There is a "nosy" old man by the Chaobai River in Shunyi. He is slightly chubby and speaks with a full spirit. When he saw the garbage on the ground, he had to pick it up, and he had to take care of it when he encountered illegal fishing.

"I have witnessed the Chaobai River from abundant water to dry water, and now the clear water is back, and I can't bear that this river has been destroyed by others."

The 81-year-old Li Shutian, the first captain of the "Old Cadre Spark Volunteer Moat" in Shunyi District, has 56 years of party experience and was elected as an outstanding party member in Beijing this year. Under his impetus, the moat team grew from more than 40 people at the beginning of the formation in 2015 to more than 110 people later, with an average age of 67 years old, and patrolled the Chaobai River section about two kilometers between the Fengbo Bridge and the Rainbow Bridge every day. On the banks of the Chaobai River, from li Shutian alone in the past to "take care of things", it has now become a moat group with old party members as the backbone.

I have never left the Chaobai River in my life

Li Shutian, a native of Shunyi, has never left the Chaobai River in his lifetime. When he was a child, he grew up on the riverbank, worked for more than thirty years and became associated with the river, and after retirement, lived in the closest place to the Chaobai River.

In 1965, at the age of 25, Li Shutian came to work at the Liqiao People's Commune in Shunyi County (now Shunyi District) in Beijing, where he became a member of the Communist Party. Li Shutian remembers living in a family in The Village of Depression in Liqiao Commune, which is close to the Chaobai River, and gets up every day with the sound of the water of the Chaobai River.

At that time, the Chaobai River was "the most pristine beauty" in Li Shutian's memory. "The water was quite good, very clear. We were tired, walked from the field to the riverbank, held it up and drank it, and when there was no well, we all went directly to the river to fetch water to eat. ”

As the "granary on the outskirts of Beijing", Shunyi relies on the nourishment of the Chaobai River. "On the banks of the Chaobai River, there are large golden wheat fields and rice paddies, and there are big carp jumping in the river. Whoever steamed golden rice at home, the whole village can smell the fragrance. ”

In the 1970s, in Li Shutian's memory, there was drought and little rain, and in order to rationally use the water of the Chaobai River, after sowing wheat in early October every year, they had to stop the river and then introduce the water into the field for irrigation. "At that time, the Distance of the Chaobai River in our lower reaches was not very long, and if it was not blocked, the water would flow into the sea in vain."

After the work of Liqiao Commune was over, Li Shutian came to Nancai Town and Dasun Gezhuang to work. "Although in different places, I have been working near chaobai river for more than 20 years." After coming to work at the Shunyi County Water Conservancy Bureau (now the Shunyi District Water Bureau), Li Shutian was inseparable from the Chaobai River.

In the 1980s, the Shunyi County Party Committee established an Agricultural Coordination Committee. Li Shutian became one of the committee members, and every day he had to go to the field where he "squatted and packed pieces" to understand the progress of agricultural production.

"Mu Lin, Bei Xiao Ying, Li Ge Zhuang, Zhao Ge Zhuang, Long Wan Tun." Even at the age of 81, Li Shutian can still break his fingers and count the five townships he has been responsible for. "Suzhuang, Guozhuang, Guanzhuang, North and South Zhuangtou..." Along the Chaobai River, every village in that year was also in Li Shutian's heart.

"Can't bear to let this river be destroyed by others"

Li Shutian also remembers the depletion of the Chaobai River.

In the 1990s, Beijing expanded and residents used more water. In 1998, the Chaobai River stopped flowing. The riverbed was deserted and overgrown with weeds, "When it was windy in the spring, the wind rolled up the sand on the riverbed, and the residents on the banks of the river did not dare to open the windows." ”

In 2007 and 2009, Beijing invested heavily in order to "divert temperature into the tide", that is, to divert the water from the Wenyu River to the Chaobai River. In Li Shutian's impression, at the peak of the day, 200,000 cubic meters were transferred into the Chaobai River, when the average cost of water transfer was 1.5 yuan per cubic meter, and 200,000 cubic meters was 300,000 yuan a day.

After about ten years, the clear waters of the Chaobai River have returned. "When I was a child, I lived in a village by the Chaobai River, worked on the riverside, and lived closest to the Chaobai River after retirement." Li Shutian said, "I have witnessed the Chaobai River from abundant water to dry water, and then to the current clear water back. I can't bear the fact that the river that the government has spent so much money to restore has been destroyed by others. ”

Since then, Li Shutian, who has retired, has gone to the Chaobai River every day to "walk the bend" and sees uncivilized behavior and goes forward to dissuade him.

