It is recommended that kindergartens be included in the compulsory education system, clarify the importance of preschool education in the form of law, and emphasize the national education base; increase the supervision of private kindergartens, prevent private kindergartens from asking for prices, and at the same time control the teachers' strength accordingly; clarify the responsibilities of various regions and governments at all levels; increase capital investment, especially in remote and poor areas to set up an education security system to avoid uneven distribution of resources.
