The "Implementation Opinions on Supporting Scientific and Technological Innovation in Putuo District" has been deliberated and adopted at the 46th executive meeting of the district government on November 8, 2023, and is hereby issued.

In order to implement the spirit of the Municipal Party Committee and the Municipal Government's "Opinions on Further Deepening the Reform of the Science and Technology System and Mechanism and Enhancing the Ability of the Science and Technology Innovation Center to Cure Sources" (Shanghai Committee Banfa [2019] No. 78) and other documents, accelerate the promotion of regional scientific and technological innovation and the transformation of scientific and technological achievements, further create an ecological environment for mass entrepreneurship and innovation, enhance the supporting and leading role of scientific and technological innovation in regional economic and social development, and promote the construction of a "new growth pole of Shanghai Science and Technology Innovation Center", these Opinions are formulated after research in combination with the actual situation of Putuo District.

1. Objects of support

These Opinions apply to enterprises and institutions established in Putuo District in accordance with law, with good credit records, and in line with the orientation of the regional science and technology industry, with a high level of scientific and technological innovation, and broad market development prospects.

Second, the way of support

(1) Support the construction of scientific and technological research and development platforms

1. A maximum of 2 million yuan can be given to scientific and technological research and development platforms such as new or newly introduced key laboratories, engineering technology research centers, industrial technology basic public service platforms, professional technical service platforms, industrial technology innovation strategic alliances and technology innovation centers recognized by the state and Shanghai.

2. For the recognized scientific and technological R&D platform that has obtained the Shanghai Platform Capacity Improvement Project, in accordance with the requirements of the relevant municipal regulations, the district-level fund matching of no more than 1 million yuan can be given at a maximum ratio of 1:1.

3. For the new science and technology research and development platform recognized by the district, a maximum of 500,000 yuan can be granted. R&D platforms that have been recognized by the state or Shanghai are not eligible for this subsidy.

4. For enterprises that use Shanghai Science and Technology Innovation Vouchers in the process of carrying out scientific and technological innovation activities, a subsidy of up to 300,000 yuan can be given within 50% of the actual service costs approved and determined by the Municipal Science and Technology Commission.

5. For the first time to obtain the national and Shanghai Enterprise Technology Center recognized enterprises, can be given 1.5 million yuan, 1 million yuan reward.

6. For the first time to obtain the district-level enterprise technology center certification, the output value of the enterprise is less than 100 million yuan, to give a reward of 300,000 yuan; If the output value of the enterprise is more than 100 million yuan, a reward of 500,000 yuan will be given.

7. Enterprises that have passed the evaluation of national, municipal and district-level enterprise technology centers can be rewarded with 300,000 yuan, 200,000 yuan and 100,000 yuan respectively.

(2) Support the development of science and technology enterprises

8. A reward of 200,000 yuan can be given to high-tech enterprises that have passed the certification for the first time or newly introduced; A reward of 50,000 yuan can be given to high-tech enterprises that have passed the re-certification.

9. For the Shanghai Science and Technology Little Giant (Cultivation) Enterprise, in accordance with the requirements of the relevant municipal regulations, the district-level fund matching of up to 1.5 million yuan will be given at a ratio of 1:1. For those with high growth potential and greater regional contributions, and identified as small giant enterprises with scientific and technological innovation in the district after evaluation, a financial subsidy of up to 1 million yuan will be given. A one-time reward of up to 100,000 yuan will be given to newly introduced, influential or fast-growing "Internet +" enterprises.

10. Software and information service enterprises that have won the honorary titles of "Top 100 Software Enterprises in Shanghai, Top 100 High-growth Enterprises" and other honorary titles at or above the municipal level can be rewarded with a maximum of 50,000 yuan.

11. For enterprises in key areas that are in line with the regional industry orientation, if they are approved by the special development fund project of Shanghai Zhangjiang National Independent Innovation Demonstration Zone, they will be matched with district-level funds at the highest ratio of 1:1.

12. For the technological innovation fund projects of small and medium-sized science and technology enterprises in Shanghai, the district-level funds will be matched according to the proportion required by the municipal level; For those who have obtained key projects in strategic emerging industries such as municipal-level information industry development and urban digital transformation projects, district-level funds can be matched at a maximum ratio of no more than 1:1.

13. For small and medium-sized science and technology enterprises whose operating income does not exceed 30 million yuan in the previous year, the total amount of R&D expenses completed is not less than 500,000 yuan, and the proportion of R&D expenses in operating income is not less than 5%, and the evaluation is a scientific and technological innovation project in Putuo District, a subsidy of 10-200,000 yuan will be given. The same enterprise has received no more than 3 times of funding for the district's science and technology innovation projects.

