Zhao Chunmei, a "post-80s" generation, is a native of Erfeng Village, Yao Township, Huilongshan, Zixing City, Hunan Province. After graduating from university, Zhao Chunmei went to Shenzhen, Guangdong Province to work hard. During this period, she has always been concerned about the development of her hometown. At the end of 2020, Zhao Chunmei resolutely returned to her hometown to take root at the grassroots level and build her hometown with her enthusiasm for serving the people.
Be a guide for industrial development
"Erfeng Village is located at the foot of Huilong Mountain in 'Gunanyue'. The 'Huilong Cloud Sea' here is famous far and wide, and it also has the Yao family culture. There is a lot to be done in the development of tourism. Since returning to her hometown, Zhao Chunmei has been digging deep into the local characteristic natural resources, and is committed to transforming lucid waters and lush mountains into "gold and silver mountains".
After being elected as the secretary of the party branch of Erfeng Village, Zhao Chunmei immediately organized the staff of the "two village committees" to go to other places to investigate and study how to develop the characteristic tourism industry and how to combine "culture" and "tourism".
With the experience of research and learning, Zhao Chunmei led the village collective to invest more than 100 yuan to establish a "village collective homestay", focusing on building a homestay community with national characteristics, and further improving the homestay service and the development of the homestay industry.
"Industrial development cannot be single, in order to make the villagers really rich, we must develop multi-pronged multi-format and expand multi-channels." In the process of development, Zhao Chunmei fully realized the importance of the brand. Therefore, she proposed to develop the "Guyue Huilong" agricultural product trademark of the village collective, hoping to sell the high-quality agricultural and sideline products of Erfeng Village to the whole country through the brand effect.
In order to develop the brand created, Zhao Chunmei actively attracted investment. With her efforts, Zixing Yaoling Tea Factory invested more than 2,000 yuan to adopt the joint-stock cooperation model of "company + base + association + farmer" to create the "Guyue Huilong" tea brand. In 2022, Zhao Chunmei successfully let Hunan Huilong Drinking Water Co., Ltd. settle in the village through investment promotion, and invested more than 3,000 yuan to produce bottled and bottled pure water. Erfeng Village invested in related industries with the brand of "Guyue Huilong", which successfully drove nearly 20 new jobs for local villagers. In addition, Zhao Chunmei found that the local bamboo resources are very rich. In order to develop the bamboo products processing industry, with the efforts of Zhao Chunmei, the village organized the construction of a 6-kilometer industrial road, which effectively promoted the development of related industries, and the planting scale of Nanzhu expanded from more than 3,000 acres to 6,000 acres.
To be the inheritor of Yao culture
Erfeng Village was once rated as "China's Ethnic Minority Characteristic Village". The Yao culture is profound, but it is becoming more and more difficult to pass it on.
"At the same time of industrial development, we cannot leave behind the inheritance of Yao culture, and the two complement each other." Zhao Chunmei firmly believes that cultural revitalization can promote industrial revitalization.
With the development of tourism, Zhao Chunmei began to carefully organize various Yao folk activities. In the tourist attractions, Zhao Chunmei vigorously developed activities such as Yao singing red songs, Yao patriarch encouragement, Yao martial arts, Yao traditional Lantern Festival, etc., so that tourists can feel the Yao culture while eating, drinking and having fun, and truly experience a "feast" of Yao Township cultural tourism.
"If we want the Yao culture to be truly passed on, retaining young people is the key." In order to better develop the Yao culture, Zhao Chunmei actively offered suggestions and suggestions at the National People's Congress and the National People's Congress, hoping to further improve the system and policies, and strive to solve the worries of young people returning to their hometowns. At the same time, Zhao Chunmei formed a young team mainly composed of "post-80s" to learn Yao culture and rehearse Yao programs together. With the efforts of Zhao Chunmei and relevant local departments, Erfeng Village also opened a Yao embroidery class, and Yao embroidery cultural and creative products were gradually promoted.
