In terms of piloting the sale of Prescription Drugs on the Internet, the Measures propose: establish a Shenzhen Electronic Prescription Center (providing third-party information services for prescription drug sales agencies), and for prescription drugs sold in China, except for drugs that are explicitly prohibited by the state on the Internet, others are allowed to rely on electronic prescription centers for Internet sales, and will not be separately approved.
Shenzhen Electronic Prescription Center connects with Internet Hospital, Shenzhen Medical Institution Prescription System, various prescription drug sales platforms, Guangdong Province National Medical Insurance Information Platform, payment and settlement institutions, and commercial insurance institutions to realize the unified aggregation of prescription-related information and the "One Netcom Office" for prescription drug purchase, information security certification, medical insurance settlement and other matters, and explore the use of digital yuan for transaction settlement.
Shenzhen Electronic Prescription Center and relevant departments of Shenzhen Municipality should formulate detailed work plans, strengthen the management of high-risk drugs, and implement relevant entities such as network security, information security, and personal information protection. The use of blockchain and quantum information technology to achieve online and offline linkage supervision, drug flow traceability, and data security storage.

The "Measures" cover six major areas such as science and technology, finance, medical care, education and culture, transportation and others, including 24 specific measures. In the medical field, a total of four special measures have been proposed, including relaxing market access restrictions for medicines and medical devices, piloting the sale of prescription drugs on the Internet, optimizing the approval and access services for human genetic resources, and relaxing the qualifications and business access restrictions of medical institutions.
At present, new products and new technologies in the field of medicine and health in Shenzhen continue to emerge, and 40 innovative drugs have entered the clinical trial stage; the output value of the medical device field in 2021 is nearly 100 billion, accounting for about one-tenth of the country.
At the press conference held on the 26th, Guo Ziping, secretary of the party group and director of the Shenzhen Municipal Development and Reform Commission, believed that these four measures brought new opportunities for Shenzhen to develop the biomedical industry, improve the ability of drug clinical trials, and strengthen the medical service system.
Guo Ziping introduced that Shenzhen will carry out work from four aspects: supporting the development of third-party medical device inspection institutions, promoting the application of real-world data, carrying out Internet prescription drug sales, and relaxing the qualifications and business access restrictions of medical institutions to promote the innovative development of institutional mechanisms in the field of medical and health.
Guo Ziping introduced that in the sales of prescription drugs on the Internet, Shenzhen will establish an electronic prescription information sharing platform, strengthen the supervision of the prescription circulation process, ensure the authenticity and traceability of prescriptions, and realize the availability of patient prescriptions; at the same time, docking the Hainan Electronic Prescription Center to jointly explore the establishment of an information interconnection and mutual recognition mechanism.

This is another Internet prescription drug sales pilot proposed by the National Development Commission after the pilot project of online sales of prescription drugs in Hainan Free Trade Port.
In April 2021, the National Development and Reform Commission and the Ministry of Commerce issued the Opinions on Several Special Measures to Support the Construction of Hainan Free Trade Port and Relax Market Access, supporting the sale of prescription drugs on the Internet, including the establishment of the Hainan Electronic Prescription Center (providing third-party information services for prescription drug sales institutions) in the Boao Lecheng International Medical Tourism Pilot Zone. All are allowed to rely on electronic prescription centers for Internet sales, and no further approvals are allowed.
For the positioning and function of the electronic prescription center, the description in the two "Measures" of Shenzhen and Hainan is basically the same, and the electronic prescription center will dock with Internet hospitals, local medical institutions, prescription drug sales platforms, medical insurance information platforms, payment and settlement institutions, and commercial insurance institutions to achieve the unified aggregation of prescription related information and the purchase of prescription drugs, information security certification, medical insurance settlement and other matters ..
The difference is that Shenzhen's Measures additionally propose to "explore the use of digital yuan for transaction settlement".
