Recently, the Guangzhou Municipal Bureau of Education issued the "Detailed Rules for the Implementation of violations of professional ethics by Kindergarten Teachers in Primary and Secondary Schools in Guangzhou" (hereinafter referred to as the "Detailed Rules"), which provides "zero tolerance" for primary and secondary school kindergarten teachers for passive sabotage, corporal punishment and disguised corporal punishment of students, demand for money and property from students and parents, and part-time teaching in off-campus training institutions. The "Detailed Rules" stipulate that teachers should be dealt with and punished accordingly in accordance with laws and regulations according to the facts, nature and seriousness of the circumstances.

A total of 11 acts are violations of professional ethics

The Detailed Rules make it clear that the violation of professional ethics by kindergarten teachers in primary and secondary schools refers to violations of the Provisions of the Ministry of Education's "Ten Guidelines for the Professional Conduct of Primary and Secondary School Teachers in the New Era", "Ten Guidelines for the Professional Conduct of Kindergarten Teachers in the New Era", "Measures for Handling Violations of Professional Ethics by Primary and Secondary School Teachers (Revised in 2018)", "Measures for Handling Violations of Professional Ethics by Kindergarten Teachers" and other provisions of the Ministry of Education, including:

(1) Words and deeds that undermine the authority of the Party Central Committee or run counter to the Party's line, principles, and policies in education, teaching, and education protection activities, or other occasions.

(2) Violating laws and regulations, harming the national interest or the societal public interest, or violating social order and good customs.

(3) Publishing or forwarding erroneous views through education protection activities, classrooms, forums, lectures, information networks, and other channels, fabricating or deliberately disseminating false or negative information.

(4) Refusing to obey the school's work arrangements without a legitimate reason, or perfunctory teaching or education protection work, dereliction of duty, passive slackness, and inability to complete educational and teaching tasks; or unauthorized engaging in part-time part-time pay that affects the work of education and teaching.

(5) Corporal punishment or covert corporal punishment of students, discrimination or insult to students, abuse or harm of students, improper relations with students, or any form of indecent assault, sexual harassment, or sexual assault.

(6) When encountering emergencies or facing dangers in education, teaching, or education protection activities, disregarding the safety of students, leaving their posts without authorization, and fleeing on their own.

(7) Engaging in favoritism and fraud in the work of enrollment, examination, promotion of excellence, guarantee and performance appraisal, post employment, professional title evaluation, appraisal and appraisal, talent plan and project declaration, teaching and research, and enjoying special subsidies or subsidies given by the government to individuals.

(8) Academic misconduct such as plagiarism, embezzlement of others' academic achievements, falsification or tampering with data and documents, fabrication of facts, and fabrication of false research results.

(9) Soliciting or accepting money and goods from students and parents or participating in banquets, tourism, entertainment and leisure activities paid for by students and parents; or selling books, newspapers, periodicals, and teaching aids to students in violation of regulations.

(10) Organizing or participating in paid make-up classes, participating in the operation of off-campus training institutions, teaching part-time at off-campus training institutions, or introducing students and providing relevant information to off-campus training| institutions and others, or organizing students to participate in for-profit performances, competitions, and other activities.

(11) Other conduct that violates professional ethics, such as borrowing money from parents, students, and other service recipients.

The date of receipt of the clue of violation shall be completed within 20 days

The Detailed Rules make it clear in terms of handling and termination procedures that the school or the competent department of education shall complete the matter within 20 days (working days, including this number, the same below) from the date of receipt of the clue of violation. Where the situation is complicated and cannot be handled within 20 days, it may be extended by 10 days upon approval by the education administrative department at the level above. If the above-mentioned time limit is exceeded, it is overdue feedback. In addition, the school shall store the punishment decision and the dismissal of the punishment in the teacher's personal personnel file and enter it into the national teacher management information system.

The same applies to persons working in educational institutions

"Kindergarten teachers in primary and secondary schools" as used in the Detailed Rules refers to teachers of ordinary primary and secondary schools, kindergartens, secondary vocational schools, special education institutions, children's palaces, teacher development centers, electrochemical education and other institutions in Guangzhou, including kindergarten teachers of private primary and secondary schools. The handling of other personnel working in schools and educational institutions may be carried out with reference to these Rules.
