The special report on uninsured was released: the rice circle culture was rampant, and more than 60% of the public netizens held negative evaluations

On March 31, the 2021 National Netizens' Online Security Satisfaction Survey Special Report Conference was held in Beijing, at which the "Special Report on the Protection of The Rights and Interests of Minors" (hereinafter referred to as the Report) was released.

The special report on uninsured was released: the rice circle culture was rampant, and more than 60% of the public netizens held negative evaluations

According to the survey related to the report, 64.79% of the public netizens have a negative evaluation of the impact of the "rice circle" culture on young people. To this end, the public calls for strengthening the control of public opinion on social media platforms, requiring entertainment companies and celebrities to self-discipline and strengthen the supervision of star-chasing APPS, etc.

In response to the problem of minors' online addiction, the report shows that more than 60% of the public netizens support online game companies to launch measures such as "online curfews", real-name authentication of minors and time limits. In addition, for the currently widely promoted "youth model", nearly 50% of the public netizens believe that the role is relatively large or very large, but some people "complain" that the model is a formality and still needs to be improved.

15.54% of public netizens believe that the "rice circle" culture is the result of capital manipulation

On the same day, Bi Kun, deputy director of the Internet Development Research Center of Peking University, released the "Special Report on the Protection of the Rights and Interests of Minors" and interpreted it. Bi Kun pointed out that at present, the public is generally satisfied with the protection of minors' online rights and interests, especially for the "Law on the Protection of Minors" and technical protection methods such as minors' Internet access software and anti-addiction models, but they are more worried about Internet addiction, bad information and bad "rice circle" culture.

In recent years, the "rice circle" problem has been frequently pushed to the forefront of public opinion. Nandu reporter noted that the report shows that fans participate in the "rice circle" activities mainly for the pursuit of a sense of identity, a sense of belonging and other reasons, and some are due to loneliness, curiosity, want to express or be influenced by friends, which reflects the alienation of interpersonal relationships in modern society.

The report also points out that as the Internet becomes the main social medium, teenagers are curious and easily attracted to the aura of idols. The "rice circle" uses network means to gather fans to develop and grow, on the surface is a virtual organization managed by fans, but in fact, most of them have different intermediary organizations, media agencies, and entertainment companies involved in it, and use fans to manipulate public opinion, which has a certain degree of confusion.

So how does the public feel about the "rice circle" culture? The report shows that the public's views on the "rice circle" culture are relatively diverse, and there are slightly more supportive and neutral on the whole, with a negative and critical attitude of nearly 30%, and nearly 10% of the public netizens have an unclear attitude.

According to the report data, nearly 37.33% of the public netizens believe that the "rice circle" culture is spontaneous or passively organized by fans, organized actions, and the attitude is biased towards support. 24.85% of the public netizens believe that fans spontaneously gather because they like the same things, and will jointly discuss the development of "rice circle" culture, and their attitude is more neutral.

However, 15.54% of public netizens believe that the "rice circle" culture is the result of capital manipulation, and platforms, entertainment companies, celebrities, and apps use fan enthusiasm for profit. Another 12.74% of public netizens said that under the "rice circle" culture, fans like to gather, but in the organization, they have gradually evolved into a group that talks one thing and does not disagree, attacks opponents, and often fights "war of words".

When it comes to the impact of the "rice circle" culture on teenagers, the report shows that most public netizens believe that this has a bad impact on the worldview and values of teenagers. Among them, the proportion of public netizens who choose a bad influence and a very bad influence accounted for 64.79%, more than 60%. 14.86% had a positive review. Another 20.34% of the public remained neutral.

In the proposal to strengthen measures to rectify the chaos of the "rice circle", public netizens preferred social media platform public opinion control, accounting for 69.71%. The second is to require entertainment companies and celebrities to self-discipline and strengthen the supervision of star-chasing APPS, all of which have reached more than 60%. In addition, some public netizens suggested that the behavior regulation of fan organizations and fan quality education should be strengthened, accounting for 56.73%.

More than 60% of respondents support "online curfews", real-name authentication and time limits for minors

When talking about the protection of minors online, Bi Kun pointed out that the technical protection methods of minors are generally recognized, but they still need to be further publicized and popularized. At present, there are more restrictions on minors' access to the Internet than guidance, showing the phenomenon of restricting > technology > protection. At the same time, minors expect that online literacy education courses should be strengthened.

Nandu reporter noted that for the currently widely launched "youth mode" (or "anti-addiction mode"), the report shows that nearly 50% of the public netizens think that the role is relatively large or very large. However, 36.36% of the public netizens believe that the "youth model" has a general effect, and 16.98% think that the effect is small or very small.

Specific to the reasons why "teen mode" does not work, the report shows that more than 50% of the public netizens believe that "teen mode" is a formality, and the general mode section setting is exactly the same, which ranks first among various reasons. Second, 48.14% of the public netizens who believe that the "youth model" has limited protection capabilities and cannot prevent the anchors of live broadcast platforms from inducing tips. The third reason is that there is a loophole in the mechanism, and the system cannot automatically jump to teen mode.

In addition, some public netizens pointed out that the "youth mode" has imperfect functions and can easily extend the time limit for use; no mandatory real-name authentication regulations have been introduced; and the content is very small, unattractive, long-term non-updating, and the appearance of the interface is childish.

