New: 12 points are deducted for fleeing after a traffic accident that causes minor injuries or more or death, and 9 points for fleeing after a traffic accident that causes minor injuries or property damage.
Motor Vehicle Number Plate:
Old: 12 points are deducted for driving on the road without hanging the number plate of a motor vehicle, or deliberately obscuring, defacing, or failing to install the number plate of a motor vehicle in accordance with regulations.
New: 9 points are deducted for driving a motor vehicle on the road without hanging a motor vehicle number plate or deliberately obscuring or defacing the number plate of the motor vehicle; 3 points are deducted for driving on the road if driving a motor vehicle that does not install the number plate of the motor vehicle in accordance with the regulations.
Failure to inspect the vehicle as required:
Old: 3 points are deducted for motor vehicles on the road that do not undergo regular safety technical inspections in accordance with regulations.
New: 3 points are deducted for driving road passenger cars, tourist passenger cars, and dangerous goods transport vehicles that have not carried out safety technical inspections on a regular basis in accordance with regulations; 1 point for other motor vehicles.

When driving a motor vehicle encounters a front motor vehicle parking queue or slow driving, overtaking through the lane or occupying the opposite lane, interspersed with waiting vehicles, 2 points are upgraded to 3 points;
Driving a motor vehicle that interferes with safe driving, such as making or receiving handheld telephones, will be upgraded from 2 points to 3 points.

Driving other motor vehicles other than the above models, driving more than 50% of the prescribed speed on highways or urban expressways, 12 points are counted; driving on highways or urban expressways exceeding the prescribed speed by more than 20% per hour and not reaching 50%, or driving on roads other than highways or urban expressways exceeding the prescribed speed by more than 50% per hour, 6 points are deducted; driving on roads other than highways or urban expressways exceeding the prescribed speed by more than 20% per hour and not reaching 50% are deducted 3 points.
12 points shall be deducted for driving other passenger cars other than school buses, highway passenger cars, and tourist passenger cars that carry more than 100% of the approved number of people; 6 points shall be deducted for driving passenger cars carrying more than 50% of the approved number of passenger cars in 7 seats and not reaching 100%; and 3 points shall be deducted for those who exceed the approved number of passengers by more than 20% but do not reach 50%.
At the same time, the new rules also add relevant provisions on the reduction and exemption of points, and clarify measures such as deducting points from the study of the law and giving warnings and exemptions from scoring for minor violations.