14. For the special fund projects for promoting the high-quality development of industries in Shanghai that have been approved by the Municipal Commission of Economy and Information Technology, the special topics of technological research in key areas of industrial strategy, the reengineering of industrial base (strong industrial foundation), the first set of industrial innovation and integrated development (demonstration application), and the first batch of application breakthrough projects, etc., district-level fund matching of no more than 2 million yuan can be given at a maximum ratio of 1:1; The special topic of technological transformation of high-end industrial supply capacity improvement can be matched with district-level funds of no more than 3 million yuan at a maximum ratio of 1:0.5, and the special topic of integrated circuits for technological research in key areas of industrial strategy, high-end software and information service innovation in the integrated development of industrial innovation and integration (demonstration application), etc., can be matched with district-level funds of up to 2 million yuan at a maximum ratio of 1:0.5.

15. Carry out work on science and technology service vouchers. For qualified small, medium, and micro science and technology enterprises, entrepreneurial teams, science and technology parks, science and technology business incubators (maker spaces), etc., a certain amount of science and technology service coupons will be issued for the purchase of professional services such as intellectual property, accounting, and law, and shall be cashed out after being used in accordance with regulations.

16. For those who have received financial support from the Shanghai Industrial Collaborative Innovation Project, they can be matched with district-level funds of no more than 2 million yuan at a maximum ratio of 1:1.

(3) Support the construction of scientific and technological innovation carriers

17. Carry out annual performance evaluation of recognized science and technology parks, and according to the performance evaluation, the science and technology parks may be given a maximum of 2 million yuan in funding.

18. Carry out annual performance evaluation of recognized science and technology business incubators (maker spaces, etc.), and according to the performance evaluation, the science and technology business incubators may be given a maximum of 600,000 yuan in funding.

19. Encourage industrial parks to focus on the national, municipal, and district science and technology industry layout, relying on research institutions to carry out research on the planning and layout of science and technology parks, industrial positioning, and other topics, and according to the level of the project, a subsidy of no more than 200,000 yuan can be given within 50% of the actual expenses.

(4) Others

Other key areas and key projects in line with regional industry orientation determined by the District Investment Promotion Leading Group.

3. Use management

(1) The District Science and Technology Commission and the District Commission of Commerce shall formulate implementation procedures and detailed rules in accordance with these Opinions, and implement project review, tracking, and evaluation. If there is any duplication and overlap between the provisions of this policy and other policies formulated by Shanghai Municipality and Putuo District, it shall be supported in accordance with the principle of "starting from the highest level and not repeating".

(2) The investment promotion center in each key area is responsible for providing support project application, formal review and other services for the applicant, and is responsible for replying to the applicant after the District Science and Technology Commission and the District Commission of Commerce complete the project review, and cooperate with the District Science and Technology Commission and the District Commission of Commerce to do a good job in project management services.

(C) the District Finance Bureau is responsible for the preparation of the next year's implementation of the opinions of the special fund budget arrangements, responsible for the implementation of the relevant support funds in accordance with the procedures for the allocation of funds, in the course of the project in conjunction with the audit department to supervise and manage the use of special funds.

(4) These opinions are in accordance with the "Putuo District Industrial Policy Performance Evaluation Management Measures", the implementation of performance evaluation management.

4. Supplementary Provisions

(1) In principle, the total amount of support funds such as various incentives and subsidies enjoyed by the support objects in Putuo District shall be limited to the regional contribution realized during the period of policy support. For enterprises that have been operating in Putuo District for more than three years and apply for the project funds involved in these Opinions, their regional contributions should be used as a reference and support basis.

(2) Implement credit management throughout the entire process of special industrial funds. Enterprises or institutions applying for support under this policy will be subject to credit review, and where there have been serious untrustworthy conduct or illegal conduct in the past three years, their application qualifications will be cancelled. Where enterprises or institutions have untrustworthy conduct in the course of enjoying support, and upon verification, report it to the municipal or district Public Credit Information service platform in accordance with relevant provisions. If the support recipient has any illegal acts such as fraud or fraudulent acquisition of support funds, and upon verification, all support funds will be immediately cancelled and the funds will be recovered, and relevant responsibilities will be pursued in accordance with law.

(3) These Opinions take effect on January 1, 2024, and are valid until December 31, 2025. On November 15, 2022, the "Implementation Opinions on Supporting Scientific and Technological Innovation in Putuo District" (Pukehe Specification [2022] No. 2) issued by the District Science and Technology Commission will be repealed at the same time.
