How to achieve the effective connection between consolidating and expanding the achievements in poverty alleviation and rural revitalization? At the Fifth Session of the Twelfth CPPCC Provincial Committee this year, Zhang Huifang, a member of the Provincial Committee of the Chinese People's Political Consultative Conference and vice president of the School of Marxism at Bozhou University, put forward a "proposal on promoting rural revitalization."

Zhang Huifang said that in the more than three years since the implementation of the rural revitalization strategy, the top-level design of rural revitalization has been continuously strengthened, the "four beams and eight pillars" of the rural revitalization institutional framework and policy system have been built, and various localities have established a leadership mechanism for the implementation of the rural revitalization strategy, conscientiously implemented the rural revitalization decision-making and deployment of the central and provincial party committees around the rural revitalization work, and actively planned to promote the rural revitalization work and made positive progress. How to consolidate and expand the results of poverty alleviation and rural revitalization has become a topic that we must think deeply about and focus on solving at present.

Zhang Huifang suggested that it is necessary to enhance ideological understanding, accurately grasp the historical shift in the focus of the "three rural areas" work from poverty alleviation to comprehensively promoting rural revitalization, resolutely overcome the mentality of waiting and waiting, slacking off, consolidating and expanding the results of poverty alleviation, and promoting rural revitalization in a solid and orderly manner. It is necessary to improve the coordination and promotion work mechanism, and strengthen dispatch notification and assessment and evaluation. Strengthen the strength of agricultural offices at all levels, appropriately increase the number of personnel, and give full play to the role of the general staff department of agricultural offices at all levels in specific coordination, dispatch and advancement. Clarify the departmental functions of the Agricultural Office, the Agricultural and Rural Bureau, and the Rural Revitalization Bureau as soon as possible. Continue to consolidate the responsibilities of all relevant departments and the main responsibilities of party committees and governments at all levels. Build an organizational system and responsibility system that integrates the upper and lower levels and works together to promote rural revitalization.

Zhang Huifang suggested that the endogenous motivation of farmers should be stimulated. Rural revitalization should be "shaped" and even more "cast the soul." Strengthen the ideological and moral construction and public culture construction in rural areas, take the socialist core values as the guide, deeply excavate the ideological concepts, humanistic spirit, and moral norms contained in the excellent traditional farming culture, guide families to attach importance to family training and family rules, inherit good family style, reshape the civilization of rural customs, change the spiritual outlook of peasants, enhance their spirit, eliminate the thinking of "waiting for the need" that exists among peasants, establish the ideology of being industrious and rich, and eating well and being lazy, so as to inject a powerful spiritual engine into rural revitalization.
