Wu Weishan, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and director of the National Art Museum of China, submitted the "Proposal on Strengthening the Exchange of Cultural Classics on the Cloud" at the Two Sessions of the National People's Congress last year, and in August of the same year, the Ministry of Culture and Tourism replied to the proposal, proposing to promote the implementation of the proposal from the aspects of strengthening the top-level design of cultural exchange and communication, innovating the methods and means of cultural exchange and communication, and guiding and supporting the art units directly under the Ministry and local literary and art groups to strengthen cultural exchange and communication. This year, Wu Weishan brought new proposals to tell The Story of China and show China's image. For his outstanding performance and contribution during his performance of his duties, Wu Weishan won the "2021 National Committee member of the Chinese People's Political Consultative Conference Outstanding Performance Award".

My thoughts: innovate communication models and strengthen cultural dialogue
The COVID-19 epidemic has exacerbated the difficulties of communication between different civilizations, so in international exchanges, we should increase the "cloud exchange" of cultural classics, using technologies such as big data, cloud computing, artificial intelligence, VR, AR, and short videos to spread Chinese voices through cultural classics and generate the influence of Chinese culture in building a community with a shared future for mankind.
I believe that to promote China's excellent traditional culture to go out, we cannot stop at dancing a lion, wrapping dumplings, and playing tricks, nor can we be satisfied with providing some superficial cultural symbols to foreign countries, the key is to extract and display the spiritual identity of China's excellent traditional culture and the essence of culture with contemporary value and world significance, and increase the spiritual communication between people, countries and countries, and nationalities through the mutual exchange of cultural classics.
Under the normalization of epidemic prevention and control, I suggest that cultural dialogue should continue to be strengthened from many aspects to promote exchanges. First of all, we must hold exhibitions on the cloud to enhance mutual understanding and respect through cultural classics. It is necessary to make full use of the digital resources of the classic collections of museums and art galleries across the country to create different sequence cloud exhibitions and improve the ability to tell stories. The second is to hold a seminar on the cloud to reach a consensus on the collision and integration of ideas. In 2020, I was invited to participate in the 2020 BRICS Governance Seminar and People-to-People Exchange Forum held online, expounding the importance of humanities and artistic exchanges to building a community with a shared future for mankind, which was highly recognized by experts and scholars from all over the world.
I suggest that in the exchange of cultural classics, we should innovate the way of expression and expand the dissemination. "Cloud exchanges" cover a wide range, we must fully consider the different customs and cultural traditions of different countries, from the perspective of foreign audiences easy to accept, select the cultural classics that can best express the spirit of the Chinese nation for dissemination, and form interaction and resonance with the audience. In addition, it can also be combined with traditional Chinese festivals to extract relevant elements from cultural classics and develop cloud-based cultural and creative products to attract more foreign young people to participate.
The Ministry of Culture and Tourism replied: Promote the wide dissemination of cultural and artistic resources
In August last year, the Ministry of Culture and Tourism responded to the proposal, including strengthening the top-level design of cultural exchange and communication, innovating cultural exchange communication methods and means, and guiding and supporting art units directly under the Ministry and local literary and art groups to strengthen cultural exchange and communication.
In terms of strengthening the top-level design of cultural exchange and communication, the Ministry of Culture and Tourism said in its reply that in recent years, we have actively promoted the construction of cultural exchange communication platforms and mechanisms, and created a series of cultural exchange and communication brand projects. By the end of 2020, the Ministry of Culture and Tourism has set up 45 overseas Chinese cultural centers and 20 overseas tourism offices around the world, gradually established an intergovernmental cultural exchange and cooperation network covering major countries and regions in the world, and held a variety of colorful and diverse cultural exchange activities, achieving good results. Since 2015, it has carried out a series of publicity and promotion with the theme of "Beautiful China - Silk Road Tourism Year" for several consecutive years, and successfully created international cultural and tourism brands such as "Happy Spring Festival", "Silk Road Tour", "Young Sinologist Training Program" and "Chinese Culture Lecture Hall". These activities have also been publicized and promoted through the Internet, and positive results have been achieved.
In terms of innovating the methods and means of cultural exchange and communication, the Ministry of Culture and Tourism actively promotes the use of new technologies and means of the Internet to give play to the role of emerging media, disseminate Chinese voices and explain Chinese characteristics. For example, the Ministry of Culture and Tourism cooperated with the State Administration of Cultural Heritage to select 50 excellent online exhibitions from the national art museum and museum system for key promotion, and relied on the People's Network to open a network topic of "50 exquisite exhibitions 'looking on the cloud'", which played a positive role in enriching the spiritual and cultural life of the broad masses of the people during the epidemic.
In terms of guiding and supporting the art units directly under the Ministry of Education and local literary and art groups to strengthen cultural exchanges and dissemination, the Ministry of Culture and Tourism has also taken many effective measures, such as the Palace Museum, the National Museum of China, the National Art Museum of China and other cultural and art venues directly under the Ministry, using existing digital resources, with the help of VR and other technologies, relying on the official website, official WeChat public account, etc. to launch a series of "cloud exhibitions" and "cloud lectures".
The reply also mentioned that in the next step, the Ministry of Culture and Tourism will strengthen the "exchange of cultural classics on the cloud" from three aspects. The first is to continue to promote offline exhibitions and online exhibitions, so that more and better exhibitions and repertoire cover a wider range of people; the second is to actively adapt to the requirements of the new era, give full play to the advantages of emerging technologies such as the Internet, and innovate cultural exchange and communication methods and means; the third is to strengthen the integration of resources, actively use the cultural exchange and communication platform at home and abroad, continuously integrate existing cultural and artistic resources, give play to the advantages of intensification and overall, and promote cultural exchanges and dissemination.
This year's concerns and proposals: to show the world a credible, lovely and respectable image of China
Stories are an essential element and an important identity of human culture. General Secretary Xi Jinping has repeatedly stressed the need to "tell the Chinese story well." This fully shows that it is of great significance to tell the Chinese story well, let the people be inspired by it, and let the world understand a real, three-dimensional, and comprehensive China. A vivid image is the core of a good story, and an important duty and mission of cultural work is to shape the image.
To this end, this year I put forward the "Proposal on Mobilizing All Positive Factors to Show the World a Credible, Lovely and Respectable Image of China", proposing to tell the Chinese story well and find spiritual commonalities, ideological sharing points, and emotional resonance points. It is necessary to base ourselves on China, look at the world, and establish an international way of thinking. Integrating Chinese and foreign countries, connecting ancient and modern, carefully constructing a discourse system, using a way that the audience is happy to accept, an easy-to-understand language, and communicating with the world from multiple angles and in various ways, highlighting the influence and appeal of Chinese culture. Fully mobilize the positive factors of overseas Chinese and patriots around the world, foreign sinologists, foreign institutions in China, Chinese institutions abroad, cultural centers, academic institutions and publishing institutions in various countries, form a joint force, explore effective communication methods and methods in different discourse platforms and contexts, and jointly show a true, three-dimensional and comprehensive China to the international community.
In addition, in view of the strengthening of national aesthetic education and other issues, I have also put forward relevant proposals, such as proposing to build a large aesthetic education work system with integrated design and segmented implementation. In the great era of a new journey, casting the soul with american bacon, strengthening the aesthetic education of the whole people, and advocating the unity of Taoism and art will further enhance the self-confidence of the whole people in China's road, theory, system and culture, and provide a strong value guidance, cultural cohesion and spiritual impetus for the realization of the second centenary goal and the realization of the Chinese dream of the great rejuvenation of the Chinese nation.
