Today is the anniversary of China's return to the United Nations, and I see that many friends are wondering that when Resolution 2758 (the two Arab proposals) was passed, the proportion of votes in favor of European countries was very high, and only Malta opposed it, which is not in line with the impression that "African brothers are carried into the United Nations", and some people have concluded from this that "Europe is more friendly to China."

In fact, this problem is easy to explain, just look at who initiated the "two Arab proposals" - 23 countries led by Algeria and Albania, of which 11 are African countries, 3 are from Eastern Europe, and 0 are from Western Europe. They have been an iron vote bank in favour since voting began in 1961 (figure II). And why do European countries vote so much in favor? In fact, it is "misplaced memory".

Before the vote on the "two Arab proposals," the Americans came up with a "major issue" bill and a "dual representation" motion. The meanings are: "This is a major matter, it cannot be passed according to the criterion of more than 1/2 votes, and more than 2/3 votes" and "representatives from both sides of the strait are allowed to exist at the same time." Of course, the latter and the "two Arab proposals" are mutually exclusive. Therefore, the real confrontation was not on the vote on the "two Arab proposals" but on the "important issues" bill. The "Important Issues" motion was voted first, with 1/2 PK, and was ultimately rejected by 59 votes against, 55 in favor and 15 abstentions. Since the "two Arab proposals" are also 1/2 PK, and the voters are still the same people, China's return to the United Nations is a foregone conclusion at this time, the venue is boiling, and Tanzanian representatives dance to celebrate (Figure 3).

In the subsequent vote on the "two Arab proposals," some countries saw that the general trend had passed, so they voted in favor of the people, which caused the visual effect of European countries being "red". Finally, let's review Mr. Qiao's smile, let's laugh happily today.
