Implementation Rules for Science and Technology Innovation and Digital Transformation Policies in Jinshan District 2024-2028

Chapter I: General Provisions

Article 1 (Purpose and Basis)

In order to fully implement the spirit of the documents such as "Several Supporting Policies of Jinshan District on Further Encouraging Scientific and Technological Innovation and Accelerating the Construction of Important Bearing Areas of Shanghai Science and Technology Innovation Center", "Implementation Plan for Accelerating the Construction of New Information Infrastructure and Promoting the Development of Smart Cities in Jinshan District", "Several Policies of Jinshan District on Deepening Industrial Transformation and Upgrading and Promoting the High-quality Development of the Real Economy" and "Measures for the Management of Special Funds for High-quality Industrial Development in Jinshan District" and other documents, effectively improve the ability and level of regional scientific and technological innovation, and stimulate the vitality of industrial development, To promote the real economy of Jinshan to accelerate the effective improvement of quality and reasonable growth of quantity, these implementation rules are formulated.

Article 2 (Eligibility of Support)

These Implementing Rules apply to the following support objects:

(1) Enterprises registered within the scope of Jinshan District, whose main business is in line with the key industry-oriented enterprises encouraged by Jinshan District, as well as other public institutions, private non-enterprise units, social organizations and other institutions.

(2) Outstanding scientific and technological talents who work, start a business and pay individual income tax in Jinshan District in accordance with regulations.

Article 3 (Application Procedure)

According to the specific requirements of the project, the application procedures are generally implemented in accordance with the following procedures:

(1) Issuance notice: In principle, the District Science and Technology Commission issues a declaration notice every year.

(2) Project declaration: All eligible applicants can apply through the network system within the specified time, and the specific requirements are subject to the notice issued.

(3) Review and publicity: After the District Science and Technology Commission accepts and solicits the opinions of each town (park), it organizes expert review, and consults the Propaganda Department of the District Party Committee, the District Development and Reform Commission, the District Economic Commission, the District Finance Bureau, the District Ecological Environment Bureau, the District Emergency Management Bureau, the District Market Supervision Bureau, the Jinshan Taxation Bureau and other relevant departments according to the project category, and draws up the shortlist and publicizes it to the public. After confirming that there is no objection, the District Science and Technology Commission will complete the project initiation. During the implementation of the project, the District Science and Technology Committee and the District Finance Bureau will supervise and inspect the implementation progress of the project and the use of special funds.

(4) Credit management: Implement a system of trustworthiness pledges and credit reviews during the project declaration, review, and other phases; Establish credit information management systems, recording project units' untrustworthy conduct at different stages such as project initiation, implementation, acceptance, and assessment, and provide it to the district Public Credit Information service platform in accordance with relevant provisions; For untrustworthy conduct or illegal conduct with serious circumstances such as tax evasion or tax evasion in the past three years, the project legal person and the project leader shall be disqualified from reporting within three years.

Chapter 2 Supporting the digital and intelligent transformation of enterprises

Article 4 (Support for Digital Transformation)

Application conditions:

(1) The implementation period of the project shall not exceed 2 years, and the main content of the project shall be completed in the previous year;

(2) The project effectively improves the comprehensive capabilities of the enterprise in design, production, management, sales and other links through digital technology, and achieves certain economic benefits.

Support criteria: If it is approved by the review and publicity, it will be supported by up to 500,000 yuan according to 30% of the total investment of the relevant project.

Article 5 (Reward for the integration of industrialization and industrialization)

Application conditions: The applicant enterprise has passed the implementation assessment of the integration of industrialization and industrialization management system, and the certificate is within the validity period.

Support standards: A one-time reward of 200,000 yuan will be given to enterprises that have passed the implementation assessment of the integration management system of the Ministry of Industry and Information Technology.

Article 6: (Digital Transformation Pilot Demonstration Awards)

Application conditions: In the previous year, it has obtained the titles of municipal industrial Internet pilot demonstration, "industrial chain master", super scene or national industrial Internet pilot demonstration.

Support criteria: A one-time reward of 500,000 yuan will be given to enterprises that have been awarded the titles of municipal industrial Internet pilot demonstration, "industrial chain master", and super scene; A one-time reward of 800,000 yuan will be given to enterprises that have been rated as national industrial Internet pilot demonstrations. Where the same title is promoted from a lower rank to a higher rank, the difference is to be rewarded.

