According to the incomplete statistics of the China Mountaineering Association Mountaineering outdoor sports accident research group, in 2020, a total of 297 mountaineering outdoor sports accidents occurred in China. Among them, there were 217 mountaineering accidents, resulting in 9 deaths, 1 missing and 93 injuries; 57 trekking accidents, resulting in 7 deaths and 11 injuries. ”

Meng Lingyue said that at present, some areas have begun to implement "paid rescue", in August 2019, there were "wild tourists" trapped in the Huangshan Scenic Area to request rescue, and the Huangshan Scenic Area Management Committee charged 3206 yuan for rescue according to relevant regulations. This became the first paid rescue carried out in the Huangshan Scenic Area, but in fact, the cumulative cost of rescue was far more than that.

Meng Lingyue said that the original intention of suggesting the implementation of paid rescue in distress in undeveloped and unopened areas is to ensure the safety of scenic spot resources and the personal safety of tourists, prevent and stop tourists from entering undeveloped and unopened areas without authorization, maintain the normal tour order of scenic spots, enable tourists to obtain timely and effective rescue when in distress, and improve the efficiency of public rescue resource utilization. For wayward tourists, there is a fluke mentality to violate the rules to go to some dangerous mountainous areas. If there is no certain cost of rescue, it may encourage similar behavior. The purpose of the establishment of paid rescue is mainly to educate and warn the "wild tour" enthusiasts. At the same time, scenic spots should also improve public facilities along the way, such as geographic information identification, camera management, key area tips and patrol prevention.

To this end, Meng Lingyue suggested that paid rescue should follow the concept of "life first, safety first", adhere to the principle of first rescue and then recovery, the principle of combining paid rescue and public rescue, and the principle of combining education and warning. However, for tourists who do not comply with the regulations on the tour of tourist scenic spots, and enter the undeveloped and unopened areas without authorization and fall into a state of distress or danger, after the territorial government completes the rescue, the organizers of the tourism activities and the rescued persons shall bear the corresponding rescue costs. Paid rescue expenses include labor services, pre-hospital treatment, transportation, accident insurance, logistics support, and the introduction of third-party rescue forces in the rescue process.

"The organizers of the tourism activities and the rescuees pay for the rescue. If the organizers of tourism activities and the rescued persons have objections to the paid rescue expenses, they may be resolved through consultation or judicial means. If the rescued person refuses to pay the paid rescue fee, the territorial government will include it in the record of uncivilized behavior and recover it according to law. Meng Lingyue said.
