Yu Junxin said that since December 2020, due to the global epidemic, the Earthquake in Japan, North America Blizzard and other events, MCU, analog parts, etc. have always been in short supply, which in turn has led to a reduction in the domestic automotive industry by 3 million to 4 million vehicles. Obviously, the global shortage of automotive chips is caused by many reasons. Among them, the global semiconductor industry is at an inflection point of development, and there is currently explosive growth; the production capacity of automotive chips is growing slowly, which cannot meet the demand for chip growth of electrification and intelligent networking; China's automotive electronic chips are heavily dependent on foreign supply, while unexpected situations such as the spread of the epidemic abroad have aggravated the tension in the global supply chain.

In this case, as a region with both automobile and integrated circuit industry advantages in China, Shanghai has been considering how to make good use of its unique industrial capital and talent advantages to serve the global automobile industry, ensure the stability of the global automobile supply chain, and promote the high-quality development of the domestic automobile industry.

First of all, Shanghai is the leader of the development of the national automobile industry, with a strong industrial foundation, perfect industrial facilities, and vehicle products have formed a development trend of both traditional and new energy wings. At present, SAIC Motor has ranked first in domestic sales for 15 consecutive years, maintaining the leading position in the domestic automobile industry. Tesla is the first wholly foreign-owned new energy vehicle enterprise in China, and the construction and production have set a new speed in Shanghai. At the same time, 12 new car manufacturing forces such as Weilai and Weima, as well as traditional car companies such as Toyota, BMW, Ford and Volvo, have also increased their layout in Shanghai.

In terms of industrial chain, more than 600 major domestic and foreign parts and components enterprises have formed an effective demand for the research and development capabilities of chip integrators. As a result, a number of system integration suppliers such as Huawei and UMC have the ability to develop intelligent cockpits and intelligent driving. In terms of infrastructure, Shanghai has built 500,000 charging piles, ranking first in the country; more than 10 hydrogen refueling stations, accounting for 11% of the country. Such as new energy vehicles, big data platforms, power battery traceability platforms, charging equipment management platforms, etc., Shanghai is leading the country.

Secondly, Shanghai is the most complete city in the national automotive electronics industry chain, with industrial scale integrated circuits exceeding 200 billion yuan in 2020, accounting for 22% of the country. Among them, the design level and ability have reached the world's advanced level, cpu and other core bulk products continue to break through, and make various types of complete machine systems to enhance the core competitiveness, thereby making the manufacturing field, process level, and production capacity scale rank leading in the country. In the field of automotive electronic chips, Huawei has set up a special intelligent vehicle solution department in Shanghai, and is conducting comprehensive research and development in the fields of intelligent computing, intelligent electric, and intelligent networking.

In addition, Shanghai has also formed the most concentrated area for high-end talent resources, with a large number of professional talents such as software integrated circuits, artificial intelligence and 5G. Among them, 5G talents account for 52% of the country, integrated circuit talents account for 40% of the country, artificial intelligence talents account for 34%, and automotive composite high-end talents exceed 150,000 people, accounting for 22% of the country.

At present, in the field of automatic driving, the Economic and Information Commission has formed a promotion strategy of reserve a batch, a batch of development, and a batch of mass production, and at the same time formulated a corresponding organizational guarantee system. Among them, the relevant promotion work is mainly reflected in four aspects.

First, a research and development and industrialization promotion expert group has been set up. The organization set up a scientific research group composed of SAIC, BGI, Huawei, and industry associations, and proposed r&D research plans and control the process of technical research; the second is to build a docking platform for vehicle rules chips, create an industrial ecology, and jointly create an exchange and development platform. Among them, the Upstream and Downstream Docking Exchange Meeting of the Automotive Electronics Industry in the Yangtze River Delta was held in late October, and a manual containing 145 automotive electronic chip products was released; the third was to promote the talent training system and the construction of the School of Microelectronics of Shanghai University and the new discipline of integrated circuits, to explore the development of integrated circuit disciplines and innovative development needs, so as to provide a reserve talent training base for China's automotive electronics chip industry; the fourth was to promote the joint establishment of automotive electronics organizations or institutions by relevant enterprises in Shanghai to shorten the certification cycle and reduce repeated investment.

Facing the future, the Commission of Economy and Information Technology will unswervingly support the electronic automobile industry to become bigger and stronger, build a highland for the automotive electronics industry, and will promote the work from three aspects.

The first is to further improve the industrial chain and promote the development of industrial agglomeration. These include improving the layout of the automotive electronic chip industry, enhancing the ability of industrial coordinated development, and at the same time carrying out the application demonstration of automotive electronic chips, vigorously supporting industry associations, industry alliances and other industry social groups, and increasing the publicity and promotion of automotive electronics; secondly, comprehensively and accurately attracting investment, focusing on cultivating and bringing together key enterprises and major projects, while focusing on gathering and attracting world-class enterprises to contribute Shanghai wisdom to the innovative development of China's and even the global automotive industry; and then strengthening enterprise services and focusing on optimizing the industrial environment. The business environment is not the best, only better, not when it is completed, only when it is carried out. We will increase the opening up of policy innovation and system supply in the fields of science and technology industry and finance, increase the introduction and service guarantee of "two high" talents, and continue to be a "shop small two" with bright eyes, fast response, diligent hands and feet, adequate service, responsiveness, and no disturbance.