Chapter 3 Promote the deep integration of information technology and manufacturing technology

Article 7 (Digital Diagnosis Awards)

Application conditions:

(1) The applicant enterprise belongs to the manufacturing industry above the designated size;

(2) Relying on digital diagnosis service providers designated by municipal departments, complete offline diagnosis in the previous year, and form an offline diagnosis report;

(3) Enterprises that have already enjoyed offline diagnostic services free of charge or those included in the list of municipal-level diagnostic enterprises.

Support standard: A one-time subsidy of 25,000 yuan will be given to the diagnosed enterprise.

Article 8: (Supporting the Construction and Operation of Industrial Internet Platforms)

Application conditions:

(1) The implementation period of the project shall not exceed 2 years, and the construction has been completed in the previous year;

(2) The project has a certain degree of innovation in technology and mode, and focuses on industry equipment access, industry software deployment, industry user coverage, etc., to achieve industry-oriented process optimization control, efficient allocation of resources, and accurate utilization of capabilities;

(3) Priority support will be given to enterprises that have completed the implementation and assessment of the data management capability maturity assessment model under the same conditions.

Support criteria: If it is approved by the review and publicity, it will be supported by up to 1 million yuan according to 30% of the total investment of the relevant project.

Article 9 (Municipal Industrial Internet Special Support)

Application conditions: passed the acceptance of the municipal industrial Internet related projects in the previous year.

Support standard: 30% of the subsidy amount of the municipal department will be supported, and the maximum support will be 1 million yuan.

Article 10: (Awards for Excellent Industrial Internet Platforms)

Application conditions: Won the title of municipal or national industrial Internet excellent platform in the previous year.

Support criteria: A one-time reward of 500,000 yuan and 800,000 yuan will be given to the municipal and national industrial Internet excellent platforms that have been evaluated. Where the same title is promoted from a lower rank to a higher rank, the difference is to be rewarded.

Chapter 4 Promote the accelerated development of service-oriented manufacturing

Article 11 (Rewards for Data Listing Transactions)

Application conditions:

(1) The applicant enterprise's data products are listed on the Shanghai Data Exchange;

(2) The applicant enterprise's data products were traded on the Shanghai Data Exchange in the previous year.

Support criteria: A one-time reward of up to 200,000 yuan will be given according to 5% of the transaction amount.

Chapter V: Supporting the cultivation of innovative entities

Article 12 (Technology Innovation Funds for Small and Medium-sized Enterprises)

Support criteria: Enterprises recommended by Jinshan District and approved by the Shanghai Science and Technology Small and Medium-sized Enterprises Technology Innovation Fund will be given 100% of the amount of funding from the municipal department, and the maximum support of 300,000 yuan will be given at the municipal and district levels.

Article 13 (High-tech Enterprises)

Application conditions:

(1) High-tech enterprises that were identified for the first time in the previous year, newly moved in, or re-identified upon the expiration of the validity period;

(2) It shall not be duplicated with the support policies for high-tech enterprises in Zhangjiang Demonstration Zone;

(3) Enterprises that have received subsidies for the cultivation and warehousing of high-tech enterprises in Shanghai are not entitled to the first recognition award.

Support criteria: For high-tech enterprises that are identified for the first time or newly moved to Jinshan District and re-identified after the expiration of the validity period, 200,000 yuan, 200,000 yuan and 50,000 yuan will be awarded respectively.

Article 14 (High-tech enterprises that have become "four-up" enterprises for the first time)

Support criteria: For high-tech enterprises in Jinshan District that have become "four-up" enterprises for the first time, a one-time reward of 5% of the R&D investment in the previous year will be given, and a maximum of 500,000 yuan will be supported at the municipal and district levels.

Article 15 (Jinshan District Science and Technology Small Giant Enterprise)

Application conditions:

(1) The number of R&D personnel of the enterprise shall not be less than 10% of the total number of employees;

(2) The R&D investment of the enterprise in the past three years shall not be less than 5% of the annual main business income;

(3) Have authorized patents, software copyrights, integrated circuit layout designs and other independent intellectual property rights;

(4) The enterprise has a good credit rating, and the asset-liability ratio is not higher than 70% in principle;

(5) The main business income of the enterprise in the previous year shall not be less than 30 million yuan, and the average growth rate of the main business income or net profit in the previous three years shall reach more than 20%, and the net profit of the previous year shall not be negative.

