In order to thoroughly implement the provincial party committee and the provincial government to grasp the investment in the project to promote development and deployment, deepen the implementation of the "thousand technical transformation" and "hundred demonstration" projects, and plan to implement the construction of technological transformation projects, we hereby organize the declaration of the 2022 provincial industrial enterprise key technological transformation project (thousand technical transformation projects) plan. The relevant matters are notified as follows.
First, declare key industries and directions
Focusing on the 12 leading industries in the province, such as steel, high-end equipment manufacturing, petrochemical, new energy, food, information intelligence, biomedicine and health, new materials, etc., 18 key industrial chains such as steel, petrochemical, rail transit equipment, automobiles, agricultural machinery, food, textile and clothing, biomedicine, solar photovoltaics, hydrogen energy, big data, robots, modern communications, new displays, ice and snow equipment, passive houses, etc., highlighting the direction of intelligent, high-end and green transformation. Highlight the strong chain, supplementary chain, and extended chain, and highlight 107 provincial key characteristic industrial clusters.
2. Declaration requirements
(1) According to the construction progress, it is divided into continuation, new construction and planning projects.
Continuation: Projects that have been unified and are not completed by the end of 2021.
Newly started projects: The project has completed the filing (approval), the first half of 2022 can ensure the start of construction, and the annual expected investment can reach more than 20% of the total planned investment.
Planning projects: Projects that are in the project establishment and planning stage, and are expected to start construction in 2022.
(2) The project plans to invest more than 20 million yuan, of which the project with a planned investment of more than 100 million yuan is given priority.
(3) Projects that have been included in the plan of thousands of technical transformation projects in previous years and have not yet been completed must be included in the 2022 thousand technical transformation projects.
(4) Industrial technological transformation projects that have been declared for key provincial construction projects in 2022 must be included in the 2022 thousand technical transformation projects.
3. Declaration method
The declaration method is online. Enterprises log on to the homepage of the website of the Provincial Department of Industry and Information Technology "Comprehensive Management Platform for Industrial and Information Technology Government Services" to declare, and the city, county (city, district) industry and information technology departments are responsible for the preliminary review of the project, and complete the recommendation and report on the platform before January 23. The municipal industry and information technology departments will submit the "Summary Table of Thousand Technical Transformation Projects Reported by ××× City in 2022" with the official seal and submit it to the Provincial Department of Industry and Information Technology (Planning Department).
Fourth, work requirements
All municipal bureaus of industry and information technology should clarify their responsibilities, conduct in-depth field research on enterprises and projects, conscientiously do a good job in project review and selection, and recommend major technological transformation projects with strong leading role and leading and leading role in structural adjustment, especially newly started projects.