"The power of the Internet is very strong, we can use it to spread the Yao culture, and at the same time, actively bring goods through live streaming to increase the income of villagers." With many years of work experience, Zhao Chunmei is well aware of the powerful communication influence of the Internet. She plans to let the young team in the village use the short video platform to display Yao costumes, explain Yao folk customs, spread Yao culture to the majority of netizens, and tell national stories. At the same time, they also let them recommend agricultural and sideline products such as tea, bacon, and dried bamboo shoots in the form of live broadcasts, and attract tourists to come for leisure experience.
"This year, we also plan to revitalize the idle original Tuanjie Yao Township Primary School, establish a Yao cultural inheritance base, carry out characteristic research activities, and help the development of rural characteristics with new business formats." Zhao Chunmei said.
Be the solver of conflicts and disputes
As a grassroots party branch secretary, Zhao Chunmei often leads village cadres to go to the front line and participate in the resolution of contradictions and disputes.
At the end of 2021, Huilongshan Banyuan Reservoir was identified as a centralized drinking water source protection area for "1,000 tons and 10000 people" in Zixing City. At that time, the establishment of the reserve affected the planting of seedlings by some villagers, resulting in some villagers not understanding it, and even causing conflicts. In order to ensure the smooth implementation of the project, Zhao Chunmei went to each villager's home to communicate and patiently explain to them. In the end, through the efforts of many parties, the project was implemented, and the compensation and other issues were further implemented.
During her more than two years as secretary of the village party branch, Zhao Chunmei visited 11 villager groups and 256 households within 25.3 square kilometers of the village. Listening to the people's opinions and petitioning the people, Zhao Chunmei solved the practical difficulties and problems of the masses with heart and affection, and promoted the restoration of villagers' public toilets and canals, and the construction of Zhuyuan Highway and a number of livelihood projects were implemented.
"The living environment of the villagers is improving step by step, and the awareness of the rule of law must also be improved at the same time." At the 2024 National People's Congress and the National People's Congress, Zhao Chunmei called on courts at all levels across the country to "explain the law with cases and continuously improve the people's legal literacy by holding lectures on the rule of law, carrying out legal consultations, and publishing typical cases."
After the end of the National People's Congress and the National People's Congress, Zhao Chunmei was invited to the People's Court of Zixing City, Hunan Province. At the symposium, Zhao Chunmei suggested: "Grassroots courts should carry out more rule of law publicity work in rural areas, and promote villagers to enhance their awareness of the rule of law, so as to better promote various grassroots work such as the management of litigation sources." ”
At Zhao Chunmei's suggestion, the Zixing Court immediately carried out a series of local legal popularization activities, such as anti-narcotics, anti-fraud and fraud, and protection of minors, and popularized the law to the villagers with the help of the "Thousands of People Cover Thousands of Villages, and Ten Thousand Policemen Enter Ten Thousand Homes" campaign launched by Chenzhou City. At the same time, the Zixing Court went deep into Huilong Village, Yao Township, Huilongshan to carry out roving trials, invited villagers to observe the mediation process of the case, and popularized legal knowledge to the villagers by explaining the law on the spot.
"This way of teaching and teaching not only allows villagers to learn legal knowledge, but also to understand the work of the court more intuitively, and they are more willing to believe in and cooperate with the work of the court." Zhao Chunmei said.
Nowadays, the highway in Huilongshan is still as winding and rugged as usual, but the villagers' "industrial road" is getting wider and wider, and the three major industrial sectors of homestay, Nanzhu and research are gradually forming, and the characteristic industrial chains such as magnolia tablets, alpine cloud tea, and high-quality ecological tea oil are also constantly extending. Zhao Chunmei believes that with the joint efforts of everyone, the village will become more and more beautiful, the industry will become more and more developed, the legal literacy of the villagers will be higher and higher, and the life of the people will become happier and happier.
