Since 2021, in accordance with the relevant laws and policies of the state, Ningdu County has repeatedly urged ningdu people stranded in northern Myanmar to return to China as soon as possible, and the vast majority of people stranded in northern Myanmar have returned to China, but there are still a small number of people who do not repent, are obsessed, refuse to return to China, and are suspected of illegal crimes such as sneaking across the national (border) border in northern Myanmar. In order to crack down on cross-border illegal and criminal acts in accordance with the law, in accordance with the provisions of the Criminal Law of the People's Republic of China, the Criminal Procedure Law of the People's Republic of China, the Law of the People's Republic of China on Public Security Administration Penalties, and other laws and regulations, the following circular is hereby issued on the relevant matters urging personnel of Ningdu nationality who are illegally stranded in northern Myanmar to surrender themselves:

1. As of the date of the issuance of this Circular, persons of Ningdu nationality illegally stranded in northern Myanmar must enter and return to China before March 15, 2022, and take the initiative to contact the village (community), town (street) or police station where their household registration is located 3 days before returning to China to report, and if they take the initiative to return to China and report in advance, they may be given a mitigated or mitigated punishment in accordance with law; if the circumstances are minor and the harm is not great, they will not be punished as a crime.

2. All those of Ningdu nationality who have not entered the country before March 15, 2022 and are illegally stranded in the northern region of Myanmar shall be strictly investigated for criminal or administrative responsibility for sneaking across the national (border) border. He also investigated criminal responsibility for organizing and hiring ningdu people to illegally stay in the northern region of Myanmar (including mine bosses) for organizing and organizing others to sneak across the national (border) border.

3. All those who have not entered the country before March 15, 2022 and have returned to China illegally stranded in northern Myanmar, will be strictly charged with telecommunications network fraud and gambling according to relevant clues.

Fourth, for those who refuse to cooperate or do not return within the time limit, the public security organs will work with relevant departments to punish those who refuse to cooperate or return within the time limit, and the relevant departments will punish them in accordance with relevant notices and regulations, suspending all bank cards, mobile phone cards, WeChat, Alipay third-party payment business under their names, and other punitive measures, which will affect personal credit information, children's further education and employment, and the approval of land for building houses.

V. For those who are still missing before March 15, 2022 and have not been contacted, the public security organs will work with relevant departments to request the cancellation of the household registration of the missing person in accordance with the procedures in accordance with the law. After the household registration is cancelled, it will affect the screening of their nationality, resulting in the inability to return to their home countries in the future.

This Circular shall take effect from the date of promulgation.
