First of all, to make a brief introduction, Li Dan, the word Yumin, the number of no self, Qing Tongzhi twelfth year (1873) was born in Xiangtan, Hunan Province, a family of generations of official eunuchs. He has been familiar with the scriptures since childhood, and has a deep attainment in the field of scripture, history and literature. When Li Dan first arrived in Qinghai, there was only one Mengfan Half-Day Primary School in Xining, and the volunteer schools and academies run in the old days had long been abolished due to changes in the times. With the support and participation of Ma Qi, he set off a boom in the establishment of new-style education, and successively opened many schools such as Mengfan School, Mengfan Normal School, Chipbian School, and Girls' School. Li Dan paid special attention to ethnic cultural education, and although he was nearly fifty years old at that time, he still took the lead in studying Tibetan assiduously, and initiated the organization of the "Tibetan Language Research Society" to carry out Tibetan language research and advocate the study of Tibetan culture. Under his presidency, the Tibetan Language Research Society successively published such works as "Small Dictionary of Tibetan and Chinese", "Tibetan-Chinese Comparative Decomposition Nominal Collection", "Sino-Tibetan Hebi Translation Nominal Collection" and other works, which became the earliest Tibetan and Chinese reference books in China at that time, and greatly promoted the cultural exchange between Han and Tibet.
In the 8th year of the Republic of China (1919), Li Dan collected local manuscripts for Xu Shichang, who had served as president of the Beiyang government, and successively collected Zhang Sixian's "Hongxue Caotang Poetry Collection", Li Xiezhong's "Double Elm Caotang Poetry Collection", Ji Shenglan's "History of Jingye Caotang", "Jingye Caotang Chewing Wax Yin", Lai Weili's "Double Fish Caotang Poetry Collection", Li Huanzhang's "Xiyin Xuan Poetry Collection" and other works. He organized the collection of human school periodicals, collected old manuscripts, and published them in the official name, so that these valuable cultural heritage could be preserved. According to normal procedures, Yi Lidan's talent should have done more in Qinghai, but unfortunately, in the 20th year of the Republic of China (1931), Ma Qi officially served as the chairman of the Qinghai Provincial Government, and when he was ready to do a great job, he suddenly fell ill and died soon after, and it was Ma Bufang's turn to take the throne.
