The "Measures" stipulate that a one-time project subsidy of 500,000 yuan will be given to the project construction unit identified as a municipal high-skilled talent training base; a one-time project subsidy of 30,000 yuan will be given to the project construction unit identified as a municipal skilled talent master studio project.

It is understood that the high-skilled personnel referred to in the "Measures" are skilled workers with superb skills and exquisite skills, who can carry out creative labor, and make outstanding contributions to society. It mainly includes those who have obtained vocational qualifications or vocational skill levels of senior engineers, technicians and senior technicians. A skill master is a high-skilled talent with top skills, exquisite skills and strong innovation ability and social influence in a certain industry (field).

The "Measures" stipulate that the high-skilled personnel training base and skill master studio are based on the requirements of the declaration conditions, recommended by relevant departments (units) or self-declared, and the Municipal Human Resources and Social Security Bureau organizes experts to review and determine the construction project of the high-skilled talent training base and the construction project of the skill master studio. The implementation cycle of the municipal high-skilled personnel training base and the skill master studio construction project is 2 years. In principle, 5 training bases and 10 studios will be built every year. For the project construction unit identified as the municipal high-skilled talent training base, a one-time project subsidy of 500,000 yuan will be given, and the project construction unit of the municipal skilled talent master studio project will be given a one-time project subsidy of 30,000 yuan, and the subsidy fund will be paid from the employment subsidy fund.

The "Measures" make it clear that the subsidy funds for the construction project of the high-skilled personnel training base are mainly used to support the purchase, transformation and maintenance of the skills training equipment required for the construction of the special specialties (occupations and types of work) of the training of high-skilled personnel, the consumption of raw materials, the employment of guidance teachers, the training of teachers, the improvement of training infrastructure, the development of curriculum and teaching materials, scientific research activities related to teaching activities and other training costs. The subsidy funds for the construction project of the skill master studio are mainly used for the purchase of training supplies, skill exchange and promotion, and the research and development of technical skills innovation. Industry, enterprise or public vocational skills training bases provide necessary working conditions such as office space and training equipment for the studio, and arrange subsidies for skill masters with apprenticeships, subsidies for research (research) projects, and subsidies for daily work expenses.
