The first reason was that Japan had suffered a large number of air raids at that time and was accustomed to air raids. Each air raid destroyed Japanese cities extremely badly and caused many casualties, and although the atomic bomb explosion would deter Japan at that time, it was difficult to scare them into surrendering quickly.