It is worth mentioning that at the press conference of the "Qinglang" series of special actions in 2022, Sheng Ronghua, deputy director of the State Internet Information Office, mentioned that this year's anti-addiction work focuses on the eight words of "can be used and effective, easy to use and love to use".

"Can be used and work" points to further expanding the coverage of juvenile models, effectively guiding minors to use juvenile models through accurate identification, and calling on families and society to supervise, manage and educate minors to use anti-addiction systems. "Easy to use and love to use" refers to the characteristics and needs of minors of different ages, in terms of time limits, functional settings, content tools to distinguish, so that the adolescent mode is more personalized and attractive, so that minors and parents are more willing to use.

However, more than 60% of the public netizens expressed support for measures such as "online curfews" launched by online game companies, real-name authentication of minors and time limits. According to the report, 39.64% of the public netizens are more supportive, and they believe that these restrictions can play a certain role in improving. Another 22.77% of the public netizens believe that the restrictions are very useful, and the children have greatly improved.

However, 22.89% of netizens said that the effect was average, there was not much improvement, and they did not agree very much. 9.67% of netizens do not agree with these restrictions, believing that the effect is very small and has not improved. In addition, 5.02% of the public netizens said that it had no effect and did not matter.

"Loneliness is a risk factor in society that leads to 'internet addiction.'"

At the meeting, in addition to the report released by the organizers, many experts attending the meeting also shared their observations and insights on the issue of online protection of minors.

"Loneliness is a risk factor in society that leads to 'internet addiction.'" According to Wang Bin, secretary general of the Mediation Committee of the Internet Society of China, understanding the factors of Internet addiction is very important for correcting the social and cultural aspects of addiction.

Wang Bin pointed out that after some children return from school, they basically have no friends, their parents are busy with work, and only the elderly who have intergenerational barriers are left. In order to meet friends, children will find other people with loneliness through the Internet to communicate. At the same time, the interactivity of the Internet, the platform in order to ensure user stickiness, through the stimulation of reward design, to meet and amplify the child's sense of needs and achievement, while the minor brain development is immature, poor resistance ability, often easy to fall into it.

In addition, she pointed out that when children leave the real social environment and enter the virtual society, once they fall into a state of addiction, it is very difficult to drag the child back to the real society. Because children have formed habits of online social networking, they have lost the ability to socialize realistically.

To this end, Wang Bin suggested that it is necessary to solve the problems of lifestyle guidance, partner space and parental company. For example, guardians need to plan entertainment time with their children to enhance parent-child relationships. At the same time, education on minors' online information literacy and civic literacy should also be strengthened, and education should be taught to children to be aware of themselves, regulate themselves, grasp themselves, and better study and live.

Li Xiaoping, head of the Xinyang Psychological Counseling Studio on Beijing Green Road, also believes that the problem of minors' Internet addiction deserves attention.

In addition, Li Xiaoping found from practice that the crux of the problem of minors often lies in environmental influences, such as the family environment, social environment and even the network environment. She believes that "the governance of minors' networks cannot be blocked by blocking alone, mainly relying on channeling." "Children of different ages have different stages of psychological development, different cognitive abilities, and different mental abilities, and the sensitivity of children to listening, speaking, and seeing various organs at different stages is different, and the construction of network content should be differentiated, and negative events should be given as positive as possible, guiding and cultivating children to feel and understand from different angles, and maintain self-confidence and self-confidence."

In addition, Li Xiaoping also called on the platform to set up a special department for the protection of minors, from investigation, assessment, disposal, pre-pre-treatment, and aftermath to follow up, so as to truly implement the Law on the Protection of Minors.

"Whether the protection of minors' online rights and interests is a systematic project, a governance project, or an ecological project, it needs to be reached by the government, enterprises, society, schools, and families." Fan Shixi, deputy secretary-general of the Education Informatization Branch of the China Higher Education Association, said. Among them, there are two core subjects, one is an Internet enterprise as a platform and content provider, and the other is a minor as a content consumer.

Fan Shixi stressed that for large Internet companies, corporate values need to be considered. When the scale of the enterprise and the service objects are accumulated to a certain extent, it is necessary to comprehensively consider the humanistic value, social value, brand value and cultural value of the product. Enterprises must comprehensively consider their own values, can not passively wait for the introduction of laws and regulations, but must do a good job of positioning, so that they can be stable and far-reaching, sustainable development.

At the same time, he suggested that Internet companies should give full play to their own advantages and strengthen the supply of high-quality resources. At the same time, enterprises also need to build a complete system for the protection of minors, such as the "youth anti-addiction system", "bad information filtering system based on artificial intelligence", "third-party reporting system", etc., to continuously improve the ability to identify illegal content models and improve the professionalism and effectiveness of content review.

Fan Shixi also mentioned that minors must embrace the Internet, under the right conditions, use advanced tools and platforms to accelerate the acquisition of knowledge and information, improve information literacy, develop information habits, and cultivate information thinking. In addition, minors must also return to reality, looking for spring in the park, releasing their thoughts in the field, challenging themselves on the sports field, practicing knowledge in labor, finding problems in practice, finding happiness in the process of solving problems, clarifying the direction of life, finding themselves, and achieving excellence.
