Multiple measures to improve the efficiency of customs clearance Customs to help automobile export "opening the door"

Beijing, 16 Feb (People's Daily Online) -- On 11 February, after being supervised and released by Shaoshan Customs, which belongs to Changsha Customs, 1,200 Geely cars were shipped from Hunan Xiangtan Comprehensive Insurance Zone and will be exported to Russia through China-Europe express trains and shipping, which is the first batch of cars exported from Hunan Province in the Year of the Tiger.

According to the person in charge of Hunan Geely Automobile, it takes about 2-3 months to export in the traditional sea transport mode, which cannot fully meet the market demand, and it only takes about 20 days to take the China-Europe express train, which effectively helps Geely Automobile to sell in Russia. This year, Hunan Geely Automobile will focus on increasing the market development of Russia, Kazakhstan and other countries that jointly build the "Belt and Road", and strive to exceed 1.6 billion yuan in exports.

In order to ensure the smooth flow of international logistics channels for Hunan manufacturing enterprises before and after the Spring Festival, Changsha Customs has adopted methods such as guiding enterprises to make remote declarations and making overtime appointments to ensure that the business of train declaration and customs transfer is "on-the-go"; close cooperation with railway and freight companies to ensure the punctual delivery of China-Europe trains. In January 2022, a total of 87 China-Europe express trains (Changsha) were supervised, an increase of 141.7% year-on-year; during the Spring Festival holiday, a total of 16 China-Europe express trains (Changsha) were shipped, with an average of more than 2 trains per day.

New energy vehicles continue to expand the European market, passenger cars, commercial vehicles and other types of models sell well overseas, Chinese car companies increase overseas investment, change the export model... In recent years, China's auto exports have continued to grow.

According to statistics, in January this year, the single-month ro-ro export of Guangzhou Nansha Automobile Port exceeded 8,000 vehicles, a record high. In order to help domestic automobiles "go out" to open up the international market, Guangzhou Customs has established a "package" customs clearance service mechanism to achieve "one consultation for enterprises and all-round Q&A at the window", provide 24-hour appointment customs clearance services, guide export enterprises to "declare in advance", and implement "ship to person, that is, rely on inspection" for ro-ro ships docked at Nansha Automobile Port, so as to maximize the efficiency of customs clearance.

In order to ensure the smooth export of enterprises, Nansha Customs, affiliated to Guangzhou Customs, understands the export plan and liner docking time of enterprises in advance, relies on the information system to open up a "green channel" for export vehicles to enter the market, and does a good job in the management of vehicles present through video surveillance and site inspection, and guides enterprises to quickly handle customs clearance procedures.

"The efficient work of Nansha Customs has enabled the automobile terminal to further improve the ship shift rate and operation efficiency. We can concentrate our superior resources to compress the ship's time in port and achieve the optimal match between the ship and the berth. Everyone on the dock is working feverishly and full of vitality. Lu Chunrong, manager of the operation department of Nansha Automobile Terminal, said.

At the beginning of the new year, in the assembly workshop of Rongcheng Kangpaisi New Energy Vehicle Co., Ltd., the largest RV manufacturer in Shandong Rongcheng, workers are conducting the final test of the RV after assembly, and a brand new RV is about to roll off the production line. Unlike the general export trade, after the customs supervision and inspection, these RVs will be sent to the "overseas warehouse" set up by the company abroad.

In recent years, the situation facing the traditional foreign trade industry has become increasingly severe, and the rapid development of emerging trade formats such as cross-border e-commerce has provided new opportunities for the transformation and upgrading of caravan exports.

"These RVs are online transaction orders generated by cross-border e-commerce platforms." According to the person in charge of the company, with the support of the customs, Kangpaisi began to test the waters to carry out cross-border e-commerce B2B export business from 2020.

In order to make the measures beneficial to enterprises, customs officers actively publicized the B2B export supervision measures of customs cross-border e-commerce through visits and research, customs enterprise symposiums, etc., used business practical training and other methods to guide enterprises to carry out business, and effectively implement targeted regulatory facilitation measures such as one-time registration, one-point docking, convenient customs clearance, simplified declaration, and priority inspection, so as to maximize the release of policy potential.

According to statistics, since 2021, Kangpaisi New Energy Vehicle Co., Ltd. has exported more than 100 million RVs through the cross-border e-commerce B2B model, accounting for 40% of the total export value of the enterprise.

"This digital foreign trade sales channel realizes the 'contactless' transaction between producers and overseas consumers, and the company can quickly adapt to the personalized consumption needs of various market segments and obtain new market space." The head of the company said.
