On September 30, 1985, three Soviet diplomats in Lebanon were kidnapped by militants of the radical faction under the PLO, and if they wanted to release hostages, they had to meet their requests for money and pressure to withdraw Syrian troops from Palestine. The Soviet Union was so outraged that it suspended diplomatic negotiations and handed the case directly over to the Soviet KGB's Special Operations Unit.

Soon 10 signal flag special forces under the KGB entered Palestine in the form of secret infiltration. In the week that followed, the family, friends, and relatives of the militants who kidnapped the human resources all died eerily from traffic accidents, explosions, and food poisoning. Moreover, the Soviet Union's form of counter-violence intensified, and they sent a letter to the kidnapped militant leader through special means, which stated that if no one was released for 24 hours, the next one would be the leader himself. As a result, within 6 hours, three living Soviet diplomats were sent to the Soviet embassy, and the militant leader was terrified because of the loss of prestige from the incident, and in the following months the organization was declared disbanded, and its leader disappeared, until one day in 2008, when he was found dead in a parking lot in Syria, covered with bullet holes.
