Among them, the Shanghai Gigafactory delivered a total of 484,130 vehicles, accounting for 51% of Tesla's annual total global deliveries, which is close to Tesla's global deliveries in 2020.
After two years of production, the delivery volume increased by 235% year-on-year, and the Shanghai Super Factory coincided with the development of the Lingang New Area: the beginning was a decisive battle, and the start was a sprint.

Behind the growth rate of Tesla Gigafactory is a strong embodiment of the lingang new area around the goal of special economic function zone and modern new city construction, and fully promote the implementation of the overall plan approved by the State Council.

A year ago, the Management Committee of Lingang New Area issued the "Reform Plan" and clarified the list of specific tasks in 2021.
According to the reform plan, the management committee of the new area starts from the perspective of simplifying administration and decentralization, combining decentralization and management, and optimizing services, systematically plans reform ideas, integrates innovative reform measures, and puts forward the overall reform idea of "three complete, three poles, and three most" for the integrated reform of administrative power systems.
"Three completes" means "full chain, whole process, full coverage"; "three poles" refers to "extremely fast approval, extremely accurate supervision, and excellent service"; "three most" means "the largest decentralization, the minimum supervision, and the most temperature service".
At the same time, the new area comprehensively copied and promoted the Tesla approval model, deepened the approval reform in the field of engineering construction, took the lead in piloting mixed land use for industrial projects in Shanghai, explored the construction permit notification commitment system, took the lead in carrying out the reform of land planning permission, completed the "integration of inspection and registration" and "three certificates a day", first tested the "two certificates in one" of environmental impact assessment approval and sewage discharge permits, and established a free mechanism for water supply, power supply and gas supply supporting projects to further reduce the comprehensive cost of enterprises.

In May 2021, 10 digital economy industry projects such as China Telecom, Guanan Information, Zhongxin Kuanwei and Dieas landed in Lingang, of which the signed projects covered a new generation of information infrastructure, 5G communications, cultural data, information security, smart education and other fields, involving a total investment of more than 18 billion yuan.

In fact, at that time, the Lingang area had accelerated the supply chain of local vehicle enterprises, and gradually built a "safe, autonomous and controllable" industrial ecology.
In mid-2020, 18 key industrial projects with a total investment of about 48 billion yuan in the Lingang New Area of the Shanghai Free Trade Zone began construction, and the intelligent new energy vehicle industry chain investment service center was unveiled at the same time.
The 18 key industrial projects cover key industrial fields such as integrated circuits, new energy vehicles, artificial intelligence, aerospace, biomedicine, etc. Geke Semiconductor and SenseTime's new generation of artificial intelligence computing and empowerment platform will drive the development of upstream and downstream enterprises; projects such as Blue Bay Jinping New Energy will accelerate the improvement of the development structure of the new energy automobile industry; new micro-compound semiconductors, Zhenge Biologics, etc. will promote the industrialization of integrated circuits and biomedicine.
The circle of friends of the "Teslas" does not stop there. In May 2021, 18 intelligent new energy automobile industry projects were signed and landed in Lingang New Area, with a total investment of more than 16 billion yuan, including Yanfeng Automobile, Guangwei Vientiane, Dongshan Precision, Magna, Liszt, etc., covering automotive chips, automatic driving systems, automotive interiors, bodywork, new materials, precision machining and other fields.
With the help of industrial clusters, in 2021, new energy vehicles will become the first 100-billion-level industry in Lingang New Area. In addition to Tesla, SAIC, Guangwei Vientiane, etc. in the field of complete vehicles, there are also Cummins, Horizon, SenseTime, as well as Ningde Times, Jinyuansheng and so on.
Thanks to the excellent circle of friends, the localization rate of parts of Tesla Shanghai Gigafactory has reached more than 90%.
At present, Tesla has built a Shanghai Super Factory, a Shanghai Super Charging Pile Factory, a Shanghai R&D Innovation Center and a data center in Shanghai. In the face of the uncertainty brought about by the repeated epidemics, Tesla said that only from multiple dimensions such as efficient production, safe driving, and excellent experience, through improving the vertical integration of the global supply chain and the technical reserves including self-developed chip capabilities, can we strive to break through the supply dilemma.
At present, Tesla is planning to increase production capacity as soon as possible, and it is expected that the average annual growth rate of vehicle deliveries will reach 50% in the next few years. Musk also predicted that "chip shortages may ease this year."

More than 100 iconic scenes will be built by 2025
According to the "14th Five-Year Plan for the Digital Economy of Lingang New Area of China (Shanghai) Pilot Free Trade Zone", by 2025, More than 100 landmark scenes will be built in Lingang New Area; no less than 10 key technologies will be broken through in key areas, no less than 20 standardized algorithm products will be formed, and no less than 30 intelligent hardware products will be cultivated; 10 new-generation digital economy industry leading enterprises will be introduced to create 10 traffic-oriented enterprises with a market value of more than 10 billion.
After new energy vehicles become the first 100-billion-level industrial cluster in the new area, Lingang's next goal is to strive to break through 100 billion yuan in the high-end equipment industry.
On January 6, 2022, the first batch of major projects in Shanghai's five new cities will be started (signed), in addition to the first batch of 10 projects that have been centrally started, as the main urban area of Lingang New Area, Nanhui New Town will also focus on promoting the third phase of the Yangshan Special Comprehensive Bonded Zone expansion in 2022, building the permanent site of the Dingke Forum, promoting the completion and production of key projects such as the Ningde Era, and realizing the construction of 10 public supporting schools and the reconstruction and expansion of the Lingang Branch of the Sixth Municipal Hospital, and continue to promote planning, construction and style control.
