Formerly known as Chongqing Electric Power SteelMaking Plant, it was established in 1919 and was reorganized and built by the Sichuan warlord Liu Xiang. At the beginning of 1937, the factory was taken over by the Ordnance Industry Bureau of the Ministry of Military Affairs and renamed as the "Preparatory Department of the Chongqing Steelmaking Plant of the Ordnance Industry Bureau", and in 1939 it was renamed the 24th Arsenal of the Ordnance Industry Bureau.

Since being taken over by the Ordnance Industry Bureau, the 24th Arsenal of the Ordnance Industry Bureau has been expanded on a large scale and has become one of the most important ordnance steel production plants in the rear during the War of Resistance Against Japanese Aggression, with an annual output of 4,000 tons of steel, which is supplied to other arsenals in large quantities for the manufacture of formal rifles and other equipment. In addition, the factory can also manufacture gun grenade launchers, with a monthly production of 1,000 units.

At that time, China lacked large steel mills, mainly relying on imports, which was the key raw material for the manufacture of weapons and equipment, and the 24th Arsenal of the Ordnance Industry Bureau made outstanding contributions to the self-sufficiency of China's military industry at that time, which was very valuable!
