1. Strict closed-loop management of entry personnel

Personnel returning from abroad and arriving in Yakeshi City after the centralized quarantine is lifted in the entry point city shall implement the control measures of "7 days of centralized isolation + 7 days of home isolation + 5 nucleic acid tests", and the isolation period is calculated from the time of leaving the entry point city. Personnel who have been in the country for 28 days before arriving in Yakeshi City can move in an orderly manner under the premise of personal protection.

2. Strictly control the movement of personnel across risk areas

1.Within 14 days, personnel arriving in Yakeshi City from Jinnan District, Xiqing District, where medium- and high-risk areas in Tianjin are located, and Anyang City, Xuchang City, Zhengzhou City, where medium- and high-risk areas in Henan Province are located (dynamically adjusted according to the development of the epidemic situation) will all implement the control measures of "14 days of centralized isolation + 5 nucleic acid tests". Personnel arriving from Tianjin City and other low-risk areas in Henan Province must hold a negative nucleic acid test certificate within 48 hours, implement the control measures of 14 days of home health monitoring, during the period of home health monitoring, do not go out unless necessary, and conduct a nucleic acid test on the 2nd, 7th, and 14th days; if they cannot provide a negative nucleic acid test certificate, they must be isolated and tested for nucleic acid at the first time, and the test results are issued within 24 hours, and if the results are negative, the control measures for 14 days of home health monitoring are implemented. Nucleic acid tests are performed once every 14 days.

2. Implement the control measures of "14 days of centralized isolation + 5 nucleic acid tests" for personnel arriving in Yakeshi City from the flag counties (cities, districts) where other high-risk areas in the country are located; implement the control measures of "14 days of home isolation + 5 nucleic acid tests" for personnel arriving in Yakeshi City from the flag counties (cities, districts) where other medium-risk areas in the country are located.

3. In addition to the above-mentioned areas, those who arrive and return to our city from low-risk areas outside Hulunbuir City need to report to their communities (villages) and units in advance, and hold a negative nucleic acid test certificate within 48 hours, implement 7 days of home health monitoring, and conduct a nucleic acid test on the 2nd and 7th days. If a negative nucleic acid test certificate cannot be provided, it must be isolated and nucleic acid tested at the first time, and the nucleic acid test result must be issued within 24 hours, and if the result is negative, 7 days of home health monitoring shall be carried out, and a nucleic acid test shall be carried out on the 2nd and 7th day.

The isolation period of the above quarantined personnel is calculated from the date of leaving the epidemic-related areas; home health monitoring personnel, during the home health monitoring period, insist on not going out non-essentially, not gathering, not going in and out of crowded places, and if they really need to go out, they must strictly do a good job of personal protection.

Third, strengthen border bayonet control

From now on, the G10 High-speed Yakeshi River Toll Station and the Yakeshi South Toll Station will be temporarily closed (the exit is normal), and will resume traffic in due course after the domestic covid-19 epidemic situation stabilizes. Set up temporary checkpoints on the epidemic prevention and control highway at the Yakeshi West Toll Station, and carry out epidemic prevention work such as scanning codes, measuring temperature, and checking nucleic acid test reports for personnel and vehicles entering Yakeshi City through highways outside Hulunbuir City. All personnel and vehicles outside the territory of Hulunbuir City who enter Yakeshi City by highway can enter only after passing the inspection of the epidemic prevention and control highway bayonet, and those who have not passed the highway bayonet inspection are deemed to have evaded the epidemic prevention and control inspection.

Fourth, strengthen the inspection and registration of freight and passenger transport

1. In accordance with the relevant spirit of the "Notice on the Issuance of the Special Class for the Prevention and Control of the Novel Coronavirus Pneumonia Epidemic of Imported Non-cold Chain Items in <进口非冷链物品疫情防控工作方案>Hulunbuir City" and the "Notice on printing and distributing the Epidemic Prevention and Control Plan for Imported Cold Chain Food during the New Year's Day and Spring Festival in Hulunbuir City", continue to suspend the import of non-cold chain goods and imported cold chain food from various domestic ports into our city, and illegally operate, store and sell imported non-cold chain goods and imported cold chain food during the control period, Once discovered, the goods involved will be centrally preserved and severely investigated and punished according to law.

2. All non-cold chain commodities and postal and express delivery transport vehicles entering our city must hold the killing certificate provided by the place of departure, the nucleic acid test certificate of personnel and goods within 48 hours, and after passing the inspection of the city's border bayonet staff, the non-cold chain goods and postal and express delivery market entities will go to the border bayonet to hand over, and the whole process of personnel can enter the urban area after the implementation of closed management. After the goods are loaded and unloaded, they will be escorted by the main unit until they are sent out of Yakeshi City. All non-cold chain transport vehicles must take the initiative to report to the Industry and Information Technology Department 24 hours before arrival. Those who have not passed the inspection of the border bayonet inspection personnel are regarded as evading the epidemic prevention and control inspection, and once discovered, they will be dealt with severely.

Postal services, each courier company sorting center, service station, express delivery station, etc., after receiving the courier, must be the first time to kill one by one, after the completion of the killing can be distributed. All postal and express industry employees should carry out vaccination and nucleic acid testing in accordance with regulations, so that they should be received and inspected.

3. The city's logistics and freight stations should implement the main responsibility for epidemic prevention and control, and strictly follow the "Guidelines for the Prevention and Control of the New Crown Pneumonia Epidemic on Road Freight Vehicles, Employees and Depots (Third Edition)" issued by the Ministry of Transport and the requirements of the industry authorities and territorial epidemic prevention and control work. Implement a system of reporting goods to the transportation department 24 hours before arrival. For logistics transport vehicles that originate or pass through medium and high-risk areas and low-risk areas without nucleic acid negative certificates, after checking and pasting the seal at the bayonet, the logistics and cargo station enterprises will arrange special personnel to dock at the bayonet, implement full control over the vehicle, and kill the vehicle at the bayonet, keep the vehicle seal intact, escort the vehicle to the unloading site, standardize the killing and unloading of the goods, immediately escort the vehicle out of the traffic bayonet, and do not allow the driver and passenger to leave the vehicle or get off the car to communicate and contact with others. 4. When the long-distance passenger shuttle passes through the highway epidemic prevention and control bayonet, after the bayonet is sealed, it is unified to the long-distance passenger station for inspection, and each long-distance passenger shuttle bus is strictly prohibited from getting on and off the vehicle on the way to the long-distance passenger station.