Every time he encounters people who fish illegally, Li Shutian always can't help but discourage, he said over and over again: "The fish in the river are put by the state, each fish is a small purifier, the fish eat the microorganisms in the water, and after eating, they can purify the river water." ”

When encountering those who do not listen to dissuasion, Li Shutian is not discouraged. "The people next to me will also help me to say a fair word, indicating that the moat is supported by more people."

In 2015, Li Shutian was elected as the secretary of the party branch of the retired veteran cadres by the Yulong Three District community where he worked.

"I thought that I had been dealing with Chaobai River for decades, so the influence achieved by one person's moat was definitely not the same as the collective influence." With this idea, on July 15, 2015, Li Shutian set up a veteran cadre Spark Volunteer Moat team in the third district of Yulong.

The moat's name is taken from "Spark of Stars, Can Burn plains". Li Shutian hopes that the river moat team can let more people understand the Chaobai River and participate in the action of protecting the Shunyi Mother River through the "little by little" efforts of a group of old comrades. They selected the section of the Chaobai River about two kilometers from the Fengbo Bridge and the Rainbow Bridge where the yulong third district is located, and set the river patrol to start at 8:00 a.m., and after checking in at the assembly place, one team went south and one team went north.

At the beginning of its establishment, there were more than 40 people in the moat team, and the main job was to take turns on duty to patrol and dissuade uncivilized behavior by the Chaobai River, and later the team gradually grew to more than 110 team members, many of whom brought their husbands or wives to join the moat team, most of which were retired party members.

"Let the children remember the Chaobai River"

Shortly after the establishment of the moat team, Li Shutian suddenly fainted during a security patrol, and the team members on duty found out and quickly notified the neighborhood committee and sent Li Shutian to the hospital for rescue. Fortunately, there was no major problem after the inspection, but Li Shutian's wife no longer agreed to his participation in the moat.

"You've been working in the Water Authority for decades, haven't you done enough?" Ma Chunying counted Down Li Shutian.

"I'm even more panicked at home, you let me and the big guys rejoice in the moat, I'm in a good mood." 」 Li Shutian still persuaded his wife.

Since then, Ma Chunying has developed a habit that when Li Shutian goes out on patrol, she will definitely tell him, "Have you taken the medicine?" Did you take medicine for heart disease? In addition, Ma Chunying would always hand him the vest and water cup that Li Shutian patrolled.

After the formation of the moat team, another problem plagued Li Shutian. "Some of the team members found that they did not know much about the Chaobai River when they were moating the river and chatting with tourists." What contributions the Chaobai River has made to Shunyi in history, and what is the significance of the moat, Li Shutian is eager to tell everyone.

In early 2017, After consulting with Feng Jiang, then the deputy captain of the moat team, Li Shutian decided to write two books on Shunyi and Chaobai River. "Through the stories in the book, let more people understand the Chaobai River and feel the Chaobai culture."

The moat team set up a special writing team and went to the Shunyi Archives, Shunyi Library and other places to consult a large number of historical materials. After investigation, it was found that Chaobai River has a history of more than 3,000 years and has a profound cultural heritage.

In January 2018, the compilation of the "Ancient History of Chaobai River" was completed. In October of the same year, "The Myths and Beautiful Legends of Chaobai River" was also compiled.

As the "reputation" of the moat team grew, many old comrades living in other communities came to ask the current captain Hao Huaming if he could join. Moreover, the environmental awareness of tourists around them has also been significantly improved, and there are many fewer littering, tree destruction, and illegal fishing.

The "Old Cadre Spark Volunteer Moat Team" is an excellent team in the vanguard of veteran party members in Shunyi District, and in 2019, they were rated as the advanced collective of retired cadres in the country. According to the statistics of the community in the three districts of Yulong, since the establishment of the old cadre Spark Volunteer River Guard, more than 2,300 people have been dissuaded from various uncivilized behaviors, including more than 300 people who have been persuaded to leave the water, more than 900 cases of fishing have been discouraged, and more than 2,200 copies of publicity materials have been distributed.

In addition, the river protection team and Shunyi District Yulong Primary School, Nancai Primary School, No. 1 Middle School Attached Primary School, Dongfeng Primary School and other 8 schools to carry out "big hands and small hands" activities, the teacher will lead the students to the Chaobai River to protect the river with the moat, the river moat team will also go to the primary school to preach, communicate with the children.

Li Shutian remembers that when he went to the first middle school to tell the children a story, a group of children surrounded him and asked questions about the east and the west. After the sermon, some children wrote small poems. Looking at the childish words above, Li Shutian felt that the moat complex gradually penetrated into the hearts of the children. "Let the children remember chaobai river, all the efforts are worth it."
