There are some scenes that everyone must be familiar with: in the community management group, residents and community cadres exchange information about the community every day, and in the streets and alleys of the city and in the countryside and fields, volunteers wearing "red vests" publicize policies and provide services......
Community workers, volunteering, we are in constant contact with in our daily lives. In April, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council successively issued two documents, "Opinions on Strengthening the Construction of the Community Worker Team" and "Opinions on Improving the Volunteer Service System in the New Era", to regulate and guarantee these two tasks in the form of systems.
It is worth noting that both documents are "firsts": the former is the first central document dedicated to strengthening the construction of community workers, and the latter is the first central document to systematically deploy and improve the volunteer service system in the new era.
So, what is the connection between the two, and what is the meaning behind the successive introductions?
Two "Falling Chess" in Strengthening Social Governance
Community workers and volunteer services are key links in grassroots social governance.
Community workers are full-time full-time staff engaged in party building, governance, and service work in the community, mainly including full-time members of the "two committees" (party organizations and neighborhood committees) of the community and full-time community workers. This team undertakes the important task of implementing the policies of the party committee and the government and serving the residents, and its ability and quality are directly related to the level of governance in urban and rural communities and affect the happiness index of residents' lives.
Many of us have volunteered or received volunteer services. The field of volunteer service involves all aspects, such as theoretical and policy publicity, rural revitalization, helping the elderly and caring for children, teaching and student assistance, resolving neighborhood conflicts and disputes, popularizing law, and building peace, etc., which play an indispensable role in grassroots social governance.
If social governance is compared to a game of chess, the two documents issued by the Central Committee and the State Council are two important "landings".
"With the rapid development of new urbanization in mainland China, people have also put forward many new requirements and expectations for urban and rural community governance. Wu Jifeng, deputy director of the Party Building Teaching and Research Department of the Party School of the Guangdong Provincial Party Committee (Guangdong School of Administration), said that the key to party building leading grassroots governance depends on people, and there must be a high-quality professional force to undertake increasingly complicated community work.
In this regard, the "Opinions on Strengthening the Construction of the Community Worker Team" clearly proposes to "build a team of community workers who are politically firm, of good quality, dedicated and dedicated, with a reasonable structure and satisfactory to the masses", and makes specific arrangements one by one. For example, we should study and formulate national professional standards for community workers, actively recruit graduates of colleges and universities, retired soldiers, and social work professionals, implement a "universal post" working mechanism to cultivate community work talents with "one specialty and multiple abilities", and improve the exit mechanism for community workers such as recall and dismissal......
When the relevant person in charge of the Central Ministry of Social Work interpreted the "Opinions on Improving the Volunteer Service System in the New Era", he mentioned four missions and tasks of volunteer service, and "giving full play to its advantages in promoting the modernization of social governance" is one of them. Specifically, it is based on the urban and rural grassroots, explore the path model that is organically embedded with social governance, fully mobilize the masses to join the volunteer team, manage their own affairs independently, participate in public affairs in a coordinated manner, jointly provide social services, and promote the construction of a social governance community where everyone is responsible, responsible, and enjoyed.
It is worth noting that the central document clearly states that the construction of the team of community workers shall be coordinated by the organization department of the Party committee, and the social work department of the Party committee shall guide and promote it; the improvement of the volunteer service system in the new era shall be under the unified leadership of the Party committee, and the social work department of the Party committee shall take the lead.
Last year, in accordance with the Plan for the Reform of Party and State Institutions, the Ministry of Social Work of the CPC Central Committee was established, and it is its important responsibility to coordinate and promote party building to lead grassroots governance and the building of grassroots political power. At present, all provinces in the country have set up social work departments of party committees and have begun to perform their duties in an all-round way, and the social work departments of party committees at the city and county levels are also in full swing.
The promulgation of the two documents also provides an important starting point and guidance for the social work departments of Party committees at all levels to perform their duties in the future.
Incentives and reassurance are important
The secretary of a community party organization in Guangzhou once told the author that he had added the WeChat of more than 1,500 residents, and the big guys trusted her very much, and he always thought of her first when he encountered something difficult. Although the work is complicated and arduous, she said, "everyone's recognition and encouragement are our motivation." ”
Nowadays, the population size and residential density of urban communities are increasing, and residents have higher requirements for the community and its surrounding environment, clothing, food, housing and transportation, which invisibly increases the workload and pressure of community workers. In some places, community workers are a job where "too many people can't be retained".
Wu Jifeng believes that for community workers, it is necessary to retain people with career, emotion, and appropriate treatment, so that they can work more confidently, more comfortably, and better act.