Support criteria: The Jinshan District Science and Technology Little Giant Enterprise that has been reviewed and publicized will be given 600,000 yuan of support, and a two-year contract target management will be implemented.

Article 16 (Shanghai Science and Technology Little Giant (Cultivation) Enterprise)

Support criteria: For the municipal science and technology small giant (cultivation) enterprises recommended by Jinshan District and recognized, a one-time reward of up to 3 million yuan will be given at the municipal and district levels.

Article 17 (Rewards for Scientific and Technological Progress)

Support criteria: Enterprises recommended by Jinshan District and awarded national and municipal scientific and technological progress awards will be supported by 100% of the amount of funding from municipal departments, and a maximum of 1 million yuan will be supported at the municipal and district levels.

Article 18 (District-level scientific and technological innovation awards)

Application conditions: carried out once every two years, separately stipulated by the "Implementation Rules for the Selection of Science and Technology Innovation Awards in Jinshan District".

Support criteria: Units and individuals who have won district-level scientific and technological innovation awards will be given a one-time reward of up to 200,000 yuan and 100,000 yuan respectively.

Article 19 (Zhangjiang Special Development Fund)

Support criteria: For the special development fund projects approved by the Zhangjiang Management Committee, 100% of the municipal support funds will be matched.

Chapter VI Supporting the construction of enterprise scientific and technological innovation organization system

Article 20 (Enterprise Engineering Technology Research Center)

Application conditions:

(1) Relying on the technical level of the enterprise in the leading position in the industry, there are high-level engineering and technical leaders and R & D teams;

(2) There are no less than 200 square meters of independent R&D sites, with necessary testing, analysis, testing methods and process equipment;

(3) The average main business income of the applicant enterprise in the past two years has reached 50 million yuan, and the R&D investment in the past two years accounts for more than 3% of the main business income or not less than 3 million yuan per year;

(4) The engineering technology research center has a reasonable management system and operation mechanism.

Support criteria: The Jinshan District Enterprise Engineering Technology Research Center, which has been reviewed and publicized, will be given a one-time support of 150,000 yuan. Conduct regular review of the District Engineering Technology Research Center, two years for a review cycle, the review results are divided into "excellent", "general" and "rectification" three categories, the review results are "excellent", give 50,000 yuan of support. For those officially included in the sequence of national and Shanghai engineering technology research centers, a one-time reward of 1 million yuan and 500,000 yuan will be given respectively.

Article 21 (Key Laboratories)

Support criteria: Those who have obtained the certification of national and municipal key laboratories will be given 100% of the amount of funding from municipal departments, and a maximum of 5 million yuan will be supported.

Article 22 (New R&D Institutions)

Support standards: For the new R&D institutions filed by the municipal science and technology department, 100% of the amount of funding from the municipal department will be given according to the results of the annual performance evaluation.

Article 23 (Science and Technology Innovation Vouchers)

Support criteria: Enterprises that have received special subsidies for municipal science and technology innovation vouchers will be given 100% of the amount of funding from municipal departments.

Article 24 (Municipal R&D Public Service Platform)

Support standards: Enterprises that join the city's R&D public service platform and provide shared services will be given 30% of the amount of funding from the municipal department.

Chapter VII: Strengthen the construction of innovation carriers

Article 25 (Science and Technology Financial Service Station)

Application conditions:

(1) Science and technology financial institutions that provide financial services such as performance loans, micro-loans, and small giant credit loans for science and technology enterprises in Jinshan District;

(2) It has a complete financial service team and has been awarded the license by the Shanghai Municipal Science and Technology Commission.

Support standards: For the science and technology financial service station licensed by the Municipal Science and Technology Commission, a maximum of 1 million yuan of support will be given every year.

Article 26 (Performance Loan Premium)

Application conditions:

(1) Enterprises recommended by the Jinshan District Science and Technology Commission and obtained insurance loans for the performance liability guarantee of Shanghai science and technology enterprises;

(2) Borrowing from banks in the zone and repaying principal and interest on time;

(3) The application is valid within 90 days after receiving the premium subsidy for Shanghai Science and Technology Performance Loan.

