In 2021, a total of 232 car recalls were carried out in China, involving 8.73 million vehicle models

On January 20, the State Administration for Market Regulation held a special press conference on the theme of "Strengthening Product Recall Supervision and Protecting the Legitimate Rights and Interests of Consumers". In 2021, the mainland implemented a total of 232 car recalls, involving 8.73 million vehicles, an increase of 29% year-on-year.

From the perspective of the structure of automobile recall parts, 84% of the total number of recalls due to defects in engines and electronic and electrical components. From the perspective of defect recall reasons, those recalled due to manufacturing reasons accounted for 15% of the total recalled quantity; those recalled due to design reasons accounted for 85% of the total recalled quantity.

By the end of 2021, a total of 91.3 million vehicles have been recalled in China, and the problems are mainly concentrated in electronic appliances, engines and other assemblies.

With the rapid development of intelligent networked vehicles and the application of OTA technology, OTA has gradually become an important means of vehicle safety improvement and service in the automotive aftermarket, OTA upgrade is not exclusive to intelligent electric vehicles, and the field of traditional fuel vehicles is also constantly developing; OTA upgrades mainly involve entertainment systems, vehicle systems and information and data systems, accounting for 86% of the vehicles involved.

In terms of recalls, in 2021, there were 10 OTA recalls involving 2.92 million defective vehicles. Enterprises through remote upgrade OTA to improve and optimize some of the functions or performance of the sold vehicles, save time, reduce costs, most of the OTA recalls in 3 months to complete 90%, car recall completion rate significantly increased. It should be noted that the remote upgrade of automobile safety is an important part of the car recall, which should be strictly implemented and supervised in accordance with the automobile recall regulations. The State Administration for Market Regulation encourages enterprises to implement recalls in the form of OTAs, but enterprises, whether using OTAs as recall measures or technical service activities, must fulfill statutory obligations such as filing and can better protect public safety and consumer rights and interests.

In the next step, the State Administration for Market Regulation will actively promote the vehicle safety information sharing mechanism, accelerate the development of key standards such as the "Implementation Requirements for the Recall of Automotive Products Based on Remote Upgrade Technology", promote the intelligent and connected car OTA big data cloud platform and corresponding test and analysis capacity building, provide effective technical support and platform foundation for regulatory policy formulation, and jointly promote the high-quality development and safe operation of new automotive technologies and new products.
