In November 2021, the police of the Internet Security Brigade of the Yong'an Municipal Public Security Bureau found in their daily network inspection work that some people were suspected of illegally unblocking WeChat and QQ accounts and selling a large number of overseas bank cards to facilitate and profit from overseas personnel engaged in online gambling, fraud and other illegal crimes. After more than half a month of continuous investigation and judgment, the cyber security police successfully locked the real identity and activity dens of the criminal suspects. After investigation, since 2020, criminal suspect Liu Mou has docked with overseas personnel, solicited a large number of "unblockings", established WeChat groups to issue unblocking tasks, and provided unblocking assistance when he knew that other people's WeChat accounts were blocked due to the implementation of criminal activities such as network fraud. At the same time, Liu also provided a large number of overseas cards for overseas personnel, real-name registration of Facebook, Whatsapp and other software, providing convenience for overseas personnel to commit crimes, and illegally profiting hundreds of thousands of yuan.

Whoever commits the acts mentioned in the preceding two paragraphs and at the same time constitutes other crimes shall be convicted and punished in accordance with the provisions on heavier punishments.
