On January 23, 2022, volunteers from the 170 Wetland Protection Group of the China Green Development Council braved the severe cold to come to the Hulan River Basin in Suihua City for patrol.

When the volunteers of the patrol team came to the Hulan River section of Qing'an County, they found more than a dozen vehicles parked on the snow on the ice surface of the Hulan River, and many fishermen were digging ice to catch fish, and most of them used the barrage nets and window screens and other nets that were prohibited by the national Fisheries Law.

The volunteers contacted the Qing'an County Agricultural Law Enforcement Brigade at the first time, but they did not connect. Unexpectedly, however, the fishermen immediately dialed the law enforcement brigade.

Without the assistance of the law enforcement brigade, the volunteers of the patrol group patiently publicized the relevant laws of national ecological protection to the fishermen, explained the importance of the winter ban on fish resources, mobilized the fishermen to remove illegal nets, and did their best to reduce the impact of illegal fishing on the ecology of the Hulan River Basin in winter.

However, some fishermen asked the patrol volunteers what rights they had to let them dismantle the nets, and declared that there were contractors in all sections of the Lan River, there were legal procedures, and they could also fish in winter!

What's more, some fishermen found a fisherman who claimed to be a fishery official, Zhang Mouguo, acted as a protective umbrella, and transferred more than a dozen vehicles to surround the patrol group's vehicles, and organized more than 20 volunteers to besiege the scene patrol, which was very arrogant!

Located in the central part of Heilongjiang Province, the Hulan River is a first-class tributary of the Songhua River, with a total length of 523 kilometers and a basin area of 31,000 square kilometers, which joins the Songhua River in the Hulan District of Harbin City. What puzzles the volunteers is: as a natural river that crosses the river basin, can the section of the Hulan River be publicly leased? Have the relevant departments strictly implemented the national Fisheries Law? Is it the responsibility of the local agricultural law enforcement brigade to rent out the river section or to crack down on illegal nets according to law?

It is hoped that the relevant departments will strengthen supervision, effectively implement the relevant provisions of the National Fisheries Law on prohibiting illegal nets and fishing periods, and protect the aquatic resources of the Hulan River and Songhua River basins.
