On March 11, the State Administration for Market Regulation issued a "Notice on the Recall of Automobiles and Consumer Goods nationwide in 2021", the latest announcement shows that according to the Regulations on the Administration of Recall of Defective Automobile Products, in the past 2021, a total of 232 car recalls have been carried out in China, an increase of 16.6% year-on-year, involving 8.736 million vehicles, an increase of 28.8% year-on-year.

Among them, a total of 54 recalls were affected by the defect investigation of the State Administration for Market Regulation, involving 2.561 million vehicles, accounting for 29.3% of the total number of recalls in the whole year. By the end of 2021, Mainland China had implemented a total of 2,423 car recalls, involving 91.3 million vehicles.

The State Administration for Market Regulation (SAMR) has divided the causes of car recalls into three broad categories, including from the perspective of defect clues, from the perspective of the assembly involved in defects, and from the perspective of defect causes. Specifically, from the perspective of defect clues, in 2021, the State Administration for Market Regulation received 42,886 defect clues for automotive products, involving engine assemblies (32.3%), drive train (17.6%), body (17.6%), electrical equipment (15.3%), etc. In terms of the assembly involved in the defects, the engine and electronic appliances are the main defect-generating components, accounting for 84.3% of the total recalls; 50 recalls due to engine assembly defects, involving 3.713 million vehicles, accounting for 42.5% of the total recalls; 54 recalls due to electronic and electrical defects, involving 3.650 million vehicles, accounting for 41.8% of the total recalls; 21 recalls due to brake defects, involving 510,000 vehicles, accounting for 5.8% of the total recalls. In terms of defect causes, there were 141 recalls for manufacturing reasons, involving 1.343 million vehicles, accounting for 15.4% of the total number of recalls; 91 recalls due to design reasons, involving 7.393 million vehicles, accounting for 84.6% of the total recalls.

Statistics from the State Administration for Market Regulation: Defects in 2021 involve the distribution of the number of assembly recalls

It is worth mentioning that as more and more car companies abandon fuel vehicles and invest heavily in electric vehicles, the recall rate of new energy vehicles has also risen, according to the data released by the State Administration of Market Regulation, new energy vehicle recalls in 2021 account for 9.5% of the total number of recalls in the whole year.

According to statistics, in 2021, there were a total of 59 domestic new energy vehicle recalls, an increase of 31.1% year-on-year; involving 830,000 vehicles, an increase of 75.9% year-on-year. Among them, from the perspective of defect clues, 3033 cases of new energy vehicle defect clues were reported, reflecting that power batteries, motors, and electronic control system problems accounted for 52.5% of the defect clues of new energy vehicles.

The automotive industry is concerned that the recall batch of new energy vehicle products accounts for 9.5% of the total recall batch is at a relatively high recall rate, after all, compared with fuel vehicles, new energy vehicles have just started. Taking Tesla as an example, the automotive industry pays attention to statistics from the State Administration for Market Regulation, and the details of Tesla's domestic recall in 2021 are as follows:

(1) On February 5, 2021, Tesla Motors (Beijing) Co., Ltd. recalled some imported Model S vehicles with production dates from September 18, 2013 to February 20, 2018, a total of 20,428 vehicles; recalled some imported Model X vehicles with production dates from March 12, 2016 to February 16, 2018, totaling 15,698 vehicles.

(2) On June 3, 2021, Tesla Motors (Beijing) Co., Ltd. recalled some imported Model 3 electric vehicles produced between January 12, 2019 and November 20, 2019, for a total of 311 electric vehicles, and some imported Model 3 electric vehicles produced between February 2, 2019 and November 20, 2019, for a total of 423 units.

(3) On June 26, 2021, Tesla Motors (Beijing) Co., Ltd. recalled some imported Model 3 electric vehicles produced between January 12, 2019 and November 27, 2019, for a total of 35,665 electric vehicles; Tesla (Shanghai) Co., Ltd. recalled some domestic Model 3 electric vehicles produced between December 19, 2019 and June 7, 2021, for a total of 211256 Some domestically produced Model Y electric vehicles produced between January 1, 2021 and June 7, 2021, totaling 38,599 units.

(4) On November 5, 2021, Tesla Motors (Beijing) Co., Ltd. recalled a total of 91 Model 3 vehicles imported from the production date from February 2, 2019 to October 20, 2019.

(5) On December 3, 2021, Tesla (Shanghai) Co., Ltd. recalled some domestically produced Model Y electric vehicles with production dates from February 4, 2021 to October 30, 2021, with a total of 21,599 units.

(6) On December 31, 2021, Tesla Motors (Beijing) Co., Ltd. recalled a total of 19,697 Model S electric vehicles with a production date of January 21, 2015 to November 18, 2020, and Tesla Motors (Beijing) Co., Ltd. recalled some imported Model 3 electric vehicles with a production date from October 4, 2018 to November 20, 2019, for a total of 35,836 units Tesla (Shanghai) Co., Ltd. recalled some domestically produced Model 3 electric vehicles with production dates from October 14, 2019 to December 27, 2020, for a total of 144208 units.

In summary, during 2021, although Tesla's sales in the domestic market have reached new highs many times, its cumulative number of recalls in China has reached 6 times, which is equivalent to the frequency of recalls every two months. According to the statistics of the automotive industry, the number of Tesla recalls accounts for the vast majority of the total recalls of new energy vehicles, and its total recall of 543811 electric vehicles covers imported Model 3/Model S and domestic Model 3/Model Y, far exceeding the recall level in the same period in 2020.

By the end of 2021, statistics show that the number of new energy vehicles in the country reached 7.84 million, accounting for 2.6% of the total number of vehicles. Up to now, a total of 229 new energy vehicles have been recalled, involving 1.98 million vehicles.
