorbing lessons from the cases of Zhao Guojun, Liu Li, and others who seriously violated discipline and the law, and conscientiously finding and focusing on solving the conspicuous problems existing in the city's procuratorial system in the construction of party style and clean government and the construction of discipline and work style.
On the afternoon of September 3, the Jixi Municipal Procuratorate held a special democratic life meeting on the "Ten Never Allow" special education. On the afternoon of September 9, the Jiguan District Procuratorate, where Liu Li had served for a long time, held a special meeting on the implementation of the "Ten Never Allow" warning education. The meeting reported and deeply analyzed the typical cases of violations of discipline and law that occurred in Jixi City, and used the cases around it to sound the alarm bell of honesty and self-discipline, enhance the awareness of honesty and self-discipline, and ensure that the "ten never allows" are in the mind.
