Comprehensive Reuters and The New York Times reported that the US Department of Commerce issued a notice on the 18th local time that 100 commercial aircraft and private aircraft were determined to fly to Russia, violating US export control regulations. The owners, operators and service providers of these aircraft face fines, loss of export authority and other restrictive measures. The penalties effectively grounded the planes, including one of the planes of the Russian billionaire Abramovich.

The New York Times reported that on February 24, the US Department of Commerce imposed extensive restrictions on technology exported to Russia as part of a measure by the US side to seriously weaken the Russian military industry. In addition to semiconductors, communications equipment and sensitive components, the United States has also banned the shipment of U.S.-made aircraft and some aircraft parts to Russia.

According to U.S. regulations, any aircraft manufactured in the United States or made in other countries using U.S. parts and technology must obtain the relevant license before flying to Russia, otherwise it is considered a violation of the regulations.

Reuters reported that the 100 aircraft announced by the US side include 99 Boeing aircraft operated by Russian passenger and cargo airlines, and a Gulfstream G650 aircraft owned by Russian billionaire Abramovich.

The Commerce Department also warned businesses around the world that any act of providing services to "non-compliant" aircraft, including maintenance, repairs, and refueling, would also be considered a breach. The ministry also said that in practice this meant that aircraft to and from Russia had been grounded.

Reuters said Abramovich had yet to respond.

It is worth mentioning that in the context of recent Western sanctions against Russia, there have also been cases of Russian rich yachts being seized in Western countries. Comprehensive US "Forbes" magazine, Russian news agencies and other media reported earlier this month that the luxury yachts of Russian billionaire Alischer Usmanov and Russian oil company president Igor Sheichin were seized in Germany and France, respectively, and the yachts worth about 530 million euros were also seized in Italy.
