The leaders of the Penghu Reform Law were Kang Youwei, who was born in Nanhai, Guangdong, and Liang Qichao of Xinhui, Guangdong. The leader of the Xinhai Revolution was Sun Yat-sen, a native of Xiangshan County, Guangdong (present-day Zhongshan City).

The place of the armed uprising that Sun Yat-sen originally envisioned to overthrow Qing rule was in the coastal areas of Guangdong and Guangxi. Sun Yat-sen organized the Chinese League in Tokyo, Japan, which was similar to that of a bourgeois revolutionary party, with secret branches in all provinces of the country and branches in various parts of the overseas Nanyang.
