People's supervisors found clues, procuratorates followed up supervision Wuhan Jiangxia: cooperate with multiple units to carry out comprehensive improvement and protection of wetland parks

In the first week of work in 2022, Peng Qin, a people's supervisor in Wuhan City, Hubei Province, made a special trip to the Jiangxia District Procuratorate to learn about the situation from the public interest litigation procuratorial department's case-handling cadres and policemen.

On January 30, 2021, a WeChat message attracted the attention of the cadres and policemen of the Jiangxia District Procuratorate: "The water quality pollution of the Zanglong Island National Wetland Park in Jiangxia District, please intervene in the procuratorial organs and urge the relevant departments to perform their regulatory duties!" It was understood that when Peng Qin was walking in the Zanglong Island National Wetland Park, he found that there was a rainwater drain on the south side of the park that continuously flowed out of turbid sewage, and the sediment and silt under the water were black and green, and emitted an unpleasant odor, so he sent a message suggesting that the procuratorate investigate the problem of water pollution.

After receiving the clue, the hospital immediately organized cadres and police officers to carry out investigation and visits. After initiating the procuratorial case-handling procedures for public interest litigation, the court also specially invited three people's supervisors, including Peng Qin, to participate in the procuratorial organs' investigation and collection of evidence on the ground, and briefed the people's supervisors on the situation of the previous visits and investigations, the main causes of water pollution, and the duties that relevant administrative organs should perform, so as to further enhance the transparency of judicial case handling.

On March 30, 2021, the Jiangxia District Procuratorate held the first public hearing on public interest litigation to hear the opinions of people's supervisors on whether to issue procuratorial recommendations and the specific content of the recommendations and the direction of rectification. A month later, the court held another public hearing and invited district people's congress deputies, people's supervisors, administrative organs and relevant personnel to participate in the supervision and handling of environmental pollution administrative public interest litigation cases in Zanglong Island National Wetland Park. At the meeting, the procurator explained the case from the causes of water pollution, the damage to the public interest, and the fact and legal basis for the administrative organs not fully performing their duties in accordance with law. Representatives of the administrative organs involved in the case all said that they would formulate a comprehensive rectification plan in accordance with the requirements of the procuratorial suggestions, jointly enforce the law, effectively do a good job in pollution rectification work, and protect the ecological environment.

After the procuratorial recommendation was issued, the administrative organ invested more than 200,000 yuan in special funds to comprehensively rectify the pollution problem in the park. After the completion of the rectification in October 2021, the court once again invited the people's supervisors to carry out a "review" of the rectification.

It is understood that since 2021, the court has carried out a total of 210 people's supervisor supervision activities with 463 person-times, involving 159 cases, achieving full coverage of the "four major procuratorates", "ten major businesses" and "ten supervision methods".
