The Headquarters of the Leading Group for the Prevention and Control of the Novel Coronavirus Pneumonia Epidemic in Guilin City, Guangxi Province, issued a notice on February 9, in order to do a solid job in the current epidemic prevention and control work in Guilin City, resolutely curb the spread of the epidemic, and effectively protect the life safety and physical health of the people, the relevant matters are hereby urgently announced as follows:

I. Strengthen proactive reporting and health management

(1) Persons coming to (returning) to Guilin from the streets of the county (city, district) or municipality directly under the central government where the medium and high-risk areas are located in the past 14 days, or have a history of living in the urban areas of the districted cities or municipalities directly under the central government where the local epidemic occurred, must report to the destination community (village, tun) 24 hours in advance, and report to the destination community (village, tun) within 12 hours after arriving in Guilin.

(2) Persons with a history of living in Baise City since January 27; persons with a health code of "red code" or "yellow code"; and persons who have intersected with confirmed cases of new crown pneumonia or asymptomatic infected persons in the same transportation or activity trajectory, please take the initiative to report to the community (village, tun) and unit as soon as possible.

The above two types of personnel cooperate with epidemic prevention and control measures such as nucleic acid testing, medical observation or health monitoring in accordance with the provisions of the Notice on Doing a Good Job in Epidemic Prevention and Control During the Spring Festival (Guixin Coronavirus Prevention And Guidance Office [2022] No. 16) and other provisions of the Guangxi Epidemic Prevention and Control Headquarters Office.

(3) Persons with a history of living in other counties (cities, districts) of the districted city (cities, districts) or other streets in the urban areas directly under the Central Government where medium- and high-risk areas are located shall immediately arrange to carry out a nucleic acid test, and carry out another nucleic acid test after 3 days.

Those who deliberately conceal their itinerary, refuse to accept nucleic acid testing, and do not cooperate with prevention and control must bear the expenses incurred during the isolation period, and those who cause the spread of the epidemic will be held accountable according to law.

2. Health management measures for personnel coming to (returning) to Guilin in Baise City since January 27

(1) People from Debao County, Baise City who come (return) to Guilin

1. Arrive in Guilin less than 7 days. 14 days of centralized isolation medical observation + 5 nucleic acid tests (days 1, 2, 4, 7, 14), 7 days of home health monitoring + 3 nucleic acid tests (days 2, 4, 7) after the end of centralized isolation medical observation.

2. Arrive in Guilin for more than 7 days but less than 14 days. Seven days of centralized isolation medical observation + 3 nucleic acid tests (days 1, 2, 7) are implemented, and 7 days of home health monitoring + 3 nucleic acid tests (days 2, 4 and 7) are carried out after the end of centralized isolation medical observation.

3. Arrived in Guilin for more than 14 days and less than 21 days. 7 days of home isolation + 2 nucleic acid tests (days 1 and 7).

(2) People from other counties (cities, districts) in Baise City who have reported cases to (return) to Guilin

1. Arrive in Guilin less than 7 days. Seven days of centralized isolation medical observation + 3 nucleic acid tests (days 1, 2, 7) are implemented, and 7 days of home health monitoring + 2 nucleic acid tests (days 2 and 7) are carried out after the end of centralized isolation medical observation.

2. Arrive in Guilin for more than 7 days but less than 14 days. Seven days of home isolation + 3 nucleic acid tests (days 1, 2, 7) are implemented, and 7 days of self-health monitoring + 2 nucleic acid tests (days 2 and 7) are carried out after home isolation is completed.

3. Arrived in Guilin for more than 14 days and less than 21 days. Home health monitoring + 2 nucleic acid tests (days 1 and 7) are carried out.

(3) Baise City no case report counties (cities, districts) to (return) to Guilin personnel

Third, reduce regional flows

All counties (cities, districts), townships (streets), and grid responsible units should increase publicity efforts, do not go out non-essentially, do not gather non-essentially, and do not go to medium- and high-risk areas and the counties (cities, districts) where the relevant local cases are located. All temporary checkpoints on roads should strengthen the screening of vehicles and personnel in the direction of Baise and Guangdong, and all vehicles and personnel from Baise City who came to the city to return to the market should be persuaded to return in principle.

IV. Strengthen prevention and control measures

Adhere to the principle of "postponing happy events, simplifying funerals, and not handling banquets", and strictly implementing prevention and control measures related to various gathering activities. All enterprises resuming work and production after the holiday must strictly implement the requirements for epidemic prevention and control, and carry out nucleic acid testing for all employees before resuming work and production. For employees from medium- and high-risk areas or provinces (autonomous regions and cities) that have a local epidemic situation in the past 14 days, they must strictly implement the prevention and control measures required by their superiors before they can take up their posts.

V. Strictly manage key venues

Travel agencies, scenic spots, and scenic spots in the city have temporarily suspended receiving tourists or groups from medium- and high-risk areas or provinces (autonomous regions, cities) that have a local epidemic situation in the past 14 days. The city's party and government organs, enterprises and institutions, all kinds of traffic stations, supermarkets, farmers' markets, hotels and guesthouses, catering services and other public places with dense personnel strictly implement the two-code joint inspection, temperature measurement, "one-meter line", ventilation and disinfection and other epidemic prevention and control measures. Special institutions such as old-age service institutions and supervision places implement fully enclosed management.

VI. Implement personal protection

When entering and leaving public places and taking public transportation, it is necessary to wear masks throughout the whole process, actively cooperate with epidemic prevention and control measures such as body temperature detection, health code and itinerary code inspection, and adhere to good habits such as frequent hand washing, more ventilation, no gathering, meal sharing system, use of public chopsticks, and one-meter social distancing.

7. Voluntary vaccination

Vaccination is still the most effective means to prevent the new crown virus, please meet the conditions for vaccination residents, consciously take the initiative to complete the whole process of vaccination of the new crown virus vaccine. Residents who have been vaccinated for 6 months will take the initiative to vaccinate "reinforcing needles" as soon as possible to protect themselves and their families and jointly build a national immunization barrier.