Support standard: For enterprises that have obtained the performance responsibility guarantee insurance loan of the municipal science and technology enterprises and repay the principal and interest on time, 100% of the subsidy amount of the municipal department will be provided.

Article 27 (District-level Maker Incubation Carrier)

Application conditions:

(1) The operating entity is an independent legal person registered in Jinshan District, established and actually operated for not less than 6 months, with a sound organizational structure and standardized operation;

(2) The area of the site at the disposal of the enterprise shall not be less than 2,000 square meters, and the area of the site used by the entrepreneurial team and the enterprise shall account for more than 70% of the total area;

(3) The professional direction is in line with the regional industrial positioning, the number of entrepreneurial teams and settled enterprises is not less than 10, and there are certain intellectual property rights;

(4) It has a relatively complete incubation service function, and provides professional services such as technical services, investment and financing, and entrepreneurship counseling.

Support criteria: A one-time reward of up to 200,000 yuan will be given to the newly recognized district-level maker incubation carriers, and a one-time reward of up to 100,000 yuan will be given after one year of actual operation.

Article 28 (Shanghai Innovation and Entrepreneurship Carrier Cultivation System)

Support criteria: For the maker spaces and science and technology business incubators that are included in the construction of Shanghai's innovation and entrepreneurship carrier cultivation system, 100% of the amount of funding from municipal departments will be provided. Support the science and technology business incubators in the district in accordance with municipal policies. A one-time reward of up to 50,000 yuan will be given to the maker space with excellent assessment.

Article 29: (National Maker Spaces, National Science and Technology Business Incubators)

Support criteria: A one-time reward of up to 300,000 yuan and 1 million yuan will be given to the newly recognized national maker space and national science and technology business incubator respectively.

Chapter VIII Promote the transformation of industrial innovation achievements

Article 30 (Transformation of Industry-University-Research Achievements)

Application conditions:

(1) The applicant enterprise shall jointly build a long-term cooperation mechanism with universities and scientific research institutes, jointly develop new products, new technologies and new processes, and have organized the implementation of the transformation of scientific and technological achievements;

(2) Projects (products) for the transformation of scientific and technological achievements of industry, university and research with independent intellectual property rights;

(3) The technical level of the transformed project (product) has reached the leading level in China, which can produce greater economic benefits;

(4) The main business income of the enterprise in the previous year is more than 20 million yuan, and the operation is in good condition;

(5) Scientific and technological personnel with college degree or above account for more than 30% of the total number of employees of the enterprise;

(6) R&D investment in the previous year accounted for more than 3% of the main business income.

Support criteria: 200,000 yuan will be supported for the transformation of industry-university-research and scientific and technological achievements in Jinshan District, which has been reviewed and publicized, and a two-year contract target management will be implemented.

Article 31 (Technology Contract)

Support criteria: For the seller (trustee, transferor, service provider, research and development party) in the technology contract and the buyer in the foreign-related technology contract, a one-time reward of up to 50,000 yuan will be given according to the actual transaction amount of the technology contract registered in the company.

Chapter 9 Supporting the High-quality Development of the Biomedical Industry (Scientific and Technological Innovation Part)

Supported objects:

(1) The applicant shall have the qualification of an independent legal person, and shall be engaged in the research and development, production and service of biomedicine and medical devices, as well as related institutions, social organizations and other institutions, and the sales settlement shall be in Jinshan District;

(2) The reporting unit shall have a sound financial management system.

Article 32 (Listing of Innovative Drugs)

Application conditions:

(1) Innovative drugs that need to obtain a new drug certificate and drug registration approval within a limited period of time and belong to major national and municipal science and technology projects;

(2) Obtain drug marketing authorization in Jinshan District and realize production and sales.

Support criteria: For innovative drugs that have won major national and municipal science and technology projects, 100% of the amount of funding from national or municipal departments will be matched, and a maximum of 10 million yuan will be supported.

Article 33 (Consistency Evaluation of Generic Drugs)

Application conditions:

(1) Complete the consistency evaluation of the quality and efficacy of generic drugs within a limited time limit, obtain the approval of the State Drug Administration, and settle the sales in Jinshan District;

(2) Different specifications of the same drug are regarded as the same variety.

