On February 21, according to the website of the Beijing Municipal Government, the Beijing Municipal Transportation Commission, the Beijing Municipal Bureau of Commerce, the Beijing Municipal Market Supervision and Administration Bureau, and the Beijing Municipal Public Security Bureau Public Security Traffic Management Bureau issued the "Beijing Second-hand Passenger Car Transaction Turnover Indicator Management Measures (Trial)" (hereinafter referred to as the "Measures"), which will be implemented from April 1, 2022.
The "Measures" make it clear that the turnover index of second-hand passenger car transactions (hereinafter referred to as the turnover index) refers to the indicators used by second-hand car circulation enterprises registered and filed in Beijing when acquiring second-hand passenger cars and handling the verification of second-hand car sales invoices under the policy of regulating the number of passenger cars; the turnover indicators do not limit the total amount and implement gratuitous allocation.
According to the Measures, the number of turnover indicators used by second-hand car circulation enterprises at the same time shall not exceed the number of parking spaces they rent in the legally registered second-hand car trading market (hereinafter referred to as the trading market) in Beijing or the number of parking spaces of enterprises. Second-hand car circulation enterprises outside the trading market shall apply for turnover indicators, and shall have fixed parking spaces other than road parking spaces, and the number shall not be less than 20. Families, individuals, public institutions, and enterprises that do not engage in the circulation of second-hand cars cannot apply for turnover indicators.
The "Measures" require that the trading market should strengthen the vehicle access management of the resident enterprises, and the industry association should supervise the enterprises outside the trading market to strengthen the management of vehicle access, and strictly control the second-hand passenger cars to be traded out of the business premises. For those who falsely report parking lot information or drive second-hand passenger cars to be traded in violation of road traffic safety laws and regulations, the acceptance of applications for turnover indicators of relevant enterprises will be suspended for one year.
The trial implementation of the Beijing Used Car Turnover Indicator Management Measures will change the "two transfers" in the process of buying and selling used cars by used car dealership enterprises into "one transfer", which not only solves the problem of lack of license plates faced by used car dealership enterprises in restricted cities, but also effectively improves the circulation turnover efficiency of used cars.
As the core place for the circulation of second-hand cars, the trading market needs to strengthen the control of vehicle entry and exit. Therefore, the digital and intelligent management system will play its value and advantages.
