A few days ago, the law enforcement personnel of the Xiaoshan District Emergency Management Bureau found through the intelligent supervision platform for dangerous chemicals that a low-temperature tank truck in the liquid carbon dioxide storage tank area of a gas company in Hangzhou did not implement the on-site guardian personnel when unloading the liquid, and was suspected of violating the safety operating procedures. In the end, the enterprise was investigated and punished by the Xiaoshan District Emergency Management Bureau. Through the video inspection of hidden dangers of enterprises, this is a microcosm of the intelligent supervision of dangerous chemical enterprises by the Xiaoshan District Emergency Management Bureau.

Relying on the "dangerous chemicals intelligent supervision platform", the Xiaoshan District Emergency Management Bureau strives to build a video inspection and inspection mechanism for potential safety hazards of "one system, one inspection form, and one transmission slip", and carries out irregular inspections and inspections of 49 hazardous chemical enterprises and 272 monitoring points that have been connected to ensure that dangerous enterprises are "visible" and "manageable". Up to now, a total of 59 hidden dangers have been found, of which 40 have been notified to enterprises to rectify and reform, and 19 have been passed on to relevant law enforcement departments. In addition to the "Dangerous Chemicals Intelligent Supervision Platform" to supervise dangerous chemical enterprises, the Xiaoshan District Emergency Management Bureau also used the concept of driver's license points management to launch the "Dangerous Chemical Safety Driver's License" to implement dynamic point management for hazardous chemical enterprises, so that the performance of enterprises can speak with "points", and stop production and rectify according to law when the upper limit is scored, and urge enterprises to actively implement the main responsibility for safe production.

At the same time, the Xiaoshan District Emergency Management Bureau implemented classified rectification in view of the existing risks, improved the "one enterprise, one policy" rectification and improvement measures, carried out special actions such as special rectification of hazardous chemical safety, "curbing major" rectification in the field of dangerous chemicals, and special rectification of dangerous goods "five fields and one place", rectified more than 2,500 safety hazards in the field of dangerous chemicals, eliminated 1 production enterprise that did not have the conditions for safe production, and 1 major source of danger unit that did not meet the requirements of external safety protection distance.

On March 1, after the Criminal Law Amendment (11) was officially implemented, the Xiaoshan District Emergency Management Bureau maintained a high-pressure posture of cracking down on non-compliance and successfully handled a case of illegal storage of hazardous chemicals, which was the first case in the country for the crime of dangerous operation. Since the beginning of this year, a total of 136 cases of violations in the field of dangerous chemicals have been investigated and handled, and the situation of whether the targets of punishment are party members have been reported to the discipline inspection organization in a timely manner; 6 cases have been ordered to stop production and business for rectification; and 3 cases of illegal storage and operation of dangerous chemicals have been handled. Through the punishment, it effectively deters illegal acts, forces enterprises to implement the main responsibility, and ensures production safety.

While severely cracking down on illegal and criminal acts, the Xiaoshan District Emergency Management Bureau has improved the intrinsic safety level of dangerous chemical enterprises by formulating manuals, standardizing standards, and carrying out training. Since the beginning of this year, a total of 54 key hazardous chemical enterprises in the region have been guided and urged to formulate a manual for the implementation of the guidelines for the investigation and governance of hidden dangers of safety risks, standardized the safety management standardization construction of dangerous chemical warehouses and 9 liquid tank farms with storage operations of 28 enterprises, and organized the responsible persons of dangerous chemical enterprises to carry out safety training and assessment, supervised and urged enterprises to carry out safety training for all employees, ensured that employees in key positions of dangerous chemical production enterprises are proficient in post risk and emergency handling skills, and improved their accident prevention capabilities.
