In the process of participating in community self-government, residents have also strengthened their cohesion and centripetal force. The community's original "Five People and Five Benefits" work method has achieved remarkable results in practice, and has explored a unique road of residents' self-government.
The civil people put forward the "convergence" of public opinion, and contacted the masses to be grounded
"What the people need, do what they do", the community party committee continues to focus on people's livelihood concerns and promote the in-depth development of the "four hundred and five bright" activities. Through grid members and registered party members, they listen to the voices of residents, grasp the social conditions and public opinions in a timely manner, awaken the main consciousness of residents, and shorten the distance between community workers, party members and the masses. In January 2024, during their daily visits, the community grid staff collected feedback from residents on the problem that "the sewage overflowing from the ditch in the corridor of Fuyuan Community has a peculiar smell, and it has no effect after cleaning it many times".

Since there is no property in Fuyuan Community, the community contacted the staff of the Urban Construction Office of the Office, members of the Property Management Committee and resident representatives to participate in the deliberations and consultations, and the resident representatives incarnated as a "think tank" combined with the historical background to deeply analyze the reasons for the poor drainage of the ditch in Fuyuan Community and the ineffective cleaning for many times, and analyzed the layout of the underground sewage pipe, providing comprehensive ideas and suggestions for the community to continue in-depth investigation.
Civil referendums "gather" the wishes of the people, and the matters of the masses are decided by themselves
Gathering the masses to discuss and make a decision is to let the masses "make a decision" and "make a decision," and let the masses have the final say and decide what to do. After several investigations by community contact professionals, the residents' analysis at the meeting was verified, and the sewage overflow in the corridor ditch was caused by the poor sewage discharge caused by the elevation of the sewage pipe during the construction of the Bayan South Road viaduct and the dumping of oil pollution in the hotel on one side of the pipe. The community contacts the construction party to participate in the residents' deliberations and estimate the construction budget. After joint discussion among the residents, it was decided that the residents of the community and the shops outside the community would jointly fund the cost of crowdfunding by the residents' representatives to carry out the renovation of the sewage pipeline and the maintenance and dredging after the transformation. The community has changed from bystanders to decision-makers throughout the process, and has truly made the masses the ultimate decision-makers and the biggest beneficiaries of community governance.
The civil and private offices "benefit" the people's livelihood, and the masses are strong and cohesive
Only with participation comes responsibility; Only when there is action can we have a greater sense of belonging. In May 2023, the community will create a service demonstration station for veterans, and under the guidance of party building, the service work of veterans will unite the joint efforts of soldiers to form a new model of "party member demonstration + veterans taking the lead" to participate in the autonomy of community residents. In Fuyuan Community, four retired military party members, Tian Mulin, Sun Jingde, Sun Fuxi, and Li Qingshan (using their real names have been agreed by residents), took the lead in establishing the Fuyuan Community Property Management Committee, mobilizing the building chief, unit chief, retired cadres, and enthusiastic residents of the community to go out of their homes to participate in community governance. The community property management committee has a clear division of labor, and the backbone of the residents leads the team. Responsible for collecting 100 yuan a year from residents for the transfer of garbage in the community and crowdfunding fees for renovating sewage pipes, maintaining the cleanliness of the daily environment in the community, contacting the removal workers, and funding for the hired workers. At the same time, it is responsible for supervising the formulation and implementation of the construction team's plan, calming the contradictions between residents, shop operators and the community during the construction process, and answering the questions raised by residents. By tapping the endogenous power of the masses, we can mobilize the enthusiasm and initiative of the masses for self-management and self-service, and build the community into a community of life, culture, interests and emotions of the masses.
Civil public comments "paint" the people's hearts and promote public opinion to become satisfied
When the masses say it's good, it's really good. After the completion of the construction, the community held a civil evaluation "earnest meeting" in the Fuyuan community, through a review and feedback, the members of the community property management committee will negotiate the process, the implementation plan, the cost, and the transformation effect to report to the residents again, and the remaining costs are carefully managed for the later septic tank sewage cleaning and maintenance. Let residents experience the advantages of autonomy, and change from "outsiders" in community governance to "masters" of communities.
The "Five People and Five Benefits" autonomy work method has gradually changed the residents in the jurisdiction from "complaining in case of trouble" to "seeking consensus in deliberations", and community governance has also changed from a "one-man show" in which the community is doing and the masses are watching to a "symphony" in which cadres and masses work together and contribute to autonomy.
