With the increase in the number of new energy vehicles, the demand for charging piles is also getting higher and higher, some old communities that lack relevant planning, charging piles are mostly installed in the open space between residential buildings, it is foreseeable that there will be more problems encountered by Ms. Wu. Is there a requirement for the distance between the electric vehicle charging pile and the residential building? In this regard, the reporter made a visit.

The charging pile "buzzed" for two months

Ms. Wu's family lives in 60 buildings in Bihu New Village, and in the second half of last year, 4 electric vehicle charging piles were built behind the 59 buildings in the community, one fast charge and 3 slow charge. At the beginning of the installation, the utilization rate of charging piles was not high, and Ms. Wu did not care. After the Spring Festival, the frequency of use of several charging piles has increased, and more and more electric vehicle owners have rushed to charge, and problems have also emerged.

"Every night from 7 a.m. to the early hours of the morning, the buzz was loud for six or seven hours." Ms. Wu said that the fast charging pile has high power and fast charging, and can charge two cars at the same time, and the utilization rate is very high. Every night, cars came to charge, the "buzzing" sound was endless, her home was more than 10 meters away from the charging pile, but it could be heard in both bedrooms and living rooms.

Ms. Wu's children are in junior high school, and the noise of the charging pile makes the children not learn well and sleep well. At the end of last month, she couldn't stand it, so she parked her fuel car in front of the charging pile. Unexpectedly, when driving the next morning, it was questioned by the owner of the new energy vehicle, which almost caused a contradiction. "I know it shouldn't stop here, but there's really no way."

On the morning of the 6th, the reporter saw on the spot that 4 charging piles were erected side by side behind the parking spaces under the residents' buildings, only about 2 meters from the building. A large charging pile about one person tall is marked with "electric vehicle DC charger" and a notice "If the charging pile is broken, do not use it" is also posted. According to the video taken by Ms. Wu, the sound emitted by the charging pile when running is indeed very loud.

The person in charge of the property in the community said that it has received many complaints from residents, and after on-site investigation, there is indeed a lot of noise. In the early stage, it was reflected to the charging pile operator, but it said that it would not be able to install soundproofing until the end of April. "We had to find a way to temporarily deactivate the charging pile."

The person in charge said that the charging pile was installed by a third-party company introduced by the street, and there were 6 points in the community, only the place was complained about because it was close to the residential building.

How far should the charging pile and the residential building be separated?

Multi-sectoral indications are that there are no clear criteria

Ms. Wu believes that as new energy vehicles become more and more popular, there will be more and more charging piles in the community, and there may be more problems she encounters. "When installing charging piles, these issues should be considered and circumvented."

How far should the charging pile and the residential building be separated? The reporter has consulted the relevant departments of the municipal development and reform, planning, environmental protection, fire protection and other relevant departments to learn that according to the current policy, the installation of electric vehicle charging piles in the community does not require planning approval; the construction of charging piles is not in the "List of Classified Management of Environmental Impact Assessment of Construction Projects", and there is no need for environmental impact assessment; there is no clear requirement for its distance from residential buildings. However, from the actual situation, the installation of charging piles in residential areas should comprehensively consider the distance between parking spaces and residential buildings, including power noise, etc., and try to use AC slow charging piles.

According to relevant personnel, in accordance with the national "Electric Vehicle Decentralized Charging Facilities Engineering Technical Standards", electric vehicle charging piles can be installed in residential garages, which is equivalent to installation in residential buildings, but the "Standards" does not clarify the installation site outside the residential buildings, only in the planning site selection part, the site selection should meet the noise requirements of the surrounding environment, and the charging equipment built in the user's residence parking space and the unit parking lot should use the AC charging method.

On the afternoon of the 6th, the reporter contacted the relevant person in charge of the charging pile operation and maintenance enterprise in the Bihu New Village community. It said that after receiving feedback from residents, it has contacted the manufacturer for testing and will take measures to reduce noise treatment.

The person in charge said that the installation of electric vehicle charging piles in the community does not require approval, and there are no relevant restrictions. However, in the actual installation, the enterprise will also consider the impact on the residents when choosing the site, and when it is closer to the residential building, try to use the AC charging pile (slow charging) without noise to avoid unnecessary trouble in the later stage, but sometimes affected by various factors, it cannot completely avoid risks.

"We have encountered many similar complaints at work, and we will try our best to solve them." The person in charge believes that with the popularity of electric vehicles, there will certainly be more similar problems, and there should be a clear specification for guidance. "The cost of a DC charging (fast charging) device is 50,000 or 60,000 yuan, and we have had charging piles that were demolished after complaints from residents, causing certain losses."

Yao Guowei, executive secretary general of the Wuhan New Energy Automobile Industry Association, said that at present, the charging piles installed in the residential area are mainly AC piles, and there are few DC piles, and there should be very few noise disturbances. However, when installing charging piles in the community and charging pile enterprises, they should reasonably formulate installation plans according to the actual conditions of the site, such as the installation point is close to the residential building, and the AC pile should be used to avoid affecting the lives of residents. "In response to the case reported by netizens, we will also investigate on the spot to see where the problem is."
