Arrest the main culprit: open a breakthrough for deep digging and thorough investigation
On January 24, 2021, the Pu'er Border Management Detachment of the Yunnan Entry-Exit Border Inspection Station seized three Chinese nationals who had illegally entered and hidden in the trucks from a large truck from the border area to the hinterland of China, and arrested another 5 illegal entrants along the line.
The Pu'er detachment immediately reported the case and set up a special case team to file and investigate the case, and discovered a major transnational (border) border smuggling criminal gang headed by Zhang Mou, a "snakehead" from abroad. The gang used methods such as hiding trucks, circumventing customs to avoid cards, and transporting them in sections to organize the transport of Chinese nationals out of the country illegally, and smuggled back to China those who were engaged in illegal and criminal activities abroad.
The special case team stepped up efforts to extend the investigation and arrested 34 criminal suspects, including the nod of a certain overseas telecommunications network fraud nest.
Smugglers seized on the front lines of the border
In the process of cracking the "1.24" case, the most difficult thing is to arrest the main criminal Zhang Mou outside the country. The special case team arrested 8 smugglers in advance, and after investigation, the organizer behind the scenes was Zhang Mou. Zhang Mou smuggled himself abroad, became acquainted with lawbreakers, gradually built a criminal network, and organized others to illegally cross the national (border) border.
"Zhang Mou has a criminal record, a strong sense of anti-investigation, overseas remote control command, single line contact, often convert hiding dens, and it is extremely difficult to arrest." This person is of great importance in this case, and if he is not arrested and arrested in time, the whole case will not be able to break through. On February 11, Chinese New Year's Eve night when Wanjia was lit, the special case team found out 2 hiding places of Zhang, immediately activated the international police law enforcement cooperation mechanism, and jointly carried out arrest operations with overseas law enforcement departments, and arrested Zhang on the same day. On February 14, the overseas law enforcement department handed over Zhang to our side. Zhang Mou arrived at the case, opening an important breakthrough for the case to dig deep and thoroughly investigate.
Extended strikes: from 3 to 1292
After digging deep and expanding the line, the police also found a number of criminal clues that hindered the management of the national (border) border, studied and judged thousands of people involved in the case, and mastered a number of criminal gangs with Zhang As the core and mutual collusion at home and abroad. A vast criminal network with a well-organized, well-defined division of labor and complex hierarchies is gradually becoming clear.
In view of the serious and complex circumstances of the case and the wide area involved, the State Immigration Administration decided to list the case as a key listed supervision case, and in conjunction with the Public Security, Criminal Investigation, Network Security and other business bureaus of the Ministry of Public Security, it will consult and judge, and study and deploy the Yunnan Border Inspection General Station and the public security organs of 25 provinces (autonomous regions and municipalities) such as Fujian, Hunan, Guangdong, and Guizhou to verify the clues found in the case.

In the course of the investigation, the police found that the online ride-hailing vehicles of two companies in Kunming, "so-and-so travel" and "so-and-so taxi", transported smuggled people from Kunming to the border, suspected of participating in the crime, and illegally profited from it.
Subsequently, the police and the transportation department jointly launched a joint crackdown operation in 4 border states (cities), seized and detained 3 responsible persons of online ride-hailing companies and 7 online ride-hailing drivers in accordance with the law, and revoked the operating qualifications of these two companies.
By the end of August, the National Immigration Administration had organized and directed the public security organs involved in the case to deploy elite police forces, act in a unified manner in more than 60 prefectures and cities, and concentrate on collecting networks. Up to now, a total of 573 cases have been filed in accordance with the law (including 124 criminal cases and 449 administrative cases), 1292 criminal offenders have been arrested, 593 people have been investigated for criminal responsibility in accordance with the law, 699 people have been given administrative punishments, 38 hiding and transit dens have been destroyed in one fell swoop, 108 vehicles (boats) of transportation vehicles involved in the case have been seized, 26 bank accounts used to organize smuggling crimes, 1.7481 million yuan of funds have been frozen, and 62.13 kilograms of methamphetamine have been seized.

Liu Haitao said: Through cracking this case, we will completely destroy an extraordinarily large criminal network that is entrenched in and active in China's southwest border and the border areas of neighboring countries, colludes with each other to organize and transport Chinese citizens to and from the country illegally, and engages in telecommunications network fraud, cross-border online gambling, drug trafficking, and other illegal crimes, thus cutting off in one fell swoop many channels for cross-border violations and crimes.
Strike hard: Resolutely safeguard the security and stability of the national border
At present, the State Immigration Administration is making all-out efforts to investigate and handle 105 serious and extraordinarily serious cases listed for supervision, severely punish the organizations, commanders, planners, and backbone elements of illegal and criminal smuggling in accordance with the law, resolutely cut off the smuggling channels at home and abroad; deploy and carry out a concentrated pursuit of important criminal suspects who are at large for crimes obstructing the management of the national (border) border, and take a number of gang leaders, behind-the-scenes organizers, transporters, and backbone elements who are at large at home and abroad as targets and carry out concentrated pursuits.
Since September 29, 36 targeted fugitives have been successfully captured, including 11 wanted fugitives of Class A and Class B, 4 fugitives from overseas targets, and 21 target fugitives from within China.
Stowaways caught in the jungle
Since December 2020, when the Ministry of Public Security deployed a special struggle to focus on crimes that obstruct national (border) border management, a total of 14,973 criminal cases of crimes obstructing national (border) border management have been investigated and handled nationwide, a total of 35,777 criminal suspects have been arrested, and 36,921 smugglers have been seized, which are 2.2 times, 2.7 times and 3.3 times that of the same period last year, exceeding the combined crackdowns in 2019 and 2020; a total of 523 criminal gangs have been destroyed and 167 transit dens have been destroyed The means of transportation involved in the case were seized, including 1549 boats (vessels), and 514 intermediary agencies and illegal employment enterprises involved in the case were investigated and punished.
Liu Haitao said that in the next step, the National Immigration Administration will continue to maintain a high-pressure posture of cracking down crimes that hinder the management of national (border) borders, persist in cracking down on crimes with precision and precision, crack down crimes, severely punish lawbreakers, and resolutely safeguard the security and stability of the national border.
Organizing, transporting, leading and accommodating illegal entry and exit personnel, suspected of violating the law and committing crimes, has increased the hidden dangers of epidemic prevention and control under the current situation. Preventing and cracking down on illegal entry and exit activities and resolutely cutting off smuggling channels at home and abroad are important measures to strictly prevent the import of epidemics abroad and maintain a stable and orderly entry and exit order.
