In accordance with the relevant provisions of the "Measures for the Management of the Shanghai Talent Plan" (Hu Wei Ren [2023] No. 4) and the "Notice on Carrying out the Application and Review of the 2023 Shanghai Oriental Talent Plan" (Shanghai Committee Talent Office [2023] No. 3) and the "Implementation Rules for the Comprehensive Platform for the Oriental Talent Program and Youth Projects", the application for talents in the field of resources planning resources of the 2023 Oriental Talent Program and the comprehensive platform for youth projects will be launched from now on, and the specific work notice is as follows:

1. Selection object and scope

(1) Selection objects

The selection of talents in the field of resources for the top-notch and comprehensive platform planning of the Oriental Talent Program and the comprehensive platform for youth projects mainly selects and cultivates talents who have made innovative achievements and made outstanding achievements in key task areas such as implementing the "two unifications" of natural resources and promoting the construction of people's cities.

1. Top-notch talents in planning resources: mainly refer to high-level talents who have made important contributions in the professional fields related to planning resources, made outstanding achievements or made major innovations in management work, can reflect the development level of the industry, and have a certain influence. Be under the age of 55 (born after January 1, 1968).

2. Young talents in planning resources: mainly refer to young talents who have a solid professional theoretical foundation or technical operation ability in the professional fields related to planning resources, emerge in related industries, and have good potential for innovation and development. Be under the age of 45 (born after January 1, 1978).

(2) The number of selections

A total of 12 people were selected this time, including 4 top-notch talents in planning resources and 8 young talents in planning resources.

(3) Scope of selection

1. The selection targets are for in-service personnel engaged in planning resources related work in scientific research institutes, universities, enterprises and institutions, social organizations and other institutions in Shanghai. The key selection directions include: urban and rural planning (land spatial planning, urban renewal), surveying and mapping and geographic information, protection and utilization of natural resources, geology and mineral prospecting, etc.

2. The applicant can only choose one sub-project, one platform and one field of the Oriental Talent Plan to declare.

3. The following persons are not within the scope of declaration:

(1) Selected candidates for the National Talent Program;

(2) Selected candidates for the Innovation, Entrepreneurship and Youth Projects of the Magnolia Talent Program and the Team, Leader, Entrepreneurship and Teacher Projects of the Oriental Talent Program;

(3) Selected candidates of the Innovation, Entrepreneurship, Youth, Pujiang Project and the Oriental Talent Program Team, Leader, Entrepreneurship, Teacher, and Top-notch Projects of the Magnolia Talent Program are not eligible to apply for the Youth Program of the Oriental Talent Program;

(4) Leaders (municipal management cadres) of enterprises and institutions who hold leadership positions at the bureau level or above and are no longer directly engaged in professional and technical work.

2. Recommended conditions

(1) Basic conditions

3. Adhere to the scientific spirit, correct style of study, concentrate on research, unity and cooperation, have the courage to innovate, take root in the front line of work for a long time, and serve the needs of development.

(2) Planning resources for top-notch talents

1. Professional competence. He has a profound professional theoretical foundation and a leading academic research level at home and abroad, fully grasps the cutting-edge development trends of the major at home and abroad, and has the ability to lead the frontier of scientific and technological development of the major.

2. Ability to innovate. Able to preside over the solution of major technical or reform problems in the field of planning resources, outstanding performance, innovative research results in the industry in a leading position, and achieve greater economic, social and ecological benefits.

3. Development potential. The declared support projects aim to pursue breakthrough progress, and carry out innovative research around promoting important reforms in the field of planning and resources, and the research projects and achievements are at the forefront of research at home and abroad.

4. Demonstration and leading effect. Innovative activities are closely integrated with the development needs and reality of the city's planning resources, and the innovative achievements can achieve remarkable results in the implementation of the overall urban plan and the promotion of people's city construction, and play an exemplary and leading role.

(3) Planning resources for young talents

1. Professional competence. Have solid professional knowledge and professional expertise, master the key technologies of the industry, understand the research status and development trend of the major at home and abroad, and have forward-looking and innovative thinking about the scientific and technological development of the industry.

2. Ability to innovate. With a broad scientific vision and strong research ability, he has emerged in the cutting-edge research and practice of the industry, obtained certain academic achievements, and has been unanimously recognized by peer experts.

3. Development potential. Good at innovation, dare to break through, interested in research in planning resources-related industries, with strong innovative thinking and growth stamina. It can carry out cutting-edge and innovative research for the frontier of science and technology and the major needs of industry development, and the innovative results have good application prospects.

4. Demonstration and leading effect. With a sense of the overall situation, the spirit of cooperation and the spirit of service, it plays a good role in promoting the cause of planning resources.

3. Recommended method

(1) Unit recommendation. All units strictly follow the selection conditions, adhere to the principles of open, fair and just selection, and propose recommended candidates in accordance with the administrative affiliation.

(2) Expert recommendation. Applicants who have been jointly recommended by 1 or more peak talents, directors of national laboratories, or 2 or more academicians of the Chinese Academy of Sciences and the Chinese Academy of Sciences in the same professional field in Shanghai, meet the basic conditions, and reach the average level of declared talents in the industry through comprehensive evaluation can directly enter the final review process, and do not occupy the recommended quota of the employer or industry department. Each expert can recommend 1 talent per year (including all projects of the Oriental Talent Program), if there is a situation where experts recommend more than one talent, the handwritten recommendation time order shall prevail.

(3) Recommendations from social groups. Professional societies, industry associations and other legal groups registered through the management department of government associations may recommend outstanding talents in the academic and technical fields who meet the application conditions. Each social group can nominate 2 people in the same year.

If the employer gives full play to its role as the main body, and applies through the recommendation or self-recommendation of social groups, experts, and innovation competitions, the application materials shall be submitted to the unit for review. The employer shall review and check the candidates declared through various channels, and publicize them within the unit, and the publicity period shall not be less than 5 days, and the unit shall make a unified declaration, and each unit shall declare no more than 2 persons per type of talent.

This selection implements the declarant's commitment to good faith, implements a "one-vote veto" for the falsification of application materials, and includes it in the city's credit blacklist.

Fourth, support and guarantee

The selected talents will be uniformly printed by the Talent Office of the Municipal Party Committee in conjunction with the Municipal Planning and Resources Bureau, and the selection certificate of the Oriental Talent Program and the comprehensive platform for youth projects will be uniformly printed, and talent incentives, research support funds and related supporting services will be given for a period of 3 years.

5. Declaration requirements

(1) Online declaration (before January 26, 2024)

The employer enters the "Shanghai International Talent Network" (www.sh-italent.cn) - "One-stop Application for Talent Plan" - "Oriental Talent" to register and log in to the unit, and creates a declarant account for the proposed applicant of the unit, and after obtaining the personal account and password, the declarant shall fill in the application information online and submit it to the unit for review (the application platform type is selected as "Integrated Platform - Planning Resources", the top talent applicant selects "Top Project", and the young talent applicant selects "Youth Project") The online report will be completed after the unit has reviewed and corrected the errors. Units that have been registered over the years should update and maintain the unit information in the declaration system to ensure that the information is accurate.

(2) Paper materials to be submitted.

After completing the online application, please save and print the application form of the applicant, together with the relevant attachments (see the attachment for the specific application materials catalog and requirements), and submit it to the Cadre School of the Shanghai Municipal Planning and Natural Resources Bureau (Talent Service Window, 4th Floor, No. 25 Nandan East Road) before February 2, 2024.
