China Youth Network: Welcome Professor Jin Li, member of the National Committee of the Chinese People's Political Consultative Conference and deputy director of the Faculty of Economics and Management of Peking University, as a guest of China Youth Network and today's headlines to hold the "2021 Face to Face with Representatives" micro-interview, what proposals have you brought this year?

Jin Lee: Generally speaking, it revolves around three aspects, which I call one old and one small and one new.

Old is to promote the development of the elderly economy; Small is to comprehensively improve the structure and quality of the Chinese through education, promote China's transformation from a country with a large population to a country with large talents, and more fully release the talent dividend to replace the demographic dividend; The so-called new is to pay attention to the new citizens of the city, reduce their pressure through various measures, improve the efficiency and level of social security and public resource investment, better release the consumption potential, and build a domestic super-large-scale market faster.

China Youth Network: At this year's two sessions, did you bring proposals on finance?

Jin Lee: Among my financial-related proposals, I include increasing the future property income of low- and middle-income people by vigorously developing inclusive wealth management and enhancing their spending power; It also includes the development of the elderly economy through precise efforts and financial assistance, especially through the trust mechanism, to increase the safety and security of the funds involved in the elderly care facilities, so as to promote more social funds to enter the pension industry; As well as by vigorously providing national policy support such as taxation, young people are encouraged to carry out wealth management for the elderly demand earlier, thereby enhancing the vitality of China's consumer market from both the demand and supply ends.

At present, it is still being prepared one after another, and the follow-up can be exchanged again.

China Youth Network: In the proposal related to "helping the elderly", you mentioned the rural pension, what are the main problems facing the rural pension at present?

Jin Li: The problem of rural old-age care needs to be solved urgently. With the growth of the absolute number of elderly people, the degree of aging in China is constantly improving, and the problem of old-age care is becoming increasingly serious. At the same time, with the rapid development of industrialization and urbanization, a large number of working-age people in rural areas have flowed out, and the elderly have stayed in rural life and lack children to support them. Compared with urban areas, the construction of rural pension infrastructure is more imperfect and the pension talent is more insufficient, resulting in the problem of rural pension becoming a major difficulty in the subject of pension. In order to improve the level of social pension as a whole, the problem of rural pension is inevitable and needs to be solved urgently.

Paying attention to rural old-age care can better meet people's yearning for a better life. Only by solving the problems faced by rural old-age care as soon as possible can we better meet the requirements of the rural elderly for improving the quality of life of the elderly, solve the worries of young and middle-aged people who have gone to the city to work in rural areas, reduce the burden of old-age care for the working-age population, and meet the people's yearning for a better life as a whole.

China Youth Network: What are your specific suggestions for the problem of rural old-age care?

Kim Lee: My specific policy recommendations include:

The first is to clarify the management subject and responsibility division of mutual assistance for the elderly. In order to put mutual assistance on the right track, it is necessary to manage the subjects and responsibilities in detail to avoid the problem of mutual blame and mutual assistance infrastructure. Rural mutual assistance for the elderly is solved according to the village, and the village committee has the unshirkable responsibility. The village committee should use collective funds and idle resources in the village to provide the most basic hardware facilities for mutual assistance for the elderly.

The second is to set up special funds to reward and supplement mutual assistance for the elderly. Financial support for rural mutual assistance for the elderly should be increased through channels such as national awards and subsidies, the infrastructure construction of mutual aid nursing homes should be encouraged, and the mutual aid pension service centers should be equipped with nursing beds, daily medical equipment, medical rehabilitation facilities, cultural and recreational activities and other equipment, so as to meet the hardware basic conditions for mutual aid and old-age care, and appropriate rewards should be given to individuals and units that actively participate in mutual assistance for the elderly.

The third is to establish a volunteer service record system for mutual assistance for the elderly. Establish a national network, village-to-village connection of volunteer service record system, encourage volunteers to carry out public welfare services when relatively young, still have service capabilities, help the elderly, store volunteer service time, and when volunteers are old, they can rely on the past volunteer service records to obtain help from others, provide technical support and system guarantee for the "time bank" model of mutual assistance for the elderly, and also allow cross-village and cross-regional immigrant elderly people to integrate into the new environment faster and enjoy mutual assistance and old-age care services with records.
