The "Opinions" put forward 24 special measures in six major areas, including supporting Shenzhen's unified planning, construction and operation of new infrastructure for the integration of charging, replacing, storage and release of new energy vehicles, and piloting the sale of prescription drugs on the Internet.

The opinions of the two departments proposed that Shenzhen should relax the market access restrictions for integrated products and services, and promote the application of vehicle-road collaboration and unmanned driving technology. Focus on accelerating the layout of rapid charging and replacing facilities in service areas along trunk highways, promote the construction of centralized charging and replacing facilities in parking lots in urban areas, industrial parks, scenic spots and public service places, simplify project reporting procedures and approval processes for planning and construction, fire protection design review and acceptance, etc., and break down hidden barriers to market access.

Encourage relevant enterprises to carry out business model innovation demonstrations around the charging and replacing business, explore a prudential supervision system that is inclusive and innovative, support and guide power grid enterprises, new energy vehicle production, battery manufacturing and operation, transportation, real estate, property and other related fields to establish investment, construction and operation companies in accordance with market-oriented methods, encourage innovative ways to carry out various types of business cooperation, and improve the operational efficiency of charging and replacing businesses.

The National Development and Reform Commission and the Ministry of Commerce also said that the sale of prescription drugs on the Internet will be carried out on a pilot basis in Shenzhen. Establish a Shenzhen electronic prescription center (to provide third-party information services for prescription drug sales agencies), for prescription drugs listed and sold in China, in addition to the drugs that the state explicitly prohibits on the Internet, others are allowed to rely on electronic prescription centers for Internet sales, and no further approval is given. Shenzhen Electronic Prescription Center connects with Internet Hospital, Shenzhen Medical Institution Prescription System, various prescription drug sales platforms, Guangdong Province National Medical Insurance Information Platform, payment and settlement institutions, and commercial insurance institutions to realize the unified aggregation of prescription-related information and the "One Netcom Office" for prescription drug purchase, information security certification, medical insurance settlement and other matters, and explore the use of digital yuan for transaction settlement.

The "Opinions" proposes to relax the restrictions on market access for medicines and medical devices, and allow the acceptance of medical device registration inspection reports issued by the CNCA and third-party inspection agencies recognized by the State Food and Drug Administration. Focus on clinical evaluation in the fields of urgent clinical need, rare disease treatment, AI medical algorithms, precision medicine, and traditional Chinese medicine, further accelerate the process of launching new products, and timely discover and control the risks of use of listed products.