In this regard, the "Opinions on Strengthening the Construction of the Team of Community Workers" put forward a series of practical measures: establish and improve the hierarchical sequence of community workers with echelon development, clear grades, scientific and reasonable, and effective operation; all localities should scientifically set the salary composition and salary standards of community workers; increase the recruitment (hiring) of civil servants and staff of public institutions from among outstanding community workers; and recommend qualified outstanding community workers as candidates for party congresses and people's congress deputies at all levels in accordance with regulations; Candidates for CPPCC members: Deepen the reduction of burdens and increase efficiency, standardize the work affairs, mechanism brands and certification matters of community organizations, and rectify the "formalism at the fingertips......
The purpose of these initiatives is to keep community workers alive and motivated. Guangdong has been doing some work all along, such as recruiting township and town civil servants from among the secretaries of outstanding village (community) party organizations and recruiting personnel for the establishment of township and town undertakings; there is no shortage of community workers among the provincial outstanding communist party members, outstanding party workers, model workers, youth May Fourth medals, 38 red flag bearers, and other honorary commendation targets.
Aunt Tang, a citizen of Guangzhou who is nearly seventy years old, has been volunteering at Guangzhou South Railway Station for many years, with nearly 1,000 hours of service every year, and it can be said that volunteer service has become a part of her life. She said: "Volunteering is also learning the spirit of Lei Feng, and every time I help someone, I will have more happiness and more gain." ”
At present, there are 236 million registered volunteers in mainland China. With the increasing number of volunteers, volunteer service organizations and groups, it is a long-term plan to promote the high-quality development of volunteer service by improving relevant systems and work systems, and promoting the standardization, organization, specialization, and normalization of volunteer service.
In the view of Wu Jingxun, deputy to the Guangdong Provincial People's Congress and chairman of the Foshan Chancheng District Support Education Volunteer Association, it is very important to improve the participation rate and activity of volunteer service and improve the incentive and guarantee system. You and I are not outsiders
The author has previously visited Guangzhou, Shenzhen and other places and found that some community party organizations mobilize party members and residents to claim "responsibility fields", and at the same time through party building joint meetings and villagers' meeting halls, so that everyone's affairs can be discussed and handled; some are based on the guidance of party building, integrating the forces of "two representatives and one committee", professional legal advisers, experts and scholars, and professional social organizations; and some have unified the dispatch of mass prevention and control forces such as rental house administrators, security guards, and volunteer patrol teams, so as to achieve effective governance under limited forces.
Everyone who lives in a community is a community builder. A young party member in a community told me that all members of his family participate in community affairs, some as grid members, and some as "building chiefs". More residents are giving full play to their strengths and doing their part for the construction of a common home.
What makes Wu Jingxun happy is that in recent years, groups from all walks of life have actively joined the volunteer team, and many parents have also brought their children to participate together, educating children to consciously practice the core values of socialism from an early age, and inherit and carry forward the volunteer spirit of dedication, friendship, mutual assistance and progress.
The "Opinions on Improving the Volunteer Service System in the New Era" proposes to innovate social mobilization methods, so that everyone can do volunteer service everywhere, promote the integration of volunteer culture into daily study, work and life, and form a social consensus that everyone is for everyone and everyone is for me.
The scope of volunteers is too wide, party member volunteers, youth volunteers, women volunteers, community volunteers, employee volunteers, veteran volunteers, student volunteers, elderly volunteers, legal volunteers, sports volunteers, ...... There's always a "one" for you.
The same is true for volunteering. Taking Guangdong as an example, volunteer service stations have been set up in communities, various public service facilities, window units, etc., new era civilization practice centers (institutes and stations) covering counties, towns and villages, and volunteer service characteristic sites and mobile sites to guide the construction of social forces, so that volunteer service can be done everywhere.
In addition to community workers and volunteers, social workers are also an important force in grassroots governance.
There is a phenomenon worth noting: in the past five years, the number of applicants for the national social work certificate examination has increased explosively. In Guangdong, for example, more than 180,000 people have registered for the social work examination this year, an increase of 25.1% over last year. From 2018 to 2020, the number of applicants for the social work examination in Guangdong remained stable at around 60,000, which increased to 88,000 in 2021, 85,000 in 2022, and 151,000 in 2023, a year-on-year increase of 77%.
The top three are Shenzhen, Guangzhou, and Dongguan, with 63,000, 34,000, and 12,000 respectively. Megacity governance requires more professional strength, and more and more people are taking this profession as a "track" for their own development.
There are no outsiders or bystanders in social governance. A happy and beautiful life requires us to create together.
