Building a Digital Governance Ecology with Systems Thinking: A Visit to Meng Tianguang, Vice Dean of the School of Social Sciences at Tsinghua University

On the new journey, how to further deepen the digital reform? This reporter interviewed Meng Tianguang, deputy dean of the School of Social Sciences of Tsinghua University.

In Meng Tianguang's view, a series of pioneering practices in Zhejiang's digital reform are not only to break new ground for the modernization of the provincial governance system and governance capabilities, but also to explore the law of building a digital civilization for human society. Looking back on the process of digital reform in Zhejiang, he believes that under the impetus of systematic thinking, digital reform has entered the middle stage from the early stage, that is, to build a digital governance ecology of "mass governance, co-governance and intelligent governance" with systematic thinking to achieve balanced and coordinated development of digital Zhejiang.

First of all, building a digital governance ecology is the meaning of deepening digital reform. The digital governance ecology is to understand the digital transformation of human society with systematic thinking, emphasizing the systematization of the governance system, the inclusiveness of governance subjects, and the sharing of governance resources. The traditional governance system has the characteristics of "prescriptiveness, certainty and stability", but it cannot meet the governance needs of the digital age. Therefore, how to build a "systematic, integrated, and collaborative" governance system framework is the key to realizing the modernization of the governance system and governance capabilities with digital reform. In recent years, Zhejiang's digital reform has spawned new momentum for development and stimulated social vitality. On the one hand, digital technology empowers the government to achieve "systematic, holistic and collaborative" digital transformation with a blade inward; on the other hand, the digital governance ecology composed of multiple types of governance resources and multiple governance subjects has gradually taken shape, promoting the deepening of digital reform.

Second, to build a digital governance ecosystem, we must make good use of new governance resources. In the digital age, data has become a key governance resource, mainly including data, algorithms, computing power, and rich intelligent solutions. Algorithms and computing power are the technical foundation of the digital governance ecology by absorbing, integrating and refining massive data, and assisting people to make scientific judgments and accurate decisions in various scenarios. In the face of the growing complexity of data and computing complexity, the construction of a digital governance ecosystem requires strengthening the research of core technologies such as deep learning and secure computing, and accelerating the development of the digital economy and the construction of digital government. Intelligent solutions are the product of complex governance scenarios and another key to building a digital governance ecosystem. The formation of intelligent solutions depends on the synergy between the government and technology enterprises, the technology community and society, so it is necessary to further strengthen the collaboration in various fields to build a digital governance ecosystem.

Third, to build a digital governance ecosystem, it is necessary to bring together multiple governance subjects. Building a digital governance ecosystem requires bringing together multiple governance subjects in the digital age to achieve coordinated governance between government, enterprises, and society. In the digital age, because emerging governance resources are produced or held by different governance entities, they lack the subjective consciousness of spontaneous coordination. Therefore, it is necessary for the government to take the lead in building an inclusive digital governance ecology and promote equal collaboration among all subjects; scientific and technological communities and scientific and technological enterprises need to overcome technical difficulties and provide data, algorithms and computing power support for the construction of digital governance ecology; professional institutions, social organizations and the people are the root cause of the lasting innovation vitality of the digital ecology, and the media is the necessary knowledge dissemination and social supervision force.
