In order to resolutely implement the decision-making and deployment of the central, provincial and municipal governments, strictly prevent the import of the epidemic situation abroad, resolutely curb the illegal departure of Xixiu personnel to engage in new types of illegal and criminal activities in telecommunications networks and other illegal and criminal activities, and effectively safeguard the safety of the lives, health, and property of the people in the whole region, in accordance with the relevant laws and regulations, the following urgent notice is hereby issued on the planned overseas or border work matters:

I. Claiming that high-paid migrant workers induce illegal departures to go to Myanmar, Cambodia, the United Arab Emirates, the Philippines, Thailand, Laos, Malaysia, Turkey, Indonesia and other nine countries are mostly forced to engage in illegal and criminal activities such as telecommunications fraud, online gambling, prostitution, drug trafficking, etc. Without high salaries abroad, if they cannot complete the relevant "business", they will face cruel means such as beatings, water prisons, and chopping hands, and use this to extort huge amounts of money from their relatives at home. Please be vigilant and consciously resist, and participate in illegal crimes will be severely cracked down.

2. Xixiu nationals are not allowed to travel to Dehong Prefecture, Lincang City, Pu'er City, Xishuangbanna Prefecture, Chongzuo City, Guangxi Province, and other border areas bordering Myanmar, Laos, Thailand, Vietnam, and other countries in Yunnan Province. If there is an emergency and it is necessary to go, it is necessary to provide corresponding certification materials such as official dispatch documents, business licenses, local real estate certificates (purchase contracts), local lease contracts, valid labor contracts, etc., and report to the party committee and government of the place of household registration and the police station at least 3 days in advance. Where they are registered and intercepted by the border public security organs or the state immigration administration departments for failing to report in advance or going without permission, and are suspected of violating the law or committing crimes, the public security organs will severely crack down on them in accordance with law.

3. Xixiu nationals are not allowed to travel to nine countries, including Myanmar, Cambodia, the United Arab Emirates, the Philippines, Thailand, Laos, Malaysia, Turkey, and Indonesia, unless necessary. If there is an emergency and it is really necessary to go, it should be reported to the party committee and government of the place of household registration and the police station at least 3 days in advance, and provide corresponding supporting materials such as business licenses, valid labor contracts, and official dispatch documents, and can only go to the above countries after review and approval. Those who fail to report or approve in advance, and are notified, intercepted, or persuaded to return by the relevant departments at the higher level, will be severely punished in accordance with law.

4. Xixiu nationals currently stranded in Nine countries, including Myanmar, Cambodia, the United Arab Emirates, the Philippines, Thailand, Laos, Malaysia, Turkey, and Indonesia, without legitimate reasons, should immediately contact the party committee or government or police station of the place of household registration and set off to return home. Those with legitimate reasons should immediately take the initiative to contact the party committee or government or police station of the place of household registration, and provide corresponding supporting materials such as business licenses, valid labor contracts, and official dispatch documents for filing.

5. Whoever organizes, transports, or participates in the illegal crossing of the national (border) border shall be severely punished in accordance with law. Persons who are currently carrying out or premeditated illegal exits should take the initiative to stop, return immediately, and promptly contact the police station of their place of household registration through their families; those who truthfully confess their illegal acts may be given a lenient, mitigated, or exempted punishment in accordance with law.

Vi. Encourage the broad masses of the people to actively report clues related to illegal entry-exit, staying abroad to engage in telecommunications network fraud, online gambling, and other illegal and criminal activities, and the public security organs will strictly keep informant information confidential; those who threaten or retaliate against whistleblowers are punished in accordance with law, and where a crime is constituted, criminal responsibility is pursued in accordance with law.
