The person in charge of the Department of Basic Education of the Ministry of Education pointed out that to strengthen the construction of the teacher team, it is necessary to solve the problem of teacher allocation and treatment guarantee. To this end, the "Preschool Improvement Plan" proposes a series of policy measures.

In terms of staffing, all localities are required to supplement the teaching staff of public parks in a timely manner, and it is strictly forbidden to "have staff but not make up" and use substitute teachers for a long time. The private park is equipped with sufficient teachers and staff in accordance with the staffing standards.

In terms of treatment, it is required to coordinate the salary income policy and the channels of expenditure, implement the salary guarantee policy for teachers in public parks, and ensure that teachers' salaries are paid in full and in a timely manner, and equal pay for equal work. Services such as childcare, security, and canteens in public parks are included in the scope of government procurement services, and the required funds are arranged from the local financial budget. Private parks should refer to the salary income level of teachers and staff in public parks, and reasonably determine the salary income of corresponding teaching staff.

In terms of security, in view of the problem of poor social security payment channels for kindergarten teachers and staff in some places, it is clear that rural collective kindergartens can be entrusted to kindergartens in township centers, and kindergartens affiliated to primary schools can be entrusted to primary schools. In view of the lack of social security supervision of kindergarten teachers and staff, the relevant competent departments of social security, medical security, taxation and other relevant departments are required to organize inspections of the payment of social security by kindergarten teachers and staff in accordance with laws and regulations, and urge all kinds of kindergartens to pay social insurance and housing provident fund for teachers and staff in full.