Support criteria: For generic drugs that have passed the consistency evaluation of drug quality and efficacy, a maximum of 1 million yuan/variety will be given for merit.

Article 34 (Drug Registration Approval)

Application conditions: traditional Chinese medicine, chemical drugs and biological products (including biological products for prevention and treatment) that have been approved for drug registration (including newly obtained transfer approvals) and produced and sold in Jinshan District within a limited period of time.

Support standard: According to 10% of the actual R&D cost of the product, the maximum support of 2 million yuan will be given.

Article 35: (Conducting Clinical Trials)

Application conditions: new drugs and generic drug projects that have obtained clinical approval, entered the clinical trial stage, and been transformed in Jinshan District within a limited period of time.

Supporting Standards:

(1) For Class 1 traditional Chinese medicines, chemical drugs and biological products that have obtained clinical approval and carried out clinical trials (the confirmatory clinical trial stage such as cell therapy and gene therapy is equivalent to phase III), according to 10% of the project's R&D investment, the phase I clinical trial will be supported by up to 1 million yuan, and the phase II and phase III clinical trials will be supported by up to 2 million yuan respectively;

(2) For Class 2-3 traditional Chinese medicines, chemical drugs, preventive biological products, and therapeutic biological products that have obtained clinical approval and carried out phase II and III clinical trials, 10% of the project R&D investment will be supported, and the maximum support will be 500,000 yuan for phase II clinical trials and 1 million yuan for phase III clinical trials;

(3) Improved new drugs (including Class 2 biological products, chemical drugs, and traditional Chinese medicines) and generic drugs (including Class 3 and Class 4 biological products and chemical drugs) that have completed human bioequivalence tests (referred to as BE tests) or clinical effectiveness tests will be supported by up to 500,000 yuan according to 10% of the project's R&D investment.

Article 36 (Research and Development of Medical Devices)

Application conditions: Obtain the registration certificate of Class II and Class III medical devices within a limited period of time and sell and settle in Jinshan District.

Support standards: For those who newly obtain the registration certificate of Class III medical devices, 10% of the actual R&D cost of the product will be supported by up to 2 million yuan; For those who newly obtain the registration certificate of Class II medical devices, 10% of the actual R&D cost of the product will be supported by up to 500,000 yuan.

Article 37: (Technical Public Service Platforms)

Application conditions: Invest in the construction of professional and technical public service platforms such as R&D pilot test, clinical research, inspection and testing, and innovative technology within a limited period, and the above platforms need to pass the verification of fixed assets and have been officially operated.

Supporting Standards:

(1) Support the construction of important service platform projects such as third-party testing services for biomedicine, laboratory animal services, contract research and development, drug screening, pharmacology and toxicology research, and after identification, 10% of the project's fixed asset investment will be given a maximum of 5 million yuan of support;

(2) Support the collaborative innovation of top scientist teams of enterprises and universities, hospitals, and R&D institutions, and give a maximum of 5 million yuan of support to major platforms such as synthetic biology platforms, clinical sample resource banks, and data centers jointly funded and constructed, according to 10% of the project's fixed asset investment. The application of key laboratory projects in the field of biomedicine shall be carried out with reference to the relevant provisions of "Article 22 Key Laboratories".

Chapter X: Supplementary Provisions

Article 38 (Enforcement Standards)

The use and management of all project funds in these implementation rules shall be implemented in accordance with the "Jinshan District Science and Technology Innovation Fund Management Measures".

In principle, the district-level review project of the same enterprise can only receive the support of one project in this document in the current year.

In the process of implementing science and technology projects, the relevant units and individuals in Jinshan District have failed to achieve the expected goals, but they have fulfilled their duty of diligence and responsibility, and they will not pursue the early stage of science and technology investment.

Article 39 (Effective Date and Validity)

These Implementing Rules shall come into force on the date of promulgation and shall be valid until December 31, 2028. From January 1, 2023 to before the implementation of this document, if the conditions for support of this document are met, it shall be implemented by reference.

Article 40 (Miscellaneous)

These implementation rules shall be interpreted by the Jinshan District Science and Technology Committee.
