The so-called revocation of China Telecom and China Unicom is mainly to cancel their mobile business licenses, and at present, it does not involve fixed network business or data center business, but it is not easy to say in the future.

As for China Mobile Communications Group, the United States has never issued a 214 license at all. China Mobile submitted an application to enter the U.S. market in 2011, but it has never been approved, and in 2019, the National Telecommunications and Information Administration, a subordinate unit of the U.S. Department of Commerce, denied China Mobile's entry into the U.S. telecommunications market, and its emails showed that the reason for the rejection was that China Mobile wanted to provide international telephone services between the United States and other countries (rather than directly operating mobile services within the United States), and the Federal Communications Commission "would pose an unacceptable national security and law enforcement risk." This shows that the United States is very afraid that the three major Chinese operators will have some data information about the United States. Although China Telecom and China Unicom can only open virtual operator business in the United States, and it is the network of leasing operators in the United States, and the users are mainly limited to Chinese, international students, Chinese-funded institution personnel, tourists, and business travelers, the United States is also afraid that these millions of users will become the source of information for China.

This shows that the United States has used this set of countermeasures against Huawei and ZTE to China. Previously, the Federal Communications Commission proposed a proposal to prohibit the use of Huawei and ZTE equipment in the US mobile network, even if these devices are purchased with private funds, mainly because they are afraid that Huawei and ZTE will hold some of the information and data of rural users, although the value of information and data of rural users in the United States is not high, there are few secrets, but the United States would rather subsidize 1.9 billion US dollars in order to dismantle huawei and ZTE equipment in rural Areas.
