On May 10, the reporter followed the Chongqing Municipal Bureau of Ecology and Environment into the Yongchuan Chashan Bamboo Sea to explore the successful path of the local creation of a municipal-level "Two Mountains" practice and innovation base.
Complete the ecological restoration of 1,005 acres of 60 sites and explore the road of green transformation and development
Located in the north of Yongchuan, the Chashan Zhuhai Area includes Sunjiakou Village, Chashan Zhuhai Street and Zhongshan Road Street, Yongchuan District, with a total area of 104.2 square kilometers.
However, in the past, there were more than 40 large and small mining enterprises here, and the tax revenue of coal mines in the area once accounted for 90% of the total fiscal and tax revenue of the area. Due to the backward and extensive management mode, the supporting pollution control measures are insufficient, the roads are potholed and difficult to walk on rainy days, and the natural ecological environment is gradually deteriorating after the dusty days of mine trucks on sunny days.
"A development model at the expense of the ecological environment will eventually lead to 'sitting on the sidelines'." Lu Xianhong, chief of the ecological section of the Yongchuan District Ecological Environment Bureau, told reporters that in order to restore the beautiful appearance of Chashan Zhuhai, Yongchuan District began to explore the road of green transformation and development of Chashan Zhuhai area, and launched the ecological restoration and management of Chashan Zhuhai area in 2017.

By 2020, the ecological restoration of all 33 historical legacy and closed mines will be completed in the Chashan Zhuhai area, involving a total of 60 sites of 1,005 acres.
In addition to mine restoration, Yongchuan District has also gradually carried out water ecological restoration through source treatment. The implementation of the river horizontal compensation mechanism, the area receives about 300,000 yuan of horizontal compensation for the improvement of river water quality every year, the implementation of the public welfare forest compensation mechanism, the annual distribution of villagers public welfare forest management and protection funds of about 600,000 yuan, the awareness of the residents of the area to consciously maintain "lucid waters and green mountains" is basically formed.
Today, the forest coverage rate of the Zhuhai area of Chashan remains 70%, and there are rare plants such as alder, ginkgo, zhennan, yew, metasequoia, etc., which are known as the "natural oxygen bar", with an average concentration of 700 negative ions per cubic centimeter, and 20,000 per cubic centimeter in local areas, and an average annual concentration of PM2.5 in the foothills of the town area of 32 micrograms/cubic meter, and the air quality remains excellent.
The water quality of the three major rivers in the area, Jiulong River, Xiao'an River and Xuanhua River, has been maintained excellent, the water quality of Sunjiakou Reservoir, the urban water source, has been maintained for a long time at Class III and above, and the water quality compliance rate of urban drinking water sources has been maintained at 100% all year round.
Transform the barren mountains of tea mountains, bamboo seas, and mountains into tea trees and green mountains, and create a gold-lettered signboard of "Yongchuan Xiuya".
"Lucid waters and lush mountains" have been realized, where are the "golden mountains and silver mountains"? In recent years, Yongchuan District has actively practiced the theory of "Two Mountains", explored new paths and models for the transformation of "Two Mountains", and continuously promoted the construction of the "Two Mountains" base in the area with ecological resources as the "trunk", ecological products as the "branches", and ecological culture and traditional culture as the "leaves".
Relying on the long history of tea planting and tea making, Yongchuan District has transformed the barren mountains of tea mountains and bamboo seas into tea trees and green mountains guided by ecological priority and green development, and relied on the Tea Research Institute to carry out tea science and technology innovation and quality cultivation, and introduced the local standard of the whole chain of tea of "Yongchuan Xiuya", creating a gold-lettered signboard of "Yongchuan Xiuya" that is well-known throughout the country. The area of 30,000 acres of tea plantations, 50,000 acres of bamboo forests provide a wealth of ecological products, the birth of the "Yongchuan Xiuya" is well-known throughout the country, tea, bamboo shoots, bamboo shoots and other "tea, bamboo and mountain goods" drive the villagers to "green wealth". It truly activates a leaf, cultivates an industry, and revitalizes a village.

In addition to ecological resources and ecological products, Yongchuan District also excavates local characteristic cultural resources, integrates Jishan hidden cultivation culture, Buddhism culture, tea and bamboo culture, and folk culture, expands the cultural influence of "tea and bamboo", empowers the development of "tourism +" with culture, and drives the whole people to get rich and increase income. Focus on the development of "tourism + tea + culture", relying on the profound tea culture and international tea culture tourism festival, etc., to carry out a variety of cultural and tourism activities such as tea recognition, tea picking, tea tasting, tea fighting, tea discussion, etc.
"Compared with three years ago, the renovated and upgraded Chashan Zhuhai has welcomed more tourists, and the number of tourists has increased by about 40% year-on-year." Gong Quan, general manager of Chongqing Chashan Zhuhai Tourism Development Co., Ltd., told reporters that through the infrastructure construction and service quality improvement of scenic spots, the number of tourists attracted by cultural industries such as research tourism, tea picking experience, and forest health care has exceeded the highest point in history.
